As Per IEEE C57.104-2008,TDCG indicates :

Good ,Normal ,No action required ,

2 Greater Than Normal Level , Faults may be persent

3 High Level of Decomposition, Faults are Porbably Present

4 Excessive Decomposition, Immediate action
