Personal Protective Equipment:
1. Mandatory COVID-19 PPE face shield and face mask are provided to
all personnel and shall wear at all times.
2. Front-liners such as CMHS personnel, nurses, security guards,
receivers shall wear PPE as specified by CMHS guidelines while
assessing personnel health condition.
3. Cleaners, infectious waste collectors and incoming receivers are
wearing full-face shield, N95 mask, long-sleeve gown and gloves.
Physical Distancing Guide
1. Development for Work plans, works station layout, barracks and
transport plans are completed by MDC and Vendors.
2. Inventory of all personnel to WFH, work at office and work at
construction site completed.
3. Staggered start dates and times for each MDC employee and
Vendors is available.
4. Staggered break times for various personnel is available.
5. Plan for restriction the number of people on-site and tracking their
movement daily is completed.
6. Division of construction site into color-coded zones with physical
separation between different trades and with corresponding upper
limit on number of personnel per zone are completed.
7. Issue and record color-coded identifications per zones to all
personnel for easier tracking and monitoring once a breach occurs
8. Prohibition of General toolbox talks is implemented
9. Gang meeting is facilitated by supervisors on specific open work
areas.
10. Maximizing the use of digital /Audio/visual aids and facilitate thru
recordings or webinar is implemented.
11. Limiting personnel using service vehicles to one passenger each row
to allow physical distancing is implemented.
12. Requiring of wearing Full-face shield and face mask inside the
service vehicle is implemented.
For Hoists and Elevators
13. Placing of foot marks to show where to stand on hoists or elevators is
completed.
14. Installation of plastic curtains to separate all positions is completed

Physical Distancing
1. Two meters physical distancing between personnel at all times in the
workplace is implemented.
2. Enforcing of 2-meters physical distancing are performed by MDC and
Security Personnel.
3. Indicating of spacing marks at 2-meters intervals on
Bottleneck/queueing areas, perimeter fence, main access, comfort
rooms, lockers, mess halls, corridors and other common areas
completed.
4. Installation barrier such as plastic curtains on common areas or work
activities where a 2-meters physical distancing is impossible to
execute are completed.

5. Providing Layout for each activity with each personnel facing back-to-
back or facing the wall is consider and implemented.
6. Implementation of one-way access for entry and exit points including
staircases in consider and implemented.
Hygiene
1. Provision of adequate drinking-water at prominent locations is
completed.
2. Project management encouraging workforce to bring their own food
3. All personnel are requiring to bring own cutleries, tumbles, plates,
etc.
4. Restriction of facing others while on the dining site is implemented.
5. Project designate personnel to received food deliveries in reputable
or accredited restaurants and canteens at the entrance gate.
6. Temperature scanning is performed to all food delivery personnel
prior to acceptance.
Hand Hygiene
7. Liquid soap is provided in all hand washing area
8. Hands-free hand hygiene facilities, liquid soap and sanitizers are
provided in prominent locations and in areas where clothes or PPE
are put-on or taken off.
9. Dual language signage about proper hand hygiene and washing in

Touch-free Operations
10. Removal of touch points such as doors or door knobs is consider and
completed.
11. Covering with plastic or replacing with foot or sensor operated
fixture are completed on touch points not possible to removed.
12. Paper less transactions is implemented in the project.
Sharing of Items
13. Project Discouraging the sharing of hand and power tools &
equipment, and personal items.
14. Sanitizing the tools or equipment is performed in the project if

Cleaning and Disinfection
1. Proper concentration of disinfectant solutions is considered during
mixing of disinfection.
2. Characteristics of chemicals being used is considered for specific
disinfection activity.
3. Disinfection chamber or sanitation tent is provided in the project and
restricted.
4. Set-up shallow foot wash or disinfection mat at all gate, office &
barracks entry points in provided.
5. Fumigation/disinfection of materials, tools, equipment, machinery,
fixture, etc. is completed and per manufacturer and/or supplier
recommendation as possible.
6. Allocation of a drive-through disinfecting area for vehicles is
completed.
7. Regular disinfectant of re-usable PPE such as goggles, face masks, face
shields and others is performed in the project.
8. Ultra Violet sterilization Lamps are available to disinfect documents.
9. Project provided disposable wipes for commonly used surfaces.
10. Twice a day Cleaning and disinfection of the following common area
is regularly performed.
a. Reception, offices, meeting rooms, desks, tables, chairs, office

fixtures and equipment’s


b. Security stations & fixtures, turnstiles, scanners, warehouse
counters, store rooms, etc.
c. Comfort rooms, portable toilets, hand washing facilities, etc.
d. Rest areas, mess halls, canteens, change areas, etc.
e. Barracks and staff houses
f. Material hoists and elevators, heavy equipment’s, etc.
g. Service vehicles, shuttle service
11. Every 2 hours Cleaning and disinfection of frequently touch surfaces
and objects such as door knobs and handles, railings, ladders,
switches and controls, etc. is regularly performed in site.
12. Clean as You Go from each work activity including after eating is still
strictly implemented.
Waste Segregation and Disposal
1. Closable lid touch-free, yellow in color and with correct labeled
Infectious Waste Bins is provided in project entrance where medical
checks is undertaken and proponent area in the project.
2. Separate Medical Waste is available in the project
3. Project practicing fumigating reusable PPE before disposal on
ordinary waste bin
4. Disposable and Un-fumigated PPE is properly disposed in Infectious
Waste Bin
5. Dispose tissue used in sneezing, coughing or colds are placed in
Infectious waste bin
Communication and Training
1. Dual languages Signages reminding all Personnel on the need to wear
PPE, ensure proper hygiene, physical distancing and others are
provided in prominent area in the project.
2. Did the Project have program to educate all personnel on hygiene
practices such as handwashing, sneezing or coughing, putting-on and
removing PPE, disinfecting re-usable PPE and others.
3. Cleaning and Disinfection personnel are trained on correct use and
mixing of cleaning solutions including disinfection procedures.
4. All personnel are undergone training on proper waste segregation and
disposal, especially on infectious waste disposal.
5. Remote induction about the Protocols are conducted to all personnel
before work resumption.
6. Contact employee care hotline to report a COVID-19 Suspect,
Probable or Confirmed Case is available.
Manpower Entry
1. Project stop all non-essential visitors.
2. Consideration of personnel working on site are less than 50 years old.
And not less 21 years old.
Detection
1. Quarantine holding Area is provided
2. Thermal scanners are available in the project
3. Required COVID-19 rapid-testing, re-test based on ARK testing
guidelines is conducted to all personnel
4. Fully accomplished CDF by each personnel are submitted to CMHS
prior to entry into the project. Also, re-evaluation every 14 days
performed.
5. Re-entry procedures shall conduct at every instance that the
personnel leave the project site/ barracks.
6. Tracking of all personnel coming from barangays considered as

COVID-19 Hotspot are performed


7. No visitors allowed during the pandemic period unless with FTW
from CMHS.
8. Project established delivery receiving period, delivery zones and
designated quarantine holding areas that are barricaded and with
proper safety signages.
9. Delivery packages shall leave in the quarantine holding area for a
certain period.
10. Delivery personnel are required to wear face masks at all times.
They wear all required PPE once they alight from the vehicle
11. Delivery shall undergo CDF and remain inside the vehicle during
receiving, where practical.
12. All Incoming materials, documents, machines, tools & equipment
packages are disinfected or fumigated
13. Delivered package shall disinfected before opening contents and
transfer to specific worksite.
Barracks/Staff house
1. MDC and Sub-cons are provided with Barracks or staff house
2. Barracks are established into separated zones similar to work area
zones to prevent cross zone worker interaction
3. Barrack zones should have their own washing and toilet facilities if
possible
4. If Barracks zones do not have their own washing and toilet facilities
a schedule has been established to allow the different zone work
group to utilize the facilities at separate times
5. If Item 4 is applicable disinfection is conducted on the communal
facilities between each work group using the facilities
6. Project provide point-to-point shuttle service if quarters, or on-site
or near site quarters are not possible.
7. Appointed Camp Administrator is available to manage the barracks
with the same protocols at the worksite.
8. Assigned first aid and emergency health workers available.
9. Scan and records of each personnel temperature at the quarters
entrance and exit point is implemented.
10. Adequate ventilation is provided in every quarters.
11. Barracks are provided at least 2.4m x 2.4m bed space.
12. Plastic or shower curtain, solid partitions or the like are provided
between beds on areas not dedicated to a single person if bed
space requirement of 2.4 m x 2.4 m cannot be met.
Transportation
1. Developing of transport plans to-and-from job site for all personnel to
prevent the spread of COVID-19 are completed by the Project and
Vendors.
2. Issue Construction Quarantine Pass (CQP) to all personnel clearly
stating the identification, designation, nature of work, validity and
designation.
3. Personnel using public transportation identified and set aside a
suitable change area and provided with lockers to store clothing.
4. Dedicated drivers are available for service vehicles or shuttle service
5. Driver transporting COVID-19 cases shall wear surgical mask, face
shield, gloves, closed-toe shoes and long-sleeve gown.
6. Project transportation vehicle comply on transportation guidelines
Mandatory Reporting
1. Within the first week of operations; submitting by email to City

Health Department for COVID-19 employee testing; and the DBO the
actual number of employees and dimensions of premises, for
purposes of computing accurately any applicable capacity and
workforce limitations is completed
2. Submitting work arrangements that lessen face-to-face contact and
physical interaction, including WFH, etc. is completed.
3. Reporting of any Suspected, Probable or Confirmed COVID-19 case
by phone to City Health Department is performed.
Electrical & Mechanical
1. Electrical sockets, wire, outlet and other electrical equipment are
re-inspected by Certified Electrician.
2. Power tools are re-inspected with QR code
3. Mechanical equipment’s are re-inspected by MEQ Personnel
4. Generators, Elevators and Air Condition Unit are re-inspected by
MEQ Personnel.
Temporary Structure
1. Scaffold structures are re-inspected and with appropriate tag.
2. All main access scaffoldings are re-inspected and with appropriate
tag.
3. Formworks & shoring are re-inspected and retagged.
Fall Protection
1. All Handrail/barrier are in a good condition.
2. Floor penetrations and window covers are re-inspected.
3. Provided life line is re-inspected.
Others
1. Fire extinguishers and smoke detectors are inspected.
2. Emergency Light and Exit Light Signage are inspected.
3. Excavation area are re-inspected
