PRACTICABILITY - MARK BADLISAN

INTERPELLATION QUESTIONS

1. Ms. Speaker, You implied that homosexuals should be afforded the right to marry.
Do you mean that every single citizen has to enjoy, ;literally, the rights and privileges of every
single other citizen ?

2. Does this mean that because police have the right to carry guns, that all other people must be given
that same right?

3. Allowing same sex marriage are forbidden to many religions. It is disrespecting to the social
majority or the religious groups if we push to make same sex marriage legalize?\

4. Do you know the definition of Marriage, Ms. Speaker ?


5. \Do you somehow think that the Philippines is ready for the legalization of same sex marriage ?
6. Do you think that we can turn a morally wrong act to a civil right ?

GOOD MORNING TO OUR DISTINGUISHED ADJUDICATORS AND TO ALL OF THE


MEMBERS OF THIS MOST NOBLE HOUSE………This side of the house believes that same sex
marriage should not be legalized.

Ladies and Gentlemen and members of the LGBTQIA+ COMMUNITY, LET ME WALK YOU
THROUGH MY ARGUMENTS.

FIRST, let me define you MS. Speaker the word MARRIAGE,

It is a legally and socially sanctioned union, usually between a man and a woman, that is
regulated by laws, rules, customs, religions and beliefs , and attitudes that prescribe the rights and
duties of the partners and accords status to their offspring (if any).

FIRST ARGUMENT -

SAME-SEX MARRIAGE UNDERMINING RELIGION - Except for Taiwan, all Asian countries
oppose same-sex marriage. Asian countries are deeply religious. In fact, so many religions, including
Christianism, Buddhism, Hinduism, Islam, and others, that allowing same-sex marriage would disrupt
the beliefs, sacred texts, and traditions of many religious groups. The Church cares about the truth of
marriage, even in the civil law, because marriage is a fundamental good that is foundational to society.
YES, this side of the house opposed to same-sex marriage but that does not automatically means that
WE ARE ANTI-GAY OR WE ARE HOMOPHOBIC.
WE VALUE HUMAN RIGHTS AS MUCH AS WE VALUE HUMAN LIVES,

We don’t support the legalization of same-sex marriage in a sacramental sense, especially here in
the Philippines. However, we are in favor of same-sex civil unions and full rights for the parties
involved.

So what is the difference between MARRIAGE AND CIVIL UNIIONS ?

As defined, marriage – currently defined by the Family Code as between a man and a woman – is a
legally recognized arrangement usually consecrated by some church. Meanwhile, a civil union refers to a
legally recognized arrangement created primarily as a means to provide recognition in law for same-sex
couples.

SECOND ARGUMENT

Out of 197 recognized countries in the world, only 32 countries allow same-sex marriage and only
Taiwan in Asia.

The prohibition on same sex marriage on gays, lesbians and transsexuals does not violate their rights on
equal protection of the laws. Such belief is grounded on the following reasons: (1) it is provided by the
law; (2) there is no substantial distinction between gays, lesbians and transsexuals, and males and
females hence the latter be governed by the civil law in the constitution of the family; (3) it defeats the
purpose of marriage which is procreation and lastly; (4) marriage is a privilege. Marriage is a
privilege, , and it is a privilege which should be reserved for those who will honor it the way God
intends.

Ms. Speaker you really believe that everyone has the right to marry. BUT LET ME TELL
EVERYONE THIS………. Keep in mind that every right is subject to the laws of a
country…………

Marriage is a basic human and social institution. Though it is regulated by civil laws and church
laws, it did not originate from either the church or state, but from God. Therefore, neither church
nor state can alter the basic meaning and structure of marriage. Marriage, whose nature and
purposes are established by God, can only be the union of a man and a woman and must remain
such in law.

CONCLUSION :
Again, as members of this most noble house, we are opposed to the legalization of SAME-SEX
MARRIAGE because of our NATIONAL IDENTITY, OUR RELIGIOUS BELIEFS, OUR
CULTURAL TRADITIONS, AND THE PHILIPPINES SOVEREIGNTY, ALL OF WHICH WE
NEED TO PROTECT AND UPHOLD AT ALL TIMES.
