TO WHOM IT MAY CONCERN


This is with further reference to my letter dated 10th November 2022.

Urban Development Authority is the powerful leading authority in Sri Lanka is having legal
power to acquire land from private parties for development purpose under Urban
Development Authoroty act No 1978,,,,,,,,,,,,,,,,,,,,,. In this scenario, Land development and
Management Division plays key role in property development and management.

Mrs. Dinusha Kumari Wickramasekara has been assigned in the Land Development and
Management Division as an Assistant Land Officer effect from ……………………… to 5 th
May 2022 as a full-time employee with forty working hours per week. She was mainly
responsible to duties of acquisition of land and properties, Relocation of occupants, and
allocation of properties to both local and foreign investors.

She was handling land matters under the following assigned tasks;

 Conducted field Surveys to identify underutilized Land and properties for


development purposes and prepared acquisition papers, paper notices, gazette,
payments of compensation and interest, Valuation reports and official letters.

 Arranged meetings and discussed the proposed settlements plans with land owners,
tenants and both legal and illegal occupants of the acquired properties by the UDA.
Obtaining approval from Board of Management for development plan.

 Prepared proposal for acquired land and properties to generate maximum income
accordance with the Development Plan (short term or long-term periods) and
providing reports for expenditures, expecting income, legal background with a
recommendation.

 Prepared Tender documents and obtaining approval form Tender Board and Board of
Management (BOM) for marketing options of sales, auction, construction,
development, leasing, management of the land and properties owned by the authority.

 Prepared paper advertisements relevant to acquisition, sale, demolition, and
development of the land and properties.
 Displaying banners to market the disposable Land and properties owned by the UDA.
 Giving information for local and foreign investors on development projects to be
implemented by the UDA.
 Disposal of Land and properties with the coordination of Procurement Unit of the
[
UDA.

 Prepared proposal by assessing needs of the authority for approval form Management
for properties for temporary or long-term basis (six months, one year, five year, thirty
years, fifty years, and ninety-nine years.)
 Lease of land and properties to investors for long term and short term to gain
maximum income.

 Advised tenant to make payments on or before agreed date informed them about
additional charges

 Recovery of arrears payments from tenants


 Sending reminders to pay the arrears monthly rentals
 Take legal actions against arrears payments and charging penality.

 Collected field surveys and collected condition reports from field officers and
obtained approval for repairing, fencing, cleaning, demolishing activities of the land
and properties of the authority.

 Made necessary payment relevant to land and properties of the authority such as
electricity, water, government tax and leaves, survey fees and other expenditures.

 Obtained approval and take necessary action for extension of lease agreements as per
the request by the tenants.

 Maintained land database of the Authority, which is relevant to the Land


development and Management Division for proper administration including all
acquisition, vesting, relocating, and allocation details of state land and properties.

She has been assigned to Internal Valuation Committee of the authority as a member since
2017. She was handling valuation matters under following task.

 Prepared valuation reports after proper investigation of the property, collecting


evidence of land sales and comparing with sales evidence, details investigation on
ongoing projects proposals, adaptation with planning and building regulations
published by the related statutes, valuation reports were provided for lease, mortgage,
sell or purchase.

 Prepared project proposals for under-utilized lands and properties, which have been
identified for development, with feasibilities of physical, financial, Environment, and
legal and comparison prepared for the calculation of Existing Capital Values and
Cleared Site Values of the proposed project.

 Prepared written assessment on the lands and properties for valuation on government
assets, renting purpose, leasing purpose, acquisition purpose, rating purpose,
mortgage purpose, auction purpose by selecting suitable method according to the
scenario.

 Presented complex valuation reports to multidisciplinary stakeholders and higher


levels of authority.

We have no hesitation in recommending her for any post in keeping with her qualifications
and experience.
