1.0 PURPOSE
The purpose of this document describes the minimum training requirement for employees that
will be involved in the day to day operation of the FLOWLINE/PIPELINE SECTIONAL
REPLACEMENT IN NAOC LAND & SWAMP AREA (CATEGORY A & C- FABRIC WORKS, AND
MECHANICAL/PIPING WORKS). It details the Project’s minimum training requirements in both
local and international operations as per the contract. The Program is designed to help BCL plan
and manage the training activities easily and effectively.
2.0 SCOPE
The scope of this document includes the instructions for the use of this document, planning
information, and explanations of various components of the Project training requirements. This
section has been included to provide the necessary information for BCL to undertake planning
activities, such as the preparation of Training Programs and the selection of Training facility /
service providers.
The document specifies the training needs, through to scheduling and nomination procedures,
and finally attending training courses and monitoring of training outcomes. The training
requirement of skilled and unskilled person must be adhered to enhance their carriers.

The training shall be provided in English Language. The course material for reading shall be in
the form of documents written both in English language. Video slides on different topics shall
be shown to the trainees, which will also cover the rules & regulations to be followed,
statutory requirements to be implemented, Health, safety & Environment requirements to be
observed & other technical / non-technical instructions to create a safe working environment.

Training needs shall be as per the contract and the nomination of personnel to be trained will
be from Employer CLIENT.
8.0 Assessment
8.1 Overview
Assessment criteria are provided for each course as part of the course specifications.
Assessment of all nominees against the minimum course competency standards following
attendance of all Training Courses is compulsory. The assessment process is dependent upon
'course type' and work force’. Nominees attending 'knowledge type' courses shall undertake
both a pre-training and post-training assessment.
For Supervisory level personnel scheduled to attend 'knowledge type' courses, the nominee
must attend a pre-course assessment. This exercise allows the instructor to establish the
nominee's existing level of course competence and identify specific gaps in their knowledge.
Employer Engineer their delegate shall supervise the pre-course assessment, which shall be
undertaken using a Computer Based Training Assessment (CBTA) questionnaire designed
against the minimum course competency standards. If the nominee fails the pre-course CBTA,
then the result of the assessment shall be discussed with the nominee to establish knowledge
gaps that require attention. The nominee shall then attend the course using the knowledge
gaps identified from the pre-course CBTA for assistance. If the nominee passes the pre-course
CBTA, then the nominee shall be deemed as course competent and may not be required to
attend the course except if engineer approves. Pre-training assessments are not available to
Non-Supervisory level personnel.

8.3 Post Training Assessment
Each Course Specification describes how nominees will be assessed against the minimum
Course Competency Standards following training attendance. The assessment will be
undertaken by the course instructor.
All nominees attending 'skills or attitude type' training and non-Supervisory level personnel
attending 'knowledge type' courses shall be assessed following training by non-CBTA methods.
Nominees who fail the post-training assessment will be considered to have not satisfied the
training requirement, and as such, will not have their Training Passport updated.

11.0 ADMINISTRATIVE ROLE ON STAFF TRAINING
11.1 Following the identification of the training need, the Engineer will nominate the individual
requiring training and arranges with BCL for the employee to attend the specified training
course.
11.2 Training is provided by appropriately qualified and experienced personnel in that field.
Evidence of training qualifications is recorded and is made available as part of the training
records in the personnel file.
11.3 The education and training provided to each personnel is evaluated in terms of expectations and
impact on the effectiveness and efficiency of the company in order to serve as a means of
improving future training plans.
11.4 If the trainee fails to grasp or demonstrate required skills the trainee is recommended for re-
training. Re-training is documented on the training record.
11.5 If the training or qualification in an activity automatically qualifies the trainee in another field or
activity, no separate training or qualification is required for the latter activity.
11.6 Whenever required, personnel are trained in the use of the latest applicable methods and
current techniques.
