PROTECTIVE RELAY COORDINATION SETTING GUIDELINES

FOR TRANSMISSION LINE AUTORECLOSER

AUTORECLOSER RELAY (79)

AUTORECLOSER BLOCKING:
 During the reception of a breaker failure direct transfer trip signal.
 The operation of the breaker failure relay scheme shall block reclosing on adjacent breakers.
 The operation of a transformer or bus protective relay scheme should block reclosing.
 Middle breaker recloser should be blocked if it also controls a transformer.
 The reclosing relay shall be blocked for transmission line for such events as:
o delayed relay tripping
o manual closing of breakers, pole discordance,
o multi-phase fault (phase to phase and three-phase fault),
o SOTF, Power swing or out-of-step operation
o breaker conditions (CB Not ready, CB Defective, etc.)
 The reclosing shall be blocked for the duration of the reclaimed time. If a fault occurs within the
reclaim time the recloser should be blocked.
 Following any manual trip operation of a circuit breaker.
 For securing of personnel safety, autoreclosing should be blocked while line crews perform line
maintenance.
 If a relay trip has occurred, but the breaker stays closed longer than the expected breaker trip time
(e.g., 6–10 cycles), block autoreclosing.
 If an attempt is made to autoreclose, and the breaker does not close (based on 52 auxiliary contact)
or fails to close within the expected close time, or if a discontinuity (open circuit) is detected, then
further attempts to autoreclose are blocked.
 If a breaker has tripped due to power swing or out-of-step relay, consider blocking autorecloser until
system stability can be re-established.
 Reclosing shall not be used where transient voltage analysis studies indicate that reclosing may
produce switching surges exceeding the equipment design levels.
AUTORECLOSING MODE:
 Single phase reclosing (if breaker is capable of single phase tripping).
 Three phase reclosing (if breaker is capable of three phase tripping only). For generating plants with
reclosing capabilities, the reclosing program shall only be three phase.
 Single and three-phase reclosing (for breaker controlling two lines with different reclosing program,
i.e. middle breaker of a breaker-and-a-half)
SETTING CONSIDERATIONS:
 To control three-phase reclosing of the circuit breaker, terminal remote from the generator bus
should reclose on live-bus-dead line (voltage check) and at the generator side thru a live-line-live bus
scheme (synchronize check).

 When the reclosing relay is in the “OFF” position or not ready, the line protection relays or CB trip
circuits shall be prepared to trip three phase. Likewise, the recloser shall send signal to prepare the
line protection relays or trip circuits for three phase tripping during the reclaim time.

PRIORITY BREAKER:

The autorecloser relay should be set such that unsuccessful reclosing of priority breaker should block
reclosing of the follower breaker.

SYNCHROCHECK RELAY (25)

APPLICATION:

For synchro check/voltage check relay that supervises automatic reclosing of line circuit breakers for
AC transmission lines.

1. In selecting between the synchronism check (S/C) and voltage check (V/C) functions, the
following should apply:

Case I - Generator at one end of the line

AR1 = S/C AR2 = V/C

Case II - Generators at both ends of the line

~ ~
AR1 = S/C AR2 = V/C

The AR at the line end with greater plant capacity should be set to S/C. (Refer to single
line diagram for generator ratings.)

Case III - No generator at both line ends

AR1 = S/C AR2 = V/C

Apply a three phase bus fault at both ends of the line. The AR at the line with greater bus
fault magnitude should be set to S/C.

2. Upper threshold voltage level (Umax/Un) – above which the measured bus/line
voltage is considered to be energized.

Umax/Un = 0.8 pu

3. Lower threshold voltage level (Umin/Un) – below which the measured bus/line
voltage is considered to be deenergized.

Umin/Un = 0.1 pu

4. Maximum frequency difference allowed in bus/line voltage (f)

f = 200 mHz

- f = 3 mHz is used on very stable systems where stringent demands are


imposed on the existence of synchronism.
- f = 20 mHz is used for auto reclosing on short transmission lines.

- f = 200 mHz is used for auto reclosing schemes requiring short dead-time
intervals. The output signal can be either continuous or a pulse.

5. U = 15% of Un
f = 200 mHz
 = 45 (if the breakers involved are old OCB type, set  = 30)

6. For voltage check, adopt a dead line-live bus policy.
