Subject: VETTING/REVIEW OF INTERNAL & EXTERNAL BUILDING


ELECTRIFICATION PLANS AND COMPLIANCE WITH
RLEVANT PROVISIONS OF THE ELECTRICITY RULES,
1937.

Reference to the subject noted above, it is forwarded for information that


Rule-48 of the Electricity Rules, 1937 specifies that electrical works including solar works
can only be carried out, all across the province, by a contractor who has obtained
electrical contractor license issued by the board of licensing of electric inspectorate on
behalf of the Provincial Government and as such the Electric Inspectorate has been
entrusted with powers to regulate the electrical contractors and their works. The subject
cited rule is often violated in the electrical works including solar works/projects where
electrical contractors are enlisted/ prequalified and contracts awarded to majority of those
who do not possess any such license and thus breaching the subject cited rule which is
prosecutable and punishable in the concerned courts under the law.
It has been in practice that both internal and external electrification Plans
including Solarization work plans in TMA/LG& RD department are designed and executed
without getting them vetted / reviewed initially from this office which, at later stages,
creates inconvenience when approval is sought from this office for energization after
completion of works and hence speaks the tune of neglecting the relevant provisions of
the Electricity Rules, 1937. This practice often leads to negligence of safety and other
technical parameters in the design plans and thus threatening the safety to the general
public.
Secondly, it has been noticed that majority of the electrical contractors
do not tend to get themselves registered with this inspectorate and yet contracts are
awarded to them in Government works/projects which is a breach of Rule-48 of the
Electricity Rules, 1937 and the technical personnel employed with the electrical
contractors working on these works/projects are not competent as per Rule-3 of the
Electricity Rules, 1937. All the above mentioned breaches are prosecutable and
punishable in the concerned courts/magistrates as per Section-42 of the Electricity Act,
1910.
Keeping in view the above, it is looked forward to compliance with the
relevant provisions of the Electricity Rules, 1937 mentioned above at your end. Only those

electrical contractors be enlisted and pre-qualified that are registered with this
inspectorate. Prior to execution of any internal and external electrification works, the
contractors be directed to provide list of their technical personnel along with all the
electrification plans to this Inspectorate for review. An immediate action, at your end, in
this regard will be highly appreciated.
