1. PURPOSE
The purpose of this method statement is to describe the sequence of activities and to outline the
general requirements of Fiber Optical Cable (FOC) Installation, splicing and testing in PREPARE
DRILL SITES PROJECT and to ensure that work is carried out in accordance with project drawings
and specifications. To ensure that the telecommunications, conduits and cable works including
inspections and testing activities are carried out in accordance with the project specifications and
manufacturer’s instruction as well as meet acceptable workmanship and installation standards,
procedures and requirements.
2. SCOPE OF WORK
The method statements shall cover the Installation, Splicing and Testing of Fiber Optical Cables
(FOC) for PREPARE DRILL SITES PROJECT as follows:

Ensure that all recommended PPE are available for the
workers, staff and visitors and that all risk control measures
are known to the workers through daily Toolbox talks.

6. CONTROL MEASURES
Work permit receiver will apply permit in line with project HSE procedures, project HSE plan
and comply with SACSM Part I Chapter 4 and GI 2.100 for work Permit.
To avoid potential risk or injuries, fatalities and or property damages and to help ensure the
work completion, CONTRACTOR shall make sure complete compliance with the procedure
and safety guidelines by all parties involved in the construction.
As a minimum, the following safety precaution shall be applied:
CONTRACTOR shall ensure that all employees have the safety orientation before
deploying to work site and conduct a regular safety meeting Tool Box Talk (TBT) prior to
start work and before a new activity starts.
All Site personnel involve in work shall attend safety orientations before site deployment.
Wear appropriate personnel protective equipment (PPE) like hard hat, safety glass, safety
shoes, reflector vest etc.

Qualified and approved QC inspector will be assigned to monitor the construction activities
throughout the construction phase in compliance with COMPANY SATIP requirement.
CONTRACTOR will follow the COMPANY approved PQP.
The CONTRACTOR’s quality control testing requirements shall be performed by
COMPANY approved independent testing agency (third party).
Reports including all field tests reports shall be regularly submitted to COMPANY.
7. WORK EXECUTION
Check the FOC drum ID according to FOC drum assignation to assure it is laid in the right
section.
Ensure the FOC to be laid is free of any damage or defects.
Ensure the technicians available all time at the both ends of the laying section.
Ensure the good communication between the two ends of the laying section during all time.
Safety measures shall be taken to prevent any accident happen.

At store – prior to taking out of the FOC drums to site for installation this would confirm that
the FOC has reached stores without any mechanical damages for the FOC factory.
At site – after laying and joining this would be conformed the laid and joined cable (each
strained) has continuity which would thus confirm free from damage.
COMPANY shall be informed of the plant to carry out the OTDR test in advance.
The FOC drum to be tested shall be visually inspected for any mechanical damages.
The cable drum shall be opened and end of the cable shall be prepared for testing.
The outer sheath and armour of the cable shall be removed approximately for 50 cm and
the fiber shall be exposed.
Clean the fiber with industrial alcohol and soft tissues to remove the moisture resist and
jelly.
The fiber shall be cut to 90 degrees using the fiber cleaver.
Clean the detector port on the OTDR.
Clean both end connector of the patch cord.
Connect one end of the test patch cord to the OTDR port and other end to the fiber to be
tested.
When the test is completed in 15 second, press the event tab to review the event table and
note the attenuation loss and the length of the cable for any breakage or damage to the
fiber.
All the fibers are to be tested as per the above procedure and results are to be saved and
stored in the electronic file.

Optical fiber cable acceptance test shall be recorded on the Optical Fiber Cable
Acceptance Test Record (exhibit 1) of SAES-T-624.
Cable will be laid in trench according to location mentioned in the IFC drawing.
The burial depth of FOC shall be as per the IFC drawing.
The cable will be laid near the trench and later lowered manually.
Fixed Real system will be used for cable laying.
The traction stress will not be more than the permitting pulling force on the cable,
prescribed by the cable manufacturer.
The unwinding will be supported by hands.
Cable shall be installed in the same trench as per the project drawing.

Cable trolley will move along the trench line with the cable being manually spooled off the
drum, which shall be turned by hand and the cable laid without any tension straight in to the
sand bedding as per the project drawings followed by warning tape.
For all types of pipeline crossings, the FOC will be laid through suitable protective HDPE
conduits as per IFC drawings.
In maintenance holes, sufficient length from both ends of the cable shall be rolled and kept
in the manholes with suitable temporary protection and fitted with end caps.
FOC from each direction shall be laid through independent HDPE conduit preferably along
the walls.
Ensure that the type of signals and their use is discussed and then followed.
Conduct a thorough site survey prior to cable placement.
Field length shall be verified prior to commencement of Cable Pulling activities.
Prior to shipping FOC to site, perform cable test as per SAES-T-634 and submit result to
SAPID for verification.
Do not exceed cable minimum bend radius.
Bending radius of the FOC shall not be less than 10 times the cable diameter when the
cable is not under tension and 20 times the cable diameter when the cable is under
tension.
Do not exceed cable maximum pulling tension during any phase of cable installation.
Fibers are sensitive to moisture, the cable end should be covered with an end cap, heavy
tape or equivalent at all times.
Cable environmental condition which could be detrimental to the FOC when it is installed
shall be identified and all necessary precautions and action shall be taken to protect the
cable from potential hazards in its environment.
Ensure that pull ropes are installed to prepare for pulling cables.
Conduits shall be cleaned and mandrel and the cable pre-tested prior to cable pulling.
Prior to pulling the cable, all equipment and their positioning is checked.

Cable trolley will move along the trench line with the cable being manually spooled off the
drum, which shall be turned by hand and the cable laid without any tension straight in to the
sand bedding as per the project drawings followed by warning tape.
During hauling, the cable drum shall be placed on a cable drum lifting jack and suitable
grease shall be applied on the drum rod to enable free rotation of the drum.
The cable should be lubricated throughout the pull by applying generous amount of
lubrication (as recommended by manufacturer) at the feeding end and pull through
locations in accordance with SAES-T-624 paragraph 4.3.2.
Use cable pulling swivel to avoid the twisting of the FOC during the cable pulling operation.
During cable pulling, pulling tension is observed on the tension monitoring device such as
dynamo meter or a mechanical puller equipped with built in tension monitoring capability to
ensure that this does not exceed the limit provided by the manufacturer. The operator on
the cable winch and personnel working on the cable trailer will be in constant touch by
handheld radio or telephone link to coordinate pulling activity. Cable pulling tension shall
not exceed 600 pounds.
If difficulties are encountered during pulling, introduce additional lubricant at intermediate
locations (cut sub ducts) as necessary.
The cable shall be pulled steadily and continually at approximately sixty (60) meters per
minute.
The amount of cable required for racking and splicing (approximately 15 to 20 m) shall be
then pulled through.
Avoid splicing locations that are vulnerable to damage by vehicular traffic and areas subject
to flooding or standing water.
In areas wherein the line of FOC installation is situated in road crossing and asphalted
area, a cut back of one-half the width of the trench, or a maximum of 500 mm, beyond the
edge of the trench is required as per G.I.1021.000, excavation, para.7.
The reel of the cable is rotated by hand and the cable is hand fed into the sub duct to
reduce tension on the pull line. The rotation of the reel must not be faster than the pull line.
Fiber optic cables shall not be cut for convenience in placing. Splices shall be located in
accordance with applicable drawings and specifications.
Upon completion of cable pulling, the cable grips will be removed and the cable shall be
placed coiled and buried near the termination point.
Use simplex plug for sealing a fiber optic cable.
Sealant shall be applied around cables in ducts as per SAES-T-628 paragraph 4.3.1.
The mole plough is mainly used in areas containing sand, gravel and lose rock. The
plough must be equipped with a driving mechanism on the cable drum. Speed is controlled

by either a hydraulic or an electric valve sensor mechanism on the cable slack to avoid
excessive load on the cable.
Ensure that the proper coordination is made with other foreign utilities owner and ensure
that cable locator or metal detector is conducted along the FOC line of installation before
ripping begins.
The proposed direct buried cable route shall be ripped/excavated, including rocky area and
prepared prior to ploughing the cables. All the utility crossings along the route shall be
made ready with required encased duct banks as per drawings and specifications so as to
reduce the stoppage time.
The cable shall be carefully inspected before and during ploughing for possible damage as
per SAES-T-629. The plough chute shall not be raised above grade after ploughing
operation begins, when the plough has to stop for rock, crossings, excavation beside the
plough chute shall be made carefully to remove fiber optic cable before lifting the plough
chute.
Under no circumstances shall plough be reversed during plough operations. If, during the
ploughing operation, plough strikes object or rock that stops the equipment and
necessitates removal of the plough chute from the ground, SAPMT representative shall be
notified for inspection of whether cable has been damaged, before the ploughing operation
can resume.
Colour orange shall be used to identify telecommunication facilities. For conduit systems,
this may be accomplished either by the following; Conduit made from HDPE, shall have the
40 mm OD. The conduit shall be suitable for a minimum pressure of 10 bar.
- Placing an orange marker tape above the conduit concrete encasement surface. The
marker tape is to be located 300 mm. minimum below grade and 300 mm. minimum
above the conduit system upper surface according to SAES-T-911, para 5.1.3.7.7.
- Mixing orange dye with the top layer of the concrete used for encasement (refer to
SAES-Q-001).
- Mixing orange dye with the top layer of the concrete (refer to SAES-Q-001)
Saudi Aramco approved orange Terra tape shall be placed in the trench 300mm above the
cable. The terra tape shall be dispensed from the plough machine at 500mm from the
ground level (approximately 700mm from the top of the cable when place without
protection) the cable plough machine has special attachment whereby Terra tape will be
ploughed flat with the warning message: “Caution Underground Telephone cable” visible
from the top simultaneously together with the cable.
Buried splices and isolated conduit ends are identified with Electronic Marking System
(EMS) markers. Buried Electronic markers shall be provided at both sides of each crossing.
The warning tape to be use is detectable marker (warning) terra tape for the fiber optic
installation requirements.
Only metallic warning tapes shall be used at all the locations. 0 mm padding of sand
/soft soil will be done covering the FOC and then a warning mat will be placed. After proper
padding of the warning mat for min 100 mm, the trench will be backfilled as per approved
drawings.

Ensure that when the fiber optic cable is all dielectric (non-metallic), a detectable marker
tape shall be placed in the trench per SAES-T-624, para 4.5.6.
The cable route must be identified by marker posts made of Fiber Glass. All marker posts
should be prefabricated as per Saudi Aramco Standard Drawing, AB-036897.
The marker posts should be placed at least every 100 meters, and at both ends of splice
point, road crossing, cable crossing, wadi crossing, railway crossing, intersection, etc.
Surface maker plate to be installed at 30 meters spacing within plant areas and asphalted
roads.
The marker posts will be installed at each end of the road crossings.
8. SPLICING PROCEDURE
Remove outer sheath and armor tube jacket up to a length of 500 mm.
Clean the fiber with industrial alcohol and soft tissues to remove the moisture resist and
jelly.
Insert the splice protection sleeve in the end of one fiber.
Strip the outer coating of the fiber (approximately 4 to 5 cm) by a fiber striper.
Clean both end of the fiber again with soft tissues wet by industrial alcohol to remove the
moisture resist and dust.
Cleave the fiber with the help of a cleaver approximately 1 to 1.5 cm in the both ends.
Keep both section fibers in the “V” groove of the fusion splicer.
Press the start button of the fusion splicer and the machine will automatically align and
splice the fiber.
After splicing the fiber, remove the fiber from the machine carefully and slide the splice
protection sleeve up to the splice point. The spliced portion should be kept exactly at the
center of the protection sleeve.
Place it in to the heat oven attached with the splicing machine.
After reaching the settled temperature machine will gives alarm.
Remove the fiber from the heat oven.
Kept the fiber in the splice tray properly looped and the bending radius not less than 60
mm.

10. HOUSEKEEPING
All Machinery /Equipment /Accessories shall be in good working condition and must have
passed all safety requirements and approved in accordance with COMPANY standard.
Manpower & Equipment listed below is tentative, however CONTRACTOR shall mobilize all
the manpower, equipment’s required for performing the work.
