SIJBJECT PROVISION OF BASIC LEARNING NEEDS TO AIL FILIPINO


CHILDREN. YOUTH AND ADULT

The Universal Declaration of Human Rights in which the Philippines is a signatory


provides that "everyone has the right to education. Education shall be free, at least in the
elementary and fundamental stages. Elementary education shall be compulsory."

Furrher, the Child and Youth Welfare Code provides that "every child has the right to
an education commensurate with his abilities and to the development of his skills for the
improvement of his capacity for service to himself and to his fellowrnen."

To further address the educational concerns, the Philippine National Plan of Action
for the Education for All (EFA) was crafted which concretizes the state principles and
policies on education that by 2015, the Philippines is an educated nation where citizens are
functionally literate and that it is to the best interest of the nation the need to provide social
justice among those marginalized groups through provision of basic education for all.

To be able to respond to the educational concerns of the target clientele -the school-
going children ages 6-15 and those youth and adults ages 16 years old and above, who have
not acquired basic learning needs, and to address conCerns of PD 7S dated September 11,
1975 (Authorizing the Confinement in Rehabilitation Centers or rReformatories of Truants
and Youths Out of School for No Legitimate Reasons), LGUs are hereby enjoined to carry-
out the following activities:

Provincial Level:
In coordination with DepED Regional Office/Division Office:
1. Enact provincial ordinances on addressing school drop-outs, absenteeism, and
illiteracy;
2. Formulate a short-term and long-term strategic basic education plan in the
province which shall sewe as basis in formulating the Local School Board (LSB)
Annual Plan of the province; and
3. Mobilize inter-agency and other stakeholders'support at the region and provincial
levels.

Ciry and lldtrnicipal kvel:


In coordination with DepED Division Office:
l. Enact cirylmrrnisipal ordinances to address school drop-outs, absenteeism, and
illiteracy;

2. Formulate short-term and long-term strategic basic education plans in the


cirylmunicipality which shall serve as basis in formulating the Local School Board
(LSB) Annual Plan of the city/municipality;
3. Establish partnership with the community, parents and business organizations to
support basic education of the ciry/municipalicy;
4. Mobilize barangay officials to take actions to solve problems on school
absenteeism, drop-outs and illiteracy through the provision of Alternative
Delivery Modes ((ADMs) and Alternative Learning system (ALS), whenever
appropriate;
5. Repair, rehabilitate and maintain school buildings and other facilities for public
elementary and secondary schools;
6. Undertake regular feeding programs for malnourished/undernourished chil&en;
7. Provide social welfare services, in coordination with DepED Division Offices,
which shall include educational programs and projects for the child and youth,
vagran$, street children, scavengers, child-laborers, and juvenile delinquents.
Such educational programs shall focus on providing them with practical life skills;
and
8. Utilize irs communiry-based information system, in partnership with DepED, to
monitor and evaluate implementation of basic learning needs-related activities in
the localities.

Barangay Level:
In coordination with DepED Division Off.ce:
1. Ensure enactment of barangay ordinances through its
Barangay Education
Committees, to address school drop-outs, absenteeism, and illiteracy;
2. Ensure support to schools by incorporating in the Barangay Development Plan the
needs of the schools and learning centers (CLCs) and allocating funds therel!
3. Establish communiry-based monitoring center in close coordination with the
schools in the area. For those in-school and out-school, conduct hous€-to-house
visits to map out all school-going children youth and adults in need of basic
learning as well as encourage school -going children especially those in the 5-7
years old cohort to enroll;
4. Assign barangay tanods and barangay workers in schools to ensure safety, security
and cleanliness;
5. Conduct regular drscussions in coordination with the school with the parents and
community on education and literacy of children and adults in the barangay;
6. Esrablish barangay learning and reading center or allocate a space or corner in the

barangay multi-purpose hall as reading and learning center; and


7. Participate regularly in the Brigada Eskwela-
,'
Likewise, all DILG Field Offices are directed to assist t'GUs to effectively and
effrciently implement and monitor the above-mentioned activities. Monitoring report shall
be submitted to the Central Office through the Bureau of Lo-cal Govemment Development
(BLGD)
