1 INTRODUCTION
( ), in partnership with the Company of , is
currently planning to develop its upstream production facilities and infrastructure to meet a target
of 1.2MMBOPD of production in the 2 oil field in Southern . The field consists
of two primary reservoirs, and , which will be developed as separate projects. It
is envisaged that the reservoir will produce up to 650MBOPD of the 1.2MMBOPD
targeted from the entire field. Presently the development is in the FEED (Define) phase
of project execution and design.
WorleyParsons has been contracted to execute the FEED phase of the Development
Project. The development includes well pads, gathering systems, water injection facilities, gas
and water treatment, a gas turbine power plant, a light oil export pipeline and tank farm
upgrades, tie-ins to the natural gas liquids and gas export systems and further expansion of
supporting facilities and infrastructure as necessary.
The Project aims to produce a comprehensive FEED Package in order to allow the progression of
the Project to the EPC (Execute) Phase.

1.1 Objective
The major objective of the plan is to define the interface management process for the FEED
phase of the project.
The Interface Management Plan has the following objectives
1. All physical interfaces as well as project interfaces are clearly identified;
2. Define what are technical interfaces
3. Define interfaces with other support offices
4. Define interfaces with
5. Define interfaces with Sub Contractors
6. Define template for the Interface Register
7. Clearly define the scope of Interface Management (IFM) process within the Project;
8. Describes methods and processes for managing internal and external interfaces.
9. Interface Management Scope of Work for EPC phase is developed
This Plan shall be read in conjunction with Project Execution Plan.

4 GENERAL
The various facilities involved under the project have been indicated on the Master Plot Plan
Drawing 8015-0152-WP05-00-000-PI-DB-12001 titled MASTER PLOT PLAN (MPP)
FACILITIES.
The complete project has been divided into various work packs. The preparation of engineering
deliverables and the EPC execution has been planned according to work packs. The Table-1
provides the current contracting strategy for the various EPC and PC packages and the PC, EPC,
Interface table identifies which packages have interface with one another.

5 INTERFACES
Interface point (IP) is defined as the interface
a) Between two PC contracts or between two EPC contract packages or between any PC
and EPC contractors
b) Between the project and any other existing and/or external facility
Any interface that satisfies either of the above conditions shall be considered as the interface
point for the FEED project.
In the FEED phase of the project the Interfaces are broadly categorized into two main categories
a) Engineering Interfaces (Technical Interfaces) – These are the interfaces that are
physical interfaces identified on the various engineering deliverables and are numbered
as per the Interface Numbering Philosophy. The interface register will identify these
interfaces separately for each discipline.
b) Coordination Interface – These are interfaces with other offices of WorleyParsons and
with the subcontractors which are described in the various procedures such as Work
Share Execution Plan and subcontract scope of work documents.

5.1 Engineering Interfaces (Technical Interfaces)


• Piping and pipeline interfaces will be indicated on the P&IDs and will be included in
the interface register
• Piping interfaces will also be indicated in the 3D model with appropriate demarcation
as per the agreed 3D modelling procedure.
• Electrical instrument and telecom interfaces will be indicated on the respective
discipline deliverables and in the interface register. Where the interfaces cannot be
indicated on the deliverables in the FEED stage (e.g. interfaces with main automation
contractor), such interfaces will be described in detail in the EPC SOW document.
• Structural interfaces will be indicated on the respective engineering deliverables and
will be included in the interface register and will be indicated in the 3D model with
appropriate demarcation as per the agreed 3D modelling procedure.
• The interfaces, within the procurement and construction contracts (PC) for the
wellpads, are mainly for the access roads at the wellpads also some fence interface
with . Such interfaces have been clearly indicated on the approach road
drawings prepared and issued for each well pad. These interface points will not be
assigned any IP number, however, will be indicated in the interface Register without
any interface number. Such interfaces have been indicated in the TABLE 2 above.
• One Interface Register will be prepared for the entire project and will list all interfaces
for all PC and EPC contracts. Please refer to the Interface Register template in
Appendix-1.

5.2 Coordination Interface


5.2.1 Interface with Other WorleyParsons Offices
• Interface with other WorleyParsons will be in accordance with the Workshare Execution
Plan document issued separately for each office.

5.2.2 Interface with

12001 for details.
• Weekly meetings are held between and WP discipline leads and resulting actions
for the interface issues are monitored for close-out.
• Weekly progress meeting is held at the management level and resulting actions for the
interface issues are listed in the action register. The action register is monitored for close-
out till the resolution of the interface.
• Weekly meeting is held between WorleyParsons project engineers, engineering manager
and engineering manager and project engineer to discuss any ongoing /
outstanding interface issues.
• Technical interfaces are resolved through technical queries (TQs) and request for
Information (RFI)

5.2.3 Interface with Sub-Contractors


During the FEED phase WorleyParsons has placed subcontracts with various parties to perform a
specific scope of work such as Flood study, Earthquake Study, Meteorological Study, Safety
Studies and provision of HAZOP/SIL chairman etc. A specific scope of work document has been
issued for each scope that describes interface requirements. Each scope of work has been
assigned to a project engineer and that project engineer is responsible for the interface with the
selected subcontractor.

5.3 Applicability of the Plan


The Plan is applicable for WorleyParsons FEED Project team, its support offices and
subcontractors.

6 INTERFACE NUMBERING PHILOSOPHY


The following interface numbering philosophy shall be used for numbering the interfaces.
IP-Y-NNNNN-YY where,

YY – Discipline

NNNNN – Sequential number

Y– Project ID

IP/TP - Interface point/ Tie in point


The common physical point, boundary, surface,
or plane where two physical items touch, meet,
or come together. Tie-In Points are generally
used only for piping and will be on P&IDs and
piping drawings as applicable.

Tie-in point, TP, to be used where there is an


interface with the existing piping/pipeline
systems. All other piping interfaces between two
EPCs to be numbered as IP.

Please refer to Table -1 for the list of EPCs and PCs


• Between two PC contracts or between two EPC contract packages or between any PC
and EPC contractors
Between the project and any other existing and/or external facility

• For each discipline the sequential number shall start from 05001

• Tie-in between two work packs but within the same EPC package is not considered as an

7 RESPONSIBILITIES

The Plan intends to cover all interface aspects. However interdisciplinary interfaces and
administrative interfaces which are managed by normal work processes (e.g. engineering
documents reviews, design reviews, project coordination, administration and HR activities, etc.)
are out of the scope of the Plan.

7.1 Project Interface Manager


The project interface manager will be responsible for the preparation and implementation of the
workshare execution plan with the other WorleyParsons support offices. He is also responsible
for ensuring that the timely input data is available to all support offices to prepare their
deliverables. He shall ensure that the communication between the HO and SO offices are
happening on regular basis and are effective and engineering consistency has been maintained in
HO and SO deliverables. He shall interact with interface manager on interface issues and
shall be responsible for input into Interface Register from all disciplines.

7.2 Management of Interface With


These IFs are owned and resolved by the Project Management team. The project management
team will coordinate with the engineering team to resolve the interfaces. The interface issues are
discussed during the weekly progress meeting between and WorleyParsons project
management team. An action register is maintained to track the actions and to record the
resolutions. Every action in the action register has a name of a responsible person against it for
completing the action.

7.3 Management of Interfaces with Support Offices (SO)


Interface with support offices (SO) are jointly managed by the WorleyParsons SPEs for the
respective package and the project interface manager. A weekly meeting between each SO
project manager, home office (HO) SPE and HO interface manager is held to review the weekly
slippage register and to discuss the areas of concern highlighted in the SO weekly progress
report.

7.4 Management of Interfaces with Third Parties


These interfaces are owned and managed by the nominated focal points (SPE) within the project
management team. The nominated SPE will take assistance from the discipline leads and
discipline managers as required to resolve the interfaces.

7.5 Management of Interfaces with Vendors


The management of interfaces with the vendors are through lead procurement engineer
nominated for the project. The procurement engineer will take assistance from the discipline
leads as required to manage and resolve the interfaces.

8 PLAN OWNERSHIP, MAINTENANCE, DISTRIBUTION AND CONTROL


WorleyParsons Project Interface Manager (custodian/originator) is responsible for revising and
verifying changes to the Plan and shall communicate to the team.
The Plan shall be updated along with the Project development; it shall be updated based on the
changes in the following documents
• Project Contracting Strategy;
• Overall Project Execution Schedule;
• SOWs for the various contractors.
The Interface Management Plan is to be communicated to each WorleyParsons lead engineer in
the home office ( ), project manager in the support office and to Interface
Management team.
