CUSTOMS PROCEDURE FOR EXPORT AND IMPORT


1. SEA FREIGHT IMPORT
• As per Qatar Customs, for any kind of shipments, required original invoice with cargo value,
currency, shipment terms, HS Code of items, stamped by shipper – endorsed from chamber
of commerce.
Original Packing list-stamped by shipper, with total no of packages, Total gross weight
Original certificate of Origin with wet ink endorsed from chamber of commerce.
All above mention shipment should have same consignee details and gross weight, no of
packages should match with all documents.
Qatar is not allowing third country documents, so all this document should be from same
country from where shipment is loaded.
• For customs clearance, consignee should be register in Qatar customs single window and
consignee needs to authorized our clearing company in single window paying QAR 50.
• Once shipment is arrived and Delivery order from shipping line is collected, clearing agent
will file bill of entry in customs single window, uploading all the shipment documents.
• Once bill of entry is finalized, consignee needs to pay customs duty online in customs single
window.
• Once duty is paid and if consignee requires his cargo, clearing agent will pay port charges
and arrange entry gate pass of vehicle to load the container.
• With entry gate pass, truck driver will load the container and pass from X-Ray. If customs
office requires physical inspection, truck will be diverted to physical inspection area, where
customs office will break the seal of container and inspect the cargo. If customs office is
satisfied, container will be closed and locked with customs seal. After that customs office
will provide release paper and with this paper, truck can come out of port.

2. AIR FREIGHT IMPORT


• As per Qatar Customs, for any kind of shipments, required original invoice with cargo value,

of commerce.

Original certificate of Origin with wet ink endorsed from chamber of commerce.

• If shipment is booked on direct MAWB, without involving HAWB (freight forwarder),


consignee will receive arrival notification from Qatar Aviation Service (QAS), which
consignee needs to forward to clearing agent.
• With arrival notification, QAS will release Delivery order and documents pouch if it is arrived
with AWB. QAS will give only 48 hours free time to clear the shipment from arrival
notification sent time. Arrival notification will show the notify time.
• Clearing agent will pass bill of entry and upload all the shipment documents on customs
single window
• Once bill of entry is finalized, consignee needs to pay customs duty online at customs single
window
• Once duty is paid, clearing agent will submit documents to QAS to bring shipment for
inspection. Once cargo will arrive to inspection area, customs officer will check the cargo
and if he finds all ok, customs office will issue release order.
• Clearing agent needs to pay QAS charges and truck driver needs to go to QAS with original
Qatari ID, driving license and vehicle registration to get entry pass.
• QAS will notify driver directly by SMS and once driver receives SMS, he can go inside with
vehicle to load the cargo.
• Once vehicle reaches inside, QAS will load the cargo and truck can go out.

3. SEA FREIGHT EXPORT


• As per Qatar Customs, for any kind of shipments, required original invoice with cargo value,
currency, shipment terms, HS Code of items, stamped by shipper – endorsed from chamber
of commerce.
Original Packing list-stamped by shipper, with total no of packages, Total gross weight
Original certificate of Origin with wet ink endorsed from chamber of commerce.
All above mention shipment should have same consignee details and gross weight, no of
packages should match with all documents
• For customs clearance, consignee should be register in Qatar customs single window and
consignee needs to authorized our clearing company in single window paying QAR 50.
• Chamber of commerce require import bill of entry; which shipper should have when they
have imported this cargo. Also, for any kind of steel, chamber also require approval from
Qatar Steel, without this, chamber will not issue certificate of origin and without certificate
of origin, customs will not allowed to clear shipment
• Once all documents are ready and booking is done with shipping line, shipping line will issue
container release order with draft BL.
• Client needs to handover all this document to clearing agent to file export bill of entry.
Clearing agent will prepare export bill of entry and upload all the documents in customs
single window. Once bill of entry is approved, client needs to pay customs handling charges.
• Once export bill of entry is finalized, transporter will load the empty container from
nominated yard against container release order and go to shipper premises for loading of

cargo. Clearing agent will pay port charges and arrange entry gate pass of truck and
handover to transporter.
• Once loading is completed, trailer driver can go to port with entry pass to customs
inspection area. Customs will check the cargo and if he finds all ok as per documents,
customs will close the container and locked it with customs and shipping line seal.
• Trailer driver will offload the container at shipping line export slot in port.

4. AIR EXPORT

bill of entry and upload all documents including AWB to single window.
• Once Export bill of entry is prepared, client needs to pay customs handling charges through
customs online system.
• After that cargo can be brought to airport for customs clearance and after clearance, cargo
will be handover to QAS.

5. Export of Temporary import shipments.


• For customs clearance, consignee should be register in Qatar customs single window and
consignee needs to authorized our clearing company in single window paying QAR 50.
• Require soft copies of all documents including import bill of entry
• Client needs to take approval from customs main office and AP/SP office for linking of
Import and Export bill of entry
• Clearing agent will link export bill of entry with import bill of entry in customs single window
once customs will give approval and finalized re-export bill of entry.
• Once re-export bill of entry is finalized, we can take cargo to port/airport where customs
office will check serial numbers and photographs with import shipment documents.
• If customs office finds all ok, they will release the shipment.
