1. INTRODUCTION
Nigerian Agip Oil Company Limited (NAOC) intends to put in place a Global Maintenance Service Contract for the NAOC land and
swamp fields Integrated Reservoir studies. The proposed open contract shall cover a period of two (2) years, plus one (1) optional
extension.
NAOC, through this tender opportunity, announces to interested reputable Nigerian Companies and NJQS prequalified companies of
defined scope of service hereunder.

2. SCOPE OF WORK
This shall include but not limited to the Land and Swamp Field Integrated Reservoir Studies. Key aspects of the scope are:
• 3D seismic, geological and reservoir interpretations.
• Construction of 3D geological static models with STOIIP, GIIP calculations.
• Reservoir engineering and simulation studies.

3. MANDATORY REQUIREMENTS
a. To be eligible for this tender exercise, interested contractors are required to be prequalified (3.02.19) – Sub-surfaces consultancy

(Geological, Geophysical, Reservoir in the NipeX Joint Qualification System (NJQS) database.
All successfully pre-qualified suppliers in these categories will receive Invitation to Technical Tender (ITT).
b. To confirm if you are pre-qualified and view the product/service category you are listed for: Open http://vendors.nipexjqs.com and
access NJQS with your log in details. Click on Product/Services tab to view your status and product codes.
c. If you are not listed in a product/service category but you are registered with NUPRC to do business, contact Nipex office at 8, Bayo
Kuku Street, Ikoyi Lagos with your NUPRC certificates as evidence for necessary update.
d. To initiate the JQS pre-qualification process, access www.nipex-ng.com to download application form, make necessary payments and
contact Nipex Office for further action.
e. To be eligible, all tenders must comply with the Nigerian Content requirements in the Nipex system.

4. NIGERIAN CONTENT
Bidders are invited to express complete understanding and willingness and commitment to develop in-country capability and capacity for
related items in compliance with the Nigerian Oil and Gas Industry Content Development Act (NOGICD) Act 2010.
Pursuant to the above, bidders submissions shall be evaluated strictly with the minimum evaluation criteria defined in the NOGICD Act
provision and schedule. Only bidders whose submissions are in compliance shall proceed to the next stage of the tendering process.
1. Tenderer shall provide evidence of being a Nigerian Indigenous company with greater than 51% Nigerian Shareholding. The tender
shall provide form CO2 and Co7, registration on NOGIC JQS and NUPRC certificate.
2. Tenderer shall provide detailed description of the location of in-country committed facilities & infrastructure (Technical office, name
and address of in-country laboratory to be used in executing the work scope, and administrative space etc).

3. Tenderers shall provide evidence of any of the under-listed category 1,2,3,4 or 5 NCEC to demonstrate capacity to execute the work
scope.
4. Service and support NCEC demonstrating ownership of integrated reservoir studies equipment.
5. Non moveable asset (DA) demonstrating evidence to deploy integrated reservoir personnel (not limited petrophysicist,
sedimentologist, geologist, stratigrapher etc)
6. Tenderer shall comply with the latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to
providing Project-Specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN
registered trainer(s) or other approved NCDMB training institution(s).
7. Provide evidence of what percentage of your key management positions is held by Nigerians and what percentage of the total
workforce are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to
total work volume.

NOTE: Only Nigerian companies are qualified for this service.

• Bidders shall be requested to provide evidence to show their compliance with the above listed requirements at the ITT Stage.
• Failure to meet the Nigerian Content requirements is a FATAL FLAW.

5. CLOSING DATE
Only tenderer who are pre-qualified with the relevant NJQS product/service categories, (3.02.19 – Sub-surface consultancy (Geological,
Geophysical, Reservoir as at 3rd August, 2023, being the advert close date shall be invited to submit Technical Bids.

The strategy is to award Four (4) open contracts at the end of the tender exercise to the lowest technically qualified and commercially
responsive bidders.
The contract will be progressed through the Nipex system
