LIGHTING AND OTHER ELECTRICAL INSTALLATIONS IN SUBSTATIONS

1 GENERAL
This specification covers the design, manufacture, factory testing, marking, packing, shipping,
transportation to site, installation, site testing and commissioning of:
• Indoor / Outdoor Lighting Systems, including distribution panels, wiring, lamps, sockets,
illuminated push buttons, etc
• Indoor / Outdoor Emergency Lighting Systems, including distribution panels, wiring,
lamps, etc
• Water Heater, if applicable
• Dewatering Pumps, if applicable.
This specification shall be applicable for electrical room in substations or in open-cut/shielded
tunnels and any combination of them. Further detailed and specific data are contained in the
drawings, Technical Data Sheets and other documents that form part of these Specifications.
The substation lighting system offered shall be complete in all respects necessary for its effective
and trouble free operation.
For applicable technical standards, tests, reference shall be made to:

1.1 Drawings
For Typical Drawing for the Lighting System, reference shall be made to the below listed
drawings, which are provided in the Drawings Section:

2 TECHNICAL DESCRIPTION

2.1 General
The indoor and outdoor lighting equipment and systems shall provide adequate lighting
intensities and systems, for safe and efficient operation in electrical rooms of substations or in
open-cut/shielded tunnels under normal and emergency operating situations.
The Bidder/Contractor shall bear the responsibility that the lighting systems and material have
been designed, fabricated and installed in accordance with relevant codes and standards, and they
will perform satisfactorily under the conditions and standards specified herein.
The Bidder/Contractor shall design the substation lighting systems as per the requirement of this
specification and relevant codes and standards. The Bidder/Contractor shall submit the design of
the lighting systems including all factors that have been considered in designing the systems,
detailed drawings and all equipment catalogues for TRANSCO approval before ordering any
material.
For satisfactorily monitoring and safe operation of the indoor and outdoor substation equipment
at normal and emergency situations, adequate intensity/glare and reflection free lighting system
is considered essential.
Switching on and off of the substation outdoor lighting can be manually or automatically as per
TRANSCO requirement.
Indoor and outdoor normal lighting systems shall be fed via local lighting panels that are fed
from the substation Main Lighting Switchboard.
Lighting/power systems shall be distributed on different phases.
Maximum permissible voltage drop at the last point shall not exceed 5%.
Replacement of lighting bulbs or tubes shall be possible without the need to disconnect any part
of substation HV equipment.
Indoor/outdoor lighting intensities for all substation areas shall be in accordance with relevant
CIBSE Recommendation and Standard Technical Specification “General Requirements – Special
Technical Conditions”.
Security lighting shall be installed around the perimeter walls to illuminate the external area and
shall be controlled automatically and from the gatehouse.
All enclosures for indoor lighting equipment shall have at least IP 20 Degree of Protection and
all out door lighting equipment enclosures shall have minimum IP55W Degree of Protection.

2.2 Lighting and Small Power Installation, Luminaries and Wiring Accessories

2.2.1 General
The Contractor shall supply, install, test and connect the complete lighting and small power
installations, inclusive of all luminaires, lamps, socket outlets, switches, contactor switches,
conduits, trunking, wiring, wiring accessories etc. for either flush or surface mounting, as
described briefly here and as shown on the plan drawings.

All wiring shall be carried out in strict accordance with the cable sizes and circuit details
provided in the load schedules and on the drawings. All wiring on multi-point sub circuits shall
be carried out as a “loop-in” system and no joints at any point in the cable runs shall be allowed.

Wiring for lighting and power circuits shall be run in separate conduits / trunking back to their
distribution boards. No single conduits shall contain more than one phase to any lighting points,
socket outlets etc. where these are arranged for single phase supplies. Care must be taken to
ensure that both the live and the neutral conductors shall in all cases be contained in the same
conduits, and that every single pole switch and MCB in a 2 wire circuit shall be connected to the
phase conductor of the supply. Circuits shall be arranged such that no more than three
conductors are bunched at any one terminal.

Each circuit of cables contained in trunking shall be taped and bound at intervals throughout the
run and suitably labeled at each junction and terminal point for identification purposes.

Single phase circuits taken from TP & N Distribution Boards shall have their own neutral
connections.

Before any cables drawn in the conduits/trunking installations, the conduit and trunking system,
including outlet boxes, isolators, MCB Distribution Boards, shall be completed and inspected.
Any conduits/trunking rejected shall be replaced without extra charges.

The Contractor shall pay special attention to the segregation of L.V. and the wiring system for
fire detection, telephone, and P.A systems which may be either installed by him or by other
specialist sub-Contractors, to ensure that no interaction may occur between the various systems.
Segregation of the wiring system shall strictly comply with the requirements of the 16th edition
of the I.E.E. regulations, inclusive of latest amendments.

The coloring code and identification of cable cores shall be in accordance with the I.E.E
regulations. All luminaires and wiring accessories shall be as described and specified in the
schedule of luminaires and equipment.
The Engineer reserves the right to request for samples of each type of material equipment,
fixtures etc. to be submitted for final approval before placing the order.

2.2.2 Lighting

2.2.2.1 General
The Contractor shall submit complete working drawings with all relevant details for the
proposed installation of lighting and small power in compliance with the design drawings,
specifications and load schedules, for the various areas.

Substation Lighting shall comprise but not limited to the following systems:
a) Normal Lighting
Normal indoor/outdoor lighting that shall be provided for all substation indoor and outdoor
areas, and shall be fed from local Lighting Distribution Panels which are fed from the substation
400-Volt, Three phase, Four wires, Main Lighting Switchboard.
The Bidder/Contractor shall design the lighting systems for all the substation areas and submit
the appropriate luminaries to be used for each area for TRANSCO consent.
b) Emergency AC-Lighting
This lighting system is provided to Control Rooms, Switchyards, Diesel Generator room and any
other area as defined by TRANSCO. This emergency lighting is normally ON and is fed, via
local distribution panels, from the emergency lighting switchboard, which is fed from the diesel
generator emergency switchboard during blackout.
In case of complete power failure at the substation, the emergency generator shall automatically
run and feed all Emergency Loads including the Emergency Lighting. Upon restoration of
normal power, the Emergency Lighting loads shall be fed again automatically from normal
power supply.
c) Emergency DC lighting
This lighting system is provided in the strategic locations to enable the operating personnel to
find safely their way during total AC failure. The system is fed from the 110 Volt DC batteries of
the substation through main and local DC lighting distribution panels. This lighting system is
normally OFF and will be ON automatically when the power supply is cut from the Main AC
Lighting Switchboard. Upon restoration of the power supply this system is automatically
returned OFF again.
d) External Lighting

External Lighting shall comprise one or more of the following:

1. External lighting shall be complete with all wiring and accessories.


2. All external lighting circuits shall be controlled by contactor time switch assembly located in
the Guard Room.
3. All external lighting lamps should be either metal halide or fluorescent lamps.

e) Portable Torch

These torches shall be installed in areas where it is not practically possible to be fed by 110-Volt
DC-power supply. The torches shall be equipped with built in rechargeable battery. The torch
will be fixed in an accessible visible area and connected to its battery charger in normal
operating condition. The torch shall suit outdoors tropical environment and be suitable for
prolonged use with minimum maintenance. The built in battery shall be rated for 6 hours for the
2x20 W load torch lamps with ON/OFF switch. The Bidder/Contractor shall propose the number
of torches to be provided, for TRANSCO approval.

2.2.2.2 Lighting in Areas with False Ceilings


Recessed fixtures suitable for the particular false ceiling shall be used.

2.2.2.3 Lighting in Offices, etc.


Unless otherwise stated all these areas shall be equipped with VDU louvers.

2.2.2.4 Lighting Fixtures


All lighting fixtures and accessories shall be designed for continuous operation under existing
atmospheric conditions, without reduction in life and without any deterioration of the material or
internal wiring.
The lighting fixtures and accessories shall be designed to withstand existing environmental and
working conditions without exceeding the temperature rise limit according to relevant IEC
Recommendations. The design shade ambient temperature shall be 500C.
Lighting fixtures and accessories shall be suitable for 230 V A C, 50 Hz power supply operation,
with supply variation of +/- 10%.
Emergency DC lighting fixtures shall be suitable for 110 VDC power supply with variation of
+/- 10%.
Lighting fittings shall generally be fluorescent and in accordance with IEC Recommendation No.
60162. They shall be complete with associated lamps, instant start control gear, ballast units,
power factor improving capacitors and necessary wiring.
Dispersing reflector fittings suitable for mercury bulb fluorescent or tungsten filament lamps
shall be heavy gauge sheet steel finished vitreous enamel.
All metal parts for the lighting fixtures housing shall be suitably constructed to ensure earthing
continuity and shall be provided with suitable earthing terminal.
The Bidder/Contractor shall choose the appropriate lighting fixture for substation indoor and
outdoor areas to suite the operational requirement under normal and emergency situations.

2.2.2.5 Fluorescent Fixtures

All fluorescent lighting luminaires shall be provided with high frequency control gears.

Fluorescent luminaires shall have spring-loaded bi-binlamp holders the control gear will give
trouble free operation at an ambient temperature of 45 deg C.

The internal wiring shall be of 105°C heat resistance flexible cables of appropriate sizes neatly
clipped in position.

All luminaries shall contain the associated control gear within the body of the luminarie. The
main body of the luminarie shall be strive enameled of the rust, damp and dust proof type.

All tubular lamps shall conform to the requirements of BS 1853 : part 1 : 1979 and shall be
suitable for quick start operation. The tubes shall have a life of approximately 7500 ours.
The Contractor, before ordering the fluorescent luminaries, shall obtain the approval of the
Engineer. The submittal, necessary to obtain the approval, should contain the catalogues of the
luminaires all necessary technical data and a light distribution calculation in accordance with
British zonal method.

The following reflection factors to be considered:

Ceiling = 70%
Walls = 50%
Floor = 20%

The following remarks regarding the lighting fixtures shall be taken into consideration:

- All fluorescent fixtures shall be with electronic ballast operation.


- Body sheet steel thickness for fluorescent fixtures shall not be less than 0.65mm.
- External light fittings shall be controlled by contractor timer switches and they can be
operated manually also.

2.2.2.6 Lighting Switches


All lighting switches shall METALIC comply with BS 3676 : 1963. These shall be quick make,
slow break A/C type 5/10A rating, SP, multiple 1-way, 2-way type suitable for making and
breaking inductive loads. These shall generally be mounted at a height of approximately 1.4m
above FFL and shall be complete with galvanized steel boxes of the same manufacture. Earth
terminals shall be provided on each switch box. Switches shall be of white moulded type.

Single pole switches shall only be connected to the live side of the circuit.

An internal barrier suitably engraved with circuit number and phase reference shall be fitted to
multigang switch assemblies where more than one phase of supply is connected.

All switches in batteries room shall be EXPLOSION PROOF if required .

2.2.2.7 Illuminated Push Buttons


Illuminated push buttons shall be generally metal-clad 230 Volt, 16 Amp, 50 Hz type capable of
operating at their full rating capacity.
Switches shall be one way, two way or intermediate as required and where mounted together
they shall be fitted in common box.
Outdoor push buttons shall be of weatherproof pattern to IP 55.
All push buttons metal enclosures are to be fitted with earthing terminal to be connected to the
substation-earthing grid.

2.2.3 Receptacles
Heavy-duty power receptacles, 3 phase, 4 wires, 400 V, 63 Amp. shall be provided in suitable
locations for maintenance purposes for the indoor and out door substation areas.
Unless specified otherwise all generally purpose receptacles shall be mounted 0.3m and 1.4m
above FFL.
Connections to the phase and neutral conductors shall be carefully made in accordance with the
manufacturer’s markings and the earth pin shall be effectively earthed.
Each Power Transformer Bay shall be equipped with a separate heavy-duty power receptacle.
All socket outlets in batteries room shall be EXPLOSION PROOF if required .

Heavy-duty power receptacles, single phase, three wires, 230 V, 16 Amp. shall also be provided
in suitable location for daily use inside the substation premises and also at outdoor locations.
The receptacles shall be fed from relevant lighting local panels, which are fed from the
substation main lighting switchboard.
The heavy duty 16 Amp and 63 Amp receptacles shall be of cast steel or aluminium heavy-duty
enclosures suitable for fixing on wall/column and complete with individual isolating switch. The
heavy-duty 16 Amp and 63 Amp receptacles shall be provided complete with their associated
plug.
The receptacle enclosure shall suit the degree of protection for outdoor or indoor locations. All
receptacles metal enclosures shall be equipped with suitable earthing terminal for connection to
the substation-earthing grid.

2.3 Conduits, Trunking, Trays, Ducts and Supports

Concerning Conduits, Trunking, Trays and Supports, reference shall be made to Standard
Technical Specification, Part:

2.4 Distribution Panels

2.4.1 General
The main lighting distribution Panel shall be fed from the substation LV AC Distribution Board.
Concerning LV AC Distribution Board, reference shall be made to Standard Technical
Specification, Part:

¾ S-TR-AUX-110&48V-DC-BOARD - Station 110V & 48V DC Distribution Boards

The emergency AC lighting switchboard shall be fed from both the main lighting switchboard
and the emergency Diesel Generator switchboard, but will not be possible to be connected
simultaneously to both sources.
Local lighting distribution panels shall be fed from relevant normal/emergency AC or emergency
DC switchboard.
For detailed construction of lighting switchboards and panels please refer to Standard Technical
Specification “Auxiliary Substation Equipment, LVac Supply and LVdc Supply”.

2.4.2 Special Requirements


Each of the following circuits shall be protected at its respective final MCB Distribution Board
by a separate MCB and 30 mA sensitivity RCBO to provide over load, short circuit and earth
leakage protection:

• Water heater circuits.


• Water cooler circuits.
• Kitchen power circuits.
• Any wet area or out door power circuit.

The incomer of every final Distribution Board shall be an appropriately MCB/MCCB rated
100/30 mA RCCB as per approved drawings.

All final Distribution Boards shall be complete with lockable doors. FDB located in open/wet
areas should be enclosed in W.P. Metal enclosures to the approval of the TRANSCO.

Multigang lighting control switches incorporating more than one phase shall be equipped with
phase barriers.

Lighting control switches shall be adequately rated to control respective inductive loads.

All electrical installation works shall be carried out strictly in accordance with the load schedules
of final MCB distribution boards.

Each water heater shall be supplied from connection units controlled by a 20A DP switch and
pilot lamp marked water heater.

Each water cooler shall be supplied from a switched fused connection unit with pilot lamp.
Each window type A/C unit shall be supplied from 15A switch socket controlled by a 20A
switch with pilot lamp.
Each extract fan in toilets shall be supplied from a flex outlet plate controlled by a 5A SP switch.

The electrical contractor should submit six sets of shop drawings for TRANSCO approved
showing the single line diagram, the details of the load schedules of he panels and bus bars,
layout drawings, earthing details, cable route all required approvals from TRDC/TRDC before
commencement of work on site.
All details of shop drawings to be submitted by the contractor should comply with TRANSCO
regulations and systems. It is the duty of the electrical contractor to verity compliance with
TRANSCO regulations and systems, and to obtain WEA approval for the working drawings
without any increase cost of the contract Sum.

2.5 Cables and Wiring

2.5.1 General
The Contractor shall supply, install, test and connect all the cables and wires, commencing from
the Main Distribution Panel Board (MPB) and thence to the various Sub Main Distribution Panel
Boards (SMPB), MCB Distribution Boards equipment and points as detailed and indicated on
the Plan and Distribution Schematic Drawings.

Unless otherwise specified 600/1000 Volt, PVC insulated, stranded copper conductor cables and
wires shall be utilised.
Cables needed for HV switchgear bays, MV/LV switchboard rooms, battery rooms and outdoor
lighting installation, shall be 600/1000 Volt, PVC insulated stranded copper conductors, steel
wire armoured, black PVC overall coating, surface mounted cables. Same cable shall be used for
outdoor lighting installation when laid directly in the ground.
In control rooms, offices, toilets and kitchen areas the wiring shall be concealed in walls and
roofs inside PVC conduits complete with necessary junction boxes and all other accessories.
No joints shall be permitted in cable runs between any two points unless the lengths involved are
longer than standard manufactured lengths. The joints, if any and their positions shall be
approved by TRANSCO.

Cable lugs, terminals or sweating sockets, all made in strict accordance with BS 91 : 1973 shall
be of correct bores appropriate to the sizes of the cables to be connected. The bore shall be of
adequate size to accommodate all strands of the cable core as filling in of surplus space with
solder shall not be permitted. All soft solder used in the cable installation shall comply with BS
219 : 1977 Grade E or F for tinning and Grade H for wiped joints.

The Bidder/Contractor shall provide load details and voltage drop calculation necessary for
designing wiring and cabling used in the lighting systems, for TRANSCO approval prior
ordering any material.

2.5.2 Cable & Wires Installation

Concerning Illumination Level, reference shall be made to Standard Technical Specification,

2.6 Illumination Levels

Concerning Illumination Level, reference shall be made to Standard Technical Specification,


Part:
¾ S-TR-GEN-STC - Special Technical Requirements

2.7 Special requirements for Open-Cut /Shielded Tunnel

2.7.1 General
Normal lighting shall be provided along the entire length of tunnel and shafts.

The escape lighting shall be also provided along the entire length of the tunnel and at each shaft, each
emergency exit and tunnel entrance. _

Power for the normal lighting and the escape lighting shall be supplied from the distribution boards
Two socket outlet shall be installed in the open-cut/shielded tunnel approximately 50 m away
from the center of each shaft (or entrance) with maximum distance between two sockets
approximately equal to 100m.

Illumination level in open-cut/shielded tunnels shall meet requirements as specified in latest


version of Standard Technical Specification, Part:

The illumination level in the open-cut/shielded tunnel shall be measured at the watt way surface.

Distance between lighting fittngs in the open-cut/shielded tunnel shall be calculated to fulfill the
illuminance level required as specified above.

2.7.2 Control Philosophy

The normal lighting along a segment of tunnel between two entrances shall be manually turned on or
off from either end of the tunnel segment

Emergency lighting shall be in operation automatically upon failure of the normal lighting.

2.8 Corrosion Protection


Outdoor and indoor metal equipment shall be protected against corrosion reference is made to
the Standard Technical Specification, Part:

2.9 Tests
The Bidder/Contractor shall submit to TRANSCO, the test schedules for all lighting systems
installed at the substation. Tests shall include but not limited to:
• Visual inspection for all substation lighting equipment and cabling to prove correct
installation and tidy appearance according to the specifications, codes/standards and sound
engineering practice
• Continuity test for all cables and wiring
• Insulation resistance test by 500 Volt insulation tester for all cables, wiring, lighting
switchboards and panels
• Checking and tightening of all terminal connections
• Measure the lighting intensity for all substation indoor and outdoor areas at normal and
emergency situations
• All tests result shall be recorded and jointly signed by the representatives of all parties.
