WHEREAS, Section 455 of Republic Act 7160 of the Local Government Code of
1991, empowers the city mayor, as chief executive of the city government, to
exercise such powers and perform such duties and functions for efficient, effective
and economical governance the purpose of which is the general welfare of the city
and its inhabitants;

.l WHEREAS, pursuant to the powers granted under RA 7160, otherwise known as

the Local Government Code of 1991 , "The city mayor shall represent the city in all its
business transactions and sign in its behalf all bonds, contracts, and obligations,
and such other documents upon authority of the Sangguniang Panlungsod or
pursuant to law or ordinance'',

WHEREAS, Philippines Veterans Bank (PVB), a private commercial banking

corp oration and authorized government depository bank (AGDB) duly organized and
existing under and by virtue of Philippine laws, with principal office address at the PVB
Building, 101 V.A. Rufino, corner Dela Rosa Streets, Legaspi Village, Makati City,
represented herein by its Senior Manager and Branch Ban king Group-South Metro Manila
Area Head, Myrilla S. Valverde and its Mun ,rfi

WHEREAS, Philippines Veterans Bank (PVB) is the repository of fund for the
payroll of Regular Employees and a partner of the City Government of Muntinlupa (CGM)
in various banking needs;

WHEREAS, with Philippines Veterans Bank (PVB) as one of the government
financing institutions, the client base of the bank is mostly national government entities in
addition to the private citizens who uses the single Automated Teller Machines (ATM)
located in its branch;

WHEREAS, the additional ATM to be placed within the premises of the City Health
Office (CHO) would alleviate the volume of persons availing of the facility especially
during paydays and would give additional access for the employees and officers of the
City;

WHEREAS, the City Legal Office (CLO) interposes no objection on the provastons
stipulated under the MOA; I

NOW THEREFORE, BE lT RESOLVED, AS lT lS HEREBY RESOLVED, by the

1Oth Sangguniang Panlungsod, to authorize the City Mayor Rozzano Rufino B. Biazon to
enter and sign the Memorandum of Agreement (MOA) with the Philippines Veterans
Bank (PVB)) represented by its Senior Manager and Branch Banking Group-South Metro
Manila Area Head, Myrilla S. Valverde and its Muntinlupa Branch Head, Portia V.
Samano, for the provision of an off-site ATM Machine in the premises of the City Health
Office (CHO).

ADOPTED, by the 70th Sangguniang Panlungsod of Muntinlupa this Sth day of

June 2023, on its 48th Regular Session.
