I. INTRODUCTION
A. DEVOTIONAL
How We Should Approach Planning?
Plan By Seeking God’s Wisdom
We begin the planning process by seeking what God wants us to
accomplish. He reveals His desires through Scripture, inspired thoughts in our
minds, and the counsel of others. The key is to meet with God, get our directions
from Him, and then be obedient. There is no substitute for serious study of God’s
Word. The same is true for unhurried time in which we not only speak our
concerns but also listen. Look at the importance God places on wisdom:
“Teach us to number our days aright, that we may gain a heart of
wisdom” (Psalm 90:12).
One of the questions many churches wrestle with is, “Should a church try
to plan future direction?” James 4:14 (NASB) says, “Yet you do not know what
your life will be like tomorrow. You are just a vapor that appears for a little while
and then vanishes away.” So why plan? The next verse goes on to say, “Instead,
you ought to say, ‘If the Lord wills, we will live and also do this or that.” The real
issue is not whether we should plan; it is whether we will put God’s will first in
our planning, always deferring to His wisdom and sovereignty.

Our attitude when we plan should result in this kind of prayer: “God, we


want your will above everything else. We’re not just asking you to bless whatever
plan we devise—we want your wisdom. We want to move by your direction and in
your timing. Please guide our thoughts and keep our hearts tuned to yours.”

God designed us with the ability and need to plan. From the moment He
placed Adam in the Garden “to work it and take care of it” (Genesis 2:15),
planning became essential.

If anything, it is even more important after the fall:


“Be very careful, then, how you live— not as unwise but as wise, making the most
of every opportunity, because the days are evil. Therefore do not be foolish, but

understand what the Lord’s will is. Do not get drunk on wine, which leads to
debauchery. Instead, be filled with the Spirit” (Ephesians 5:15–8).

These verses warn us not to be foolish, just doing what comes naturally
with no organizational strategy. That results in weakness and missed opportunities
to live for God in an evil environment. Planning is a necessity, helping us to be
aware and make the most of the opportunities God provides. The key is to make
plans by seeking God and asking for His discernment.

B. PRAYER
Prayer is an essential part of planning thus pray for wisdom and
God’s guidance through-out our evaluation and planning sessions. PRAY!

II. REVIEW and EVALUATION

SECTION 2. CHURCH MINISTRY TEAM

1. Composition. The Church Ministry Team (CMT) shall be composed of all


the ministries, all elders, chief deacon, chief deaconess, secretary,
treasurer and auxiliary heads.
2. Functions. The Church Ministry Team shall perform the following
functions:

a. It shall approve programs, budgets, and projects of the local church.


b. It shall take charge of all overall administration and ministry of the
church through the Pastors.
c. It shall invite and hire ministers in consultation with the District
Ministry Supervisor.

SECTION 4. CHURCH ELDERS

The office of church eldership is a function of spiritual maturity that


qualifies an elder to serve the church along with the pastors.

1. Qualifications. An elder should possess the biblical qualifications of a


church elder listed in 1 Timothy 3 and Titus 1. An elder should have a
teaching or preaching ministry at the church. He should be a member and
officer of the church in good standing for at least three (3) years.
2. Functions. The church elders function best as a ministry team along with
the pastors.
a. They shall assist in providing overall spiritual leadership.
b. The elders shall assist in shepherding the church of God by preaching
and teaching the Word, administering sacraments/ordinances,
discipleship and caring for the members, and other church ministries.
c. They shall assist the pastor in implementing the vision, mission, and
objectives of CAMACOP, and providing direction and training for the
life and ministry of the local church.
d. The elders shall process the application of new members for approval
by the pastor.

SECTION 5. QUALIFICATIONS OF OTHER OFFICERS

1. Qualifications
a. All other officers of the church must be chosen according to Biblical
qualifications appropriate to their functions.
b. They shall be registered members of the church for at least two (2)
years. The two-year qualification will not apply to newly established
churches.

2. Officers. For the proper attainment of the administrative and ministry


functions of the local church, the following officers shall assist the pastor
and the church elders.

2.1. THE CHURCH DEACON. The church deacon is a function of


spiritual service/ministry that qualifies him to serve the church along
with the pastors and church elders.

1. FUNCTIONS
a. The church deacon shall assist the pastor/s and church elders in
financial management and expenditure, preparation of the budget for
approval by the CMT, purchase of equipment, and properties, and
maintenance of building, facilities, furniture, fixtures, appliances,
vehicles, and other properties of the church. They shall conduct
inventory and keep records of all the properties of the church.
b. In keeping with their spiritual gifts, they shall also lead Bible studies,
prayer meetings, visitations, and other ministries.
c. They shall choose their officers and form committees to facilitate the
performance of their functions.

2. COMPOSITION. They may be one deacon for every twenty-five


(25) baptized members, but in no case should the number be more
than twenty-four (24).
3. APPOINTMENT AND CONFIRMATION. The pastor shall
appoint the deacons, to be confirmed by two thirds (2/3) votes of
the congregation.
4. TERM. They shall serve for one (1) year and may be reappointed.

2.2. THE CHURCH DEACONESS. The church deaconess is a


function of spiritual service/ministry that qualifies her to serve the
church along with the deacons, elders and pastors.

1. FUNCTIONS
a. The deaconess shall assist the pastor in managing the affairs of the
local church in the following areas: preparation of the communion
elements, beautification of the church buildings and surroundings,
and hosting of guests and fellowships in the church.

b. In the exercise of her spiritual gifts, she shall also lead a Bible
studies, prayer meetings, visitation, and other ministries of the
church.
c. They shall choose their officers and may form committees to
facilitate the performance of their functions.
2. COMPOSITION. There shall be one deaconess for every twenty-five
(25) baptized members, but in no case shall there be more than twenty-
four (24) deaconesses.
3. APPOINTMENT AND CONFIRMATION. The pastor shall appoint
the deaconess, to be confirmed by two thirds (2/3) votes of the
congregation.
4. TERM. They shall serve for one (1) year and may be reappointed.

2.3. THE TREASURER

1. FUNCTIONS
a. He shall receive all monies, issue receipts thereof and deposit
the same to a bank authorized by the CMT.
b. He shall disburse funds according to the approved budget.
c. He shall remit all funds due CAMACOP.
2. APPOINTMENT AND CONFIRMATION. The pastor shall
appoint the treasurer, to be confirmed by two thirds (2/3) votes of
the congregation.
3. TERM. The treasurer shall serve for one (1) year and may be
reappointed.

2.4. THE BOOKEEPER/FINANCIAL SECRETARY

1. FUNCTIONS
a. The bookkeeper/financial secretary shall count all the monies
of the church with the treasurer and one of the deacons.
b. He shall record all funds received and prepare vouchers for
disbursements.
c. He shall prepare financial statements/reports.

2. APPOINTMENT AND CONFIRMATION. The pastor shall


appoint the bookkeeper/financial secretary, to be confirmed by two
thirds (2/3) votes of the congregation.
3. TERM. The bookkeeper/financial secretary shall serve for one (1)
year and may be reappointed.

2.5. INTERNAL AUDITOR

1. FUNCTIONS. He shall audit the books of accounts every six


months, or as often as he may deem necessary.
2. APPOINTMENT AND CONFIRMATION. The pastor shall
appoint the auditor, to be confirmed by two thirds (2/3) votes of
the congregation.
3. TERM. The auditor shall serve for one (1) year and may be
reappointed.

SECTION 7. MEETINGS

1. CONGREGATIONAL MEETINGS.
a. The regular annual meeting of the church shall be held on any
Sunday of January. During the meeting, the pastor shall submit a
written annual report.
b. The congregation, by two-thirds (2/3) votes, shall confirm the
appointment of the church elders and all other officers. Only
registered members, eighteen (18) years old and above, shall cast
their votes.

2. ORGANIZATIONAL MEETINGS. The different church organizations


and fellowship groups shall meet at least once a month for prayer,
evaluation, planning and fellowship.

3. QUORUM OF MEETINGS. The simple majority of members present


shall constitute a quorum to transact business during the meetings of the
congregation, CMT, church elders, church deacons, church divisions, and
fellowship ministry groups.

B. S.W.O.T Analysis
A SWOT analysis is a great exercise to go through because it
identifies the key areas of the church that may need targeted resources as
well as opportunities or opposing environmental factors that could
affect church strategy.
For example, if a children’s program is a strength of the church,
there may need to be continued or increased resources committed to it to
ensure continued development and growth.
On the other hand, if the church is located in a high crime area,
there might be an opportunity to develop a youth outreach program to
support that unique demographic.

To begin the SWOT process, think about the following:


 Strengths:  Characteristics of the church that may give it an advantage over
others;
 Weaknesses:  Characteristics of the church that may be a disadvantage as
related to others;
 Opportunities:  Conditions outside the church that could potentially
increase attendance or revenues;
 Threats:  Conditions outside the church that could create problems for the
church.

For example:
 Strength:  The church is located on a busy street and has high visibility in
the community.
 Weakness:  A small percentage of the church population is young families.
 Opportunities:  The church is located in an area with a high population of
poor families.
 Threats:  The church is located in a small town with an aging population.

C. GAP ANALYSIS AND WRITING OF MINISTRY GOALS


A gap analysis answers the question, “Where are we compared to
where we want to be”?  The process looks at the VISION – where do we
want to go – and compares it to where we are currently.

The analysis can be in relation to ministry program development,


discipleship, financial viability or congregation’s experience.

I. SMALL GROUPS IN MINISTRY


1. WHY SMALL GROUP?
1. It is mandated by the CAMACOP.
2. It is Bible based strategy and the most accurate approach to
church ministry.
3. It is the model of the Master.
4. It is the Pattern of the Early Church.
5. It is the Body of Christ in Action
WHY D.E. on small groups?

ONE meeting.
Small groups and DE in one! Members get equipped at their
weekly Small group meetings or participants not belonging to a
group will be assigned to one. Your own time, your own place,
your own pace! No need for a separate DE training!

ONE material.
No more wondering what material to use! The DE resources are
custom-made to help develop character, knowledge and skills for
life transformation in line with the fulfillment of CAMACOP’s
mission and vision.

ONE mission.
Helps focus on helping group members experience life
transformation in Christ! The materials are purposely designed as
accountability tools so discipleship gets more authentic and
practical.

2. WHAT IS SMALL GROUP?


A Christian small group is a regular gathering of a relatively small
number of individuals for the purpose of becoming committed followers
of Jesus Christ. The goal of a Christian small group is to help every

member believe in Jesus, grow in Christlikeness, be trained to mentor


others, and take part in multiplying small groups (Ecclesiastes 4:1–12,
Ephesians 4:1–16, 1 Corinthians 12:12–31, Hebrews 10:24–25).)

The foundation of a small group is LOVE and to motivate one


another to do good works. Knowing that Jesus is coming back soon
should have an impact on our decisions, compulsions, and motivations.
Making disciples, then, is not possible without contact.
Small Group is a practical way of making disciples. However, on
this curriculum, it is focused only for training small group leaders
specifically the Church Ministry Team (CMT) and later on the members
of each small groups.

Answer. Through running a Spiritual Growth Campaign and or through
Preaching. We will develop promotional Team to promote the
importance, Hows and Whys of Small Group in ministry.

 Spiritual Growth Campaign – the entire church family will focus


on the same spiritual themes for a concentrated period of time. Imagine for
a moment the impact on our church when each person lives out the
principles they read and listened about. This impact grows as those
individuals live in powerful community with their small group, and
reaches its peak when those small groups come together to experience the
power of the principles as an entire congregation!

E. SUMMARY
 This year’s focus in on DISCIPLESHIP and DISCIPLE MAKING
through Small Group.

 We will identify potential leaders and train them so that they will be
confident and effective in leading a small group.
 We will be introducing and implementing small group through
“Spiritual Growth Campaign.”
 With Small Group in Ministry, we need to identify inactive individuals
who were active/members of the church before. We need to create a plan
to reach them out through small group. This strategy will be endorsed to
small group leaders who are in contact or close to them. (Visitation)
 By the end of the year 2020, we will be able to organize at least ten (10)
small groups with 10 small group leaders and 10 assistant leaders who
completed the trainings and has at least 3 persons on his/her list for PCS
