4.0 Site analysis
4.2 site The 2 acre site opened for recreational purposes in 1980 and currently contains 4 sand
boundaries volleyball courts, a picnic area and open field space. The site is bound by the Washington
& current Avenue Parking Ramp on the south, surface parking to the east (with the Alumni Center
use beyond), the University athletic complex to the northeast, Civil/Mineral Engineering (CME)
to the north and three buildings, Shepherd Labs, Akerman Hall and Electrical Engineering /
Computer Science to the west. The Scholar’s Walk crosses the southern portion of the site
from east to west.
The primary precinct for the Institute of Technology adjoins the site to the west, between
Church Street and Union. Tate is located to the west of Church Street, fronting onto Northrop
Mall. The Scholar’s Walk provides a direct connection from the Mall to this site and beyond,
terminating at the Alumni Center.

4.3 scale / The site lies in a transitional space between academic, sports and recreation, and parking
composition structures. There is relative consistency of scale and massing in the surrounding buildings,
of existing including the parking deck, with heights around four or five stories. Exceptions are the
buildings & Electrical Engineering and Computer Sciences building, which is taller, and Civil Engineering,
precinct which has a lower profile. Primary exterior cladding material is brick; the parking deck has
brick accents only.
The site opens to the southeast, across surface parking and to the Alumni Plaza beyond and
to a lesser degree to the northwest, across the Civil Engineering open space.

4.4 site Light rail will have a significant impact on the appearance and functionality of the
circulation Minneapolis Campus. Development of the new transit mall will promote pedestrian, bicycle
& community and two transit modes (bus and light rail) in a five block section of Washington Avenue from

GOPHER WAY - ABOVE GROUND enhanced pedestrian pathway connecting the Alumni Center on the east with Northrup
Mall and Church Street on the west. The pathway, which contains descriptive panels of
exceptional alumni from the University, passes through the southern part of the site and
offers an opportunity to integrate that walkway with compatible open space on the proposed
site.

4.0 Site analysis
Additional pathways head north, between Cooke Hall and the Recreational Building, providing
access to and from University Avenue and the recreational facilities north of University. A
circulation route also passes through the Civil Engineering site and past the School of Design.
Finally, pedestrian access to the south crosses Washington Avenue and divides into sub-
grade and grade level corridors into the Academic Health Center district.
On-street, striped bicycle paths near the site are currently located on University Avenue and
Union Street. The Union Street path goes east to Harvard Street on the north side of the
parking deck (southern edge of the Physics and Nanotechnology site). The Scholar’s Walk is
identified in the Master Plan as a dismount zone for bicyclists. Washington Avenue, which
will become a transit mall from Walnut Street on the east to the Washington Avenue Bridge on
the west, will become an on-street bicycle route (probably in a shared lane with buses) when
light rail opens for service.
4.4.3 service The updated Master Plan recommends consolidation of service areas for multiple buildings
access for wherever feasible. Currently, service access to the adjacent IT buildings is from Union Street
adjacent and service to Civil Engineering is from the east end of the building, and these service courts
buildings are reasonably efficient. The ramp that accesses the lower level of Akerman will need to
remain intact, as will the service courts for Mechanical Engineering, and the Service Court
that serves Rapson Hall. This need for service from Union Street suggests that a service (and
fire) corridor will need to remain in this approximate location, although surface materials and
design character may be quite different.
Service to the recreational buildings, Cooke Hall and the Recreation and Aquatic Center, does
not impact the proposed development.
4.4.4 STUDENT During the construction phase, pedestrian and bicycle access to the University Recreation
IMPACT Center may have to be modified as the site is sometimes used as a more direct “cut-
through” to and from the Recreation Center. Pedestrian and bicycle traffic will be able to be
accommodated along designed walk and bikeways. In addition, there may be times when the
Scholar’s Walk will be closed to through traffic. Scholar’s Walk monuments will be removed
and stored during construction. Alternative means for pedestrian and bike traffic will be
developed, most likely along Beacon Street.
The site of the Physics and Nanotechnology building is currently the home of volleyball
courts used for recreational sports in the Spring, Summer, and Fall and broomball courts
used in the Winter. Once development begins, these recreational uses will need no longer
take place at this site. Volleyball may be accommodated in the Fieldhouse. However it is
likely that both outdoor volleyball and broomball will have to occur elsewhere on University
recreational fields, including potential new sites north of Rider Arena and existing sites on
the West Bank and/or St. Paul campuses.
