EXECUTIVE ORDER NO.

ESTABLISHMENT OF A GENDER AND DEVELOPMENT (GAD) FOCAL POINT SYSTEM

WHEREAS, the promotion of gender equality and women's empowerment is a fundamental

principle and human right enshrined in various international and national laws, including the Magna
Carta of Women (Republic Act No. 9710);

WHEREAS, the Barangay is committed to upholding gender equality, eliminating gender-based

discrimination, and promoting the active participation of women in decision-making processes and
development initiatives;

WHEREAS, there is a need to establish a Gender and Development (GAD) Focal Point System
in the Barangay to ensure the mainstreaming of GAD perspectives and the effective implementation of
gender-responsive programs and services;

NOW, THEREFORE, I, ROBERTO V. HORTILLANO, the Punong Barangay of Barangay

Capilan, Lebak, Sultan Kudarat, do hereby order the establishment of a Gender and Development
(GAD) Focal Point System, in accordance with the following provisions:

SECTION 1: COMPOSITION OF THE GAD FOCAL POINT SYSTEM

1.1 The Barangay GAD Focal Point System shall be composed of the following members:

ANA D. PARIS Barangay Kagawad designated as the GAD Committee Head;

IRISMAE C. SOBREVEGA Barangay Secretary;

ANALYN C. LLANERA Barangay Treasurer;

ZENAIDA O. AGRAVANTE Barangay Health Worker;

ANELYN C. HORTILLANO Representative from the Barangay Women's Organization;

DESNNY MAE M. BARRIOS Representative from the Sangguniang Kabataan;

ROMEO PANES Representative from the Barangay Development Council;

JORGIE C. CABARLES Representative from the Barangay Education Council;

BERNARDO A. LLANERA Representative from the Barangay Peace and

Order Committee;

SECTION 2: FUNCTIONS AND RESPONSIBILITIES

2.1 The Barangay GAD Focal Point System shall be responsible for:

a) Integrating GAD concerns into the Barangay Development Plan and Annual Investment Plan;

b) Reviewing and assessing the gender responsiveness of existing policies, programs, and
projects;
 c) Formulating and implementing gender-responsive programs and activities that promote gender
equality and women's empowerment;

d) Monitoring and evaluating the progress of GAD-related programs and projects;

e) Advocating for gender-responsive legislation and policies at the Barangay level;

f) Ensuring the effective utilization of the Gender and Development Budget;

g) Coordinating with government agencies, non-government organizations, and other

stakeholders to strengthen GAD initiatives;

h) Providing gender mainstreaming training and capacity-building activities for Barangay officials
and personnel.

SECTION 3: RESOURCE MOBILIZATION

3.1 The Barangay GAD Focal Point System shall actively seek financial and technical assistance
from government agencies, funding institutions, and other sources to support gender-responsive
programs and projects.

SECTION 4: REPORTING

4.1 The Barangay GAD Focal Point System shall submit an annual report to the Punong
Barangay, highlighting the accomplishments, challenges, and recommendations related to GAD.

SECTION 5: EFFECTIVITY

5.1 This Executive Order shall take effect immediately upon approval and shall remain in force
until revoked or amended.
