Genera PR assures that it did not request FEMA funds for the 220-foot connection to the
San Juan plant.

After the controversy generated by the proposal to build a gas pipeline by the Genera PR
consortium, the company issued a statement in which it clari es its position and said that it is
not requesting FEMA funds for this connection and that the responsibility for the permit falls on
New Fortress Energy (NFE), with its letter merely supporting the authorization request.

“The responsibility for the permit is not Genera's. What Genera presents is a letter in support of
the NFE request to support their request and thus be able to connect the emergency
generation”, reiterated Iván Báez, representative of Genera PR.

Last Friday a letter came to light stating that the company Genera PR, linked to New Fortress
Energy, had requested public funds from FERC for the construction of a gas pipeline that
would connect the parent company's terminal with the Palo Seco plant, on behalf of PREPA to
supply natural gas to the auxiliary plants of the Federal Emergency Management Agency
(FEMA) installed since last March.

According to Iván Báez, the project in question does not seek the construction of a gas
pipeline to Toa Baja, but is part of the mission of the Corps of Engineers to install temporary
generators that would contribute 200 megawatts to the generation system. Báez assures that
these generators are considered extremely necessary to guarantee the supply of energy on the
island, especially during the hurricane season.

“This is a project of the Corps of Engineers, Genera simply referred to a letter of endorsement,
just like you can ask all the entities that are involved in this. And this is requested by FERC, that
is, this is not a Genera project, ”he explained.

Similarly, Báez commented that Genera PR's proposal focuses on the installation of an
extension to the NFE gas pipe towards the San Juan plant of the Electric Power Authority
(AEE). He said that the connection would be temporary and would allow the temporary
emergency units that have been in operation since last March to be supplied with fuel.

“The connection for the tube extension will be at the NFE facility in a tube with an additional
connection that is currently sealed because it is not used,” he stressed.

Given the deadline imposed by the Corps of Engineers to turn on the units and synchronize
them with the electrical system, Genera PR urged the Federal Energy Regulatory Commission

(FERC) to authorize the connection of the gas tube before July 28, to guarantee supply during
the next hurricane season.

The Sierra Club Puerto Rico (SCPR) organization and community leaders had expressed their
opposition to the gas pipeline project proposed by Genera PR, questioning its real need and
pointing out concerns about safety and environmental impact. However, Genera PR
emphasized that its proposal seeks to provide an immediate and temporary solution to the
energy crisis on the island, while they continue working on the maintenance and replacement
of components in the plants they operate.

On the other hand, the legal group that represents local communities, including residents of
San Juan Bay, Guaynabo and the Sabana, Amelia and Vietnam neighborhoods, has expressed
concern about the "secret and low-participation" way in which the project is being carried out.

Pedro Saadé, a member of the legal group, pointed out: "A notice came out at the request of
Genera, last Friday, so that anyone who has comments or concerns has to do so by next
Tuesday, July 25, that is, they have given 4 days and people really are not aware of this."

One of the main concerns expressed is the lack of su cient information in the le on the
duration of the temporary generators. Saadé mentioned that these generators, intended to be
temporary or emergency, exceed $5 trillion in costs, without a time limit parameter, which could
lead to a situation where temporary generators become permanent.

“Long-term investments do not make sense given the problems of pollution and climate
change and without exploring other alternatives,” said Saadé.

Similarly, the legislative coordinator of Sierra Club Puerto Rico (SCPR), Maritza Maymí, joined
the expressions of concern, pointing out the environmental and security risk associated with
the proposed pipeline.
