1. SCOPE

The scope of this method statement is to describe the steps, identification of hazards and
mitigation to be taken for the Construction and Installation of the fence with a gate around
the laydown area. Portal cabins for QatarEnergy office and CASTLE office, mess hall, car
parking shed and the other utilities (water tank, Septic tank, generator etc...) which are
accumulated, during the job, safely as per project specifications and attached approved
RILC layout, involved in CONSTRUCTION OF PERIMETER FENCE AND NEW PATROL
ROADS AT RLIC.

2. WORK DESCRIPTION

Provision of temporary facilities (Site offices, precast fabrication yard, and Material storage
and laydown Area) needed to implement in CONSTRUCTION OF PERIMETER FENCE
AND NEW PATROL ROADS AT RLIC.

5. ROLES & RESPONSIBILITIES
5.1 Project Manager
 To provide all resources required to execute the activity sequence in line with
safety, quality and planning schedules and is responsible for the effective execution
and implementation of all the requirements throughout the execution.
5.2 HSE Officer
 To ensure safe working condition in all operations being performed. Assists the
project execution team to identify the risks involved and provide control measures to
mitigate the same.
 Other responsibilities include;
- Prior to commencement of any work, the required work permits shall be
obtained from QatarEnergy & RLIC.
- Install sign boards, warning signs, directional signs and other information
regarding the ongoing project.
- Identify the location of any underground utilities (cables, pipes etc.) and set
precautionary warnings to avoid destruction of utility.
- All workers to wear suitable PPE (coverall, safety shoes, reflecting jacket,
helmet, goggles, and gloves).
- Inspection of all the equipment before starting the activity
- All equipment’s and vehicles must have a reverse alarm & revolving lights
- Check and get a copy from all documents like TPI certificate to the rigger, crane
operator, crane & lifting tackles
- Lifting tackles must be inspected and certified along with color code to this
period
- Check taglines before the start in lifting and rigging
- Carryout toolbox talks explaining the job hazards associated with the works and
precautions to be taken.
- Ensure safety security of the work area and kept clear from unauthorized
personnel.

- Provide first aid kit in each unit, first aider & sufficient drinking water including
shade /shelter in various spots as required.
- Provide fire extinguishers (minimum of one unit per port cabins) & fire alarm
system and fire blanket.
- The work will be stopped in case of any violation of safety requirement noted, all
incidents to be reported to HSE Manager, Project Manager, Construction
Manager, and QatarEnergy Representative. Immediately send an incident
investigation report to QatarEnergy/RLIC and take corrective action.
- All site offices and facilities shall be supplied and maintained in good condition.
- Porta-cabins transportation loading and unloading shall be carried as per
approved JHA
5.3 QA/QC Engineer
 To verify the references, the validity of equipment calibration etc. and to coordinate
with surveyor & QatarEnergy representatives for inspection.
5.4 Supervisor
 To perform the job as described in this method statement and make sure necessary
resources are available at the site for execution construction and installation, also
monitor the daily safety toolbox meetings to ensure the crew is fully aware of the job
requirement.
5.5 Labor and Operators
 Strictly adhere to the instructions that have been given by their respective
supervisors /engineers and proper utilization of PPE at the worksite.
5.6 Rigging Supervisor
 Shall give clear directions for all rigging lifting activities at the site in accordance
with the approved lifting /rigging procedures.
 Other responsibilities include;
- Ensuring the operator meets QatarEnergy/RLIC requirements
- Ensuring the crane meets inspection requirements prior to initial use
- Determining which regulations are applicable to crane operations
5.7 Crane Operators
 Shall follow the directions given by the riggers/lifting supervisor and follow speed
and safety rules and regulations.

 The operator is specifically responsible for;


- Knowing the machine well. The operator must understand its functions and
limitations as well as its particular operating characteristics.
- Having a thorough knowledge of the information contained in the crane's
operating manual.
- Verifying the crane has sufficient capacity to perform the work.
5.8 Banksmen
 To follow the safety rules and regulations and guide the equipment and machinery
for smooth and safe movement.

6 EXECUTION PROCEDURE
6.1 Preparation and Protective Works
 All permits to work shall be coordinated and approved by CASTLE designated
permit holder /safety officer as per QatarEnergy/ RLIC regulations prior to the
inception of any activities.
 Staff shall be endowed with appropriate mandatory PPE.

 Ensure approved layout drawing with the latest revision and material approvals was
in place available before starting off work.
 Make sure that sufficient manpower and efficient machinery were available to carry
out safe work.
 Sufficient toilet and water shade facilities shall be available for staff at the site
 No access roads shall be blocked without prior approval from RLIC Port Security
and safety departments which need to be mentioned in e-CPW.
 CASTLE shall obtain QatarEnergy environmental team clearance prior to the
erection of any facility
 Lifting activities to be performed only with approved lifting/rigging plan and in no
case shall be executed in adverse weather conditions. All lifting equipment and
accessories to be inspected and accepted as per QatarEnergy/RLIC HSE
regulations.
 Respective PTW, eCPW shall be obtained for excavation, if in case of any
underground power cable corridor is available in the vicinity of temporary site
facility.
 Scaffolding shall be provided where work at height procedure is applicable
 Sufficient vehicle parking, warning signs, traffic signs shall be available prior to the
commencement of the activity.
 Toll box talk shall be performed in order to ensure the construction crews are aware
of the potential risks during the execution of construction activities.
 Clear access to be provided for machinery and equipment to enter worksite under
control of Banksmen where it is required.
 All scaffolding activities shall be carried out by scaffolders which are approved by
the QatarEnergy PTS department.
 Firefighting equipment shall be available throughout of site.
 Standby vehicle, first aid kit etc. shall be available at the site in case any emergency
 The equipment which will be utilized shall be enumerated and inspection certificated
shall be updated
 Subsequently receiving of occupancy certificate from concerned
QatarEnergy/RLIC/HSE department, the facility will be released for utilization of
Contractor.
 Muster point board shall be installed which contents RLIC Grid reference and
emergency call number.
 QatarEnergy/RLIC security department shall be informed whenever the traffic
escort required for shifting of portable cabins and containers. For those activity
CASTLE shall obtain the relevant Permits.
 Ratified determined smoking area shall be provided at laydown area to use during
construction of Temporary Site Facility.
 Water chilling units, toilets, smoking shelters, potable water tanks, diesel tanks,
underground septic tank, drainage tank, and windsock shall be installed on precast
concrete plinths or pads.
 Waste and debris shall be disposed as per QatarEnergy/RLIC regulations.
 Housekeeping shall be performed before and after work execution.

6.2 Civil Works


 All construction, installation and erection works shall be carried out as per
QatarEnergy/RLIC approved layout and QCS 2014 section 01- part 12 contractor
site facilities and project control.
 The surveyor shall identify and stake out the location of the entire facility as per
approved layout by QatarEnergy/RLIC
 All Survey and scanning equipment shall have valid calibration certificate stickers
that shall be stuck equipment to be provided upon request of QatarEnergy/RLIC
 Survey points to be verified by QatarEnergy/RLIC prior to work commencement.
 All fence post footings shall be excavated by an excavator or by hand where the
excavator is not allowed due to underground utility.
 Fencing shall be provided all around the leased land as indicated in the attachment
approved drawing by QatarEnergy/RLIC .
 All PEB buildings, porta cabins, toilets, sheds and containers that will be utilized at
TSF area shall be unloaded in a mutually agreed appropriate area and barricaded
and conveyed as required.
 PEB buildings, porta cabins shall be loaded, unloaded and shifted as per approved
JSA.
 Prior to installation of site porta cabins, all concrete pedestals, supports shall be
levelled, aligned as per approved layout by QatarEnergy/RLIC.
 Deep excavations above 1.2 meter shall be considered as confined space and
relevant safety induction of staff and labors shall be performed in accordance with
QatarEnergy/RLIC/HSE regulations prior to commencement of work at confined
space.
 Temporary site facilities shall include all below elaborated mentioned items but not
limited to:
 Office cabins with sufficient number of entry and exits, staff & meeting rooms,
pantry mess halls, printer rooms, toilets and wash rooms having all mandatory
safety equipment such as fire extinguisher, alarms etc. and separate workers utility
cabins.
 Security cabin within TSF area enclosed by anti-intruder fencing and entry/exit
control gates, boards displaying project name, location, client, contractor etc.
 Site store /containers for storing all construction items (flammable materials shall be
identified and stored in separate containers)

6.3 Electrical & Loss Prevention


6.3.1 General Requirement
 Ensure that all the firefighting materials like, smoke detectors, heat detector, DCP
fire extinguishers, fire alarm sounder with flasher, fire blanket, exit light and manual
call point are as per QatarEnergy/RLIC standards and approved by QatarEnergy
representative.
 Information boards like, NO SMOKING, EXIT, CAUTION, FIRE EXIT, DANGER,
etc. are to be posted and fixed as per HSE rules and regulations.
 The power will be provided through the diesel driven Generators which have
sufficient capacity to manage the facility.
 All loss prevention works will be as per QatarEnergy/RLIC Firefighting Department
requirements.

6.3.2 Excavation and Cable Laying


 Prior to proceeding of this activity all required documentation shall be obtained all
concerned departments shall be informed in line with QatarEnergy/RLIC
regulations.
 The concerned excavation area shall be tracked down through detectors.
 Excavation work shall be proceeded in accordance with approved site layout by
QatarEnergy/RLIC. Excavation will be will be carried out by either machinery or
hand digging under close supervision of site safety & site supervisor.
 Excavation by hand will be carried out if there is a live power cable, product pipe
etc. in close of 3m.
 All excavation area shall be barricaded and illuminated by blinker lights.
 Earthworks will be commenced only after identification of underground utility. This
area will be exposed just by hand digging.
 Adequate protection for existing underground services will be provided during
execution of work.
 Upon completion of excavation dune sand shall be laid in trench up to 50mm
 Thereafter cable lying and Post padding of cable trench shall be done. The cables
shall be covered by 100mm dune sand and protected by cable protection tiles and
warning tapes.
 Trench shall be backfilled and compacted.

6.4 Plumbing and Drainage


6.4.1 Installation of Septic tank
 The Septic tank shall be checked for defects and damages.
 Excavate pit for tank to level as shown in manufacturer drawing, compact the
bottom level (compaction test is not required), pour the concrete plinth at least
200mm tick.
 Construct the wall surrounding the tank with concrete hallow blocks.
 Install the tank in the correct orientation fill the gap between tank and blocks with
dune sand.
 All works will be carried out in accordance with approved drawings and engineering
practices.
 Necessary arrangements for the sewage disposal approval will be confirmed with
the QatarEnergy/RLIC operations departments.

6.4.2 Drainage Pipe Installation


 Surveyor shall stake out sewer and drainage line as per approved Site Layout Plan
 Excavation of pipes will be executed either by machinery or by hand. The bottom
elevation of trench will be adjusted according to inlet valve of tank.
 100mm dune sand shall be provided for bottom of trench as Pre-padding
 Pipe slope shall be adjusted as 1:100
 Pipes shall be covered by 100mm dune sand as Post padding and protected by
PVC tiles & caution tape.
 Appropriate Water leak test will be performed or drainage lines.
 Backfilling shall be compacted

6.4.3 Water Supply Pipe Installation


 Verify the existing benchmark points
 Stake out the water supply water pipe line as per approved Site Layout Plan

 Verify the existing underground utilities in line with as-built data


 Permit to work shall be obtained prior to site activities
 Excavation shall be executed in accordance with approved Site Layout Plan by
QatarEnergy/RLIC
 Installation of underground water main supply pipe & fittings shall be in reference
with manufacturer recommendation.
 Only RLIC supplied water will be utilized at the facilities
 The Depth of trench shall be 600mm from existing ground and pipe shall be lowered
in trench manually
 Pipe shall be covered by 100mm thick layer of dune sand and protected with
protection PVC tiles & warning tape
 The backfill shall be compacted where necessary.

6.4.4 Installation of Water Pump


 Pump shall be installed on firm and levelled surface.
 Install the pump associated accessories, including the suction and feed line
manifolds
 Install the pump and complete all interconnecting pipes and valves as per
manufacturer`s standard & approved shop drawings.
 Check the alignment of coupling installation between the motor and pump assembly
to prevent undue restraint and thrust on interconnecting piping.
 All pipe connections shall be adequately supported and anchored against thrust.
 Ensure that the drain system is providing clear access in case of leakage or
maintenance
 Complete the electrical works, cable route, power supply, grounding, control wiring,
other electrical connections as per manufacturer`s recommendations
 Perform visual inspection on pump and make sure that it is fitted up in accordance
with approved shop drawings.

6.4.5 Testing of Drainage

 The mains will be tested in section as the works of laying proceed and joints will be
left exposed for inspection during the testing. The test will be carried out by
inserting suitably strutted plugs in the lower end of the drain and on the higher end
a bend will be temporarily jointed in with a vertical pipe.
 A test pressure of 1.2m head of water above the soffit of the drain will be applied.
The loss of water over a period of 30 minutes will be observed and refilled by
adding water to maintain the 1.2m head. The system will be then left for minimum
3hrs to check the leak. If no leakage the system will be back filled.

6.4.6 Sitting Up Area Boundary

 Area shall be selected conveniently & pegged the boundary limit. Prepare layout
plan showing location of worksite offices, associate facilities, access way, laydown
areas, perimeter fence, distance from existing facilities & will be submitted to
QatarEnergy for site visit and approval.

 Worksite offices, associated facilities & storage area will be fenced and access
ways provided as per approved layout. Concrete pedestal for the porta Cabins will
be installed to match the layout.
 Laydowns will be barricaded using scaffolding tube and safety ribbon together with
flush lights. There will be one entry & one exit for laydown area as shown on sketch.

6.4.7 Site Demobilization & Reinstatement

 After the completion of the project, CASTLE will remove all temporary facilities and
shall re-instate the area to the same standard as when received by CASTLE.
 All porta cabins and containers in the TSF area shall be demobilized. All pedestals,
fence and fence posts will be demolished completely and construction debris shall
be disposed in authorized location.
 The area shall be completely graded and levelled using appropriate equipment and
reinstated. An approval letter from RLIC after re-instatement shall be submitted to
QatarEnergy.

6.4.8 Use of Diesel Generator and Diesel Tank

 Ensure drip tray has been provided beneath in the generator. Ensure diesel
generator free from leaks.
 Diesel level to be checked regularly, before and after every use of the generator.
 Ensure no diesel filling has performed while machine is in working condition.
 Assign only competent and trained personnel for monitoring. Ensure the person
filling diesel is trained in handling of WOQOD diesel storage tank and manual
pump.
 Ensure that fuel handling will not take place in areas where hot work is on going or
nearby equipment which is running.
 WOQOD storage tank area must be bund by perimeter blocks as per requirement
prior for storage tank delivery.

7 HEALTH & SAFETY and ENVIRONMENT

 Tool Box Meeting shall be conducted prior to any works.


 Safety Officer /Worksite Supervisor shall be present at site full time.
 Appropriate PPE shall be worn by all tasked personnel
 Experienced personnel shall be deployed the work.
