Eligibility Conditions: @ All candidates shall be required to apply Online for the post whether they are registered with the Employment Exchange or otherwise. Gi) The Departmental Candidates/Govt. Age Limit: The age limit for the post of Junior Investigator as per Recruitment Rules is as follows: (i) ForMales ~ 18 to 33 years Gi) For Females - 18 to 38 years Note: - A Candidate for this examination must have attained the age of 18 years and must not have attained the age over and above 33/38 years in respect of male/female candidates respectively as on the closing date of receipt of online application. Further, 02 years of age relaxation has been granted over and above the upper age limit prescribed in the relevant RRS, as a one-time measure, for direct recruitment ofall Group-C posts vide A&N Administration's Order 1No.2285 dated 01.09.2022. Educational & Other Qualifications prescribed for the post(s): As indicated against each posts at Column No.4 of Sl.No. 2 above. a) Process of Certification and Format of Certificates: Candidates who wish to be considered against the vacancies reserved or seek age~ relaxation must produce their original certificates issued by the competent authority and (0 submit a copy of the original certificate duly Self-Attested whenever sought by this Directorate, otherwise, their claims for OBC/ EWS status will not be entertained and their candidature/ applications shall be considered under General (UR) category. Certificate for the status of Creamy Layer issued between 01.07.2020 to 30.06.2023 only will be accepted. NOTE: Candidates are cautioned that they shall be permanently debarred from appearing for the examination conducted by the Directorate of Economics & Statistics, A & N Administration in case, they fraudulently claim OBC/ EWS status. Fee Payable: (@) Candidate (except Female who are exempted from payment of fee) are required to pay a fee of Rs.25/- (Rupees Twenty five only) either by remitting the money in the following Bank Account: Account Name: B.R. Centre of Exami The Computer Based Test (CBT) will be held (in online mode) at Port Blair only. Date and Timings of Examination The CBT (Computer Based Test) examination shall be conducted in multiple shifts on the date & time as indicated in the Admit Card/ Hall Ticket. Each candidate is required to appear for examination on the date & time mentioned in the Admit Card/ Hall Ticket. ‘The Computer Based Test (CBT) will consists of three subjects, having “Objective Multiple- Choice- type Questions”, The minimum qualifying marks will be 40% in each subject. The questions for all the three subjects will be set in English language only. Indicative Syllabus for Computer Bused Test (CBT): General Awareness/General Intelligence: Questions will be designed to test the ability of the candidates, general awareness of the environment around him and its application to society. Questions will also be designed to test the knowledge of current affairs, observation/experience and elementary knowledge of computers. The test will also include questions relating to India and its neighbouring countries especially pertaining to History, Culture, Geography, Beonomic, Science, General Politic and Scientific research, General _English_and Comprehension: Questions in this test will set to assess the knowledge of English Language, its vocabulary, grammar, sentence structure, synonyms etc, There will also be questions on comprehension of a passage. Statistics (Graduation Level): (@) _Introduction-Statistics, Descriptive Statistics, Types of Data, Summation Operations, Rule of Sigma operations. (b) Random variables-Discrete and continuous, Distribution Function, Expected value and ‘moments, moment generating functions and characteristic functions. (©) Construction of @ uni-variate and bi-variate frequency distribution, diagrammatic and graphical representation of data and frequency distribution-only and bar and pie diagrams and line diagrams, Frequency polygon, Frequency curve and histogram, cumulative frequeney distribution, (@ Measures of Central Tendency and dispersion and their measures, skewness and kurtosis for numerical data, (©) Measures of relation, correlation and regression analysis. Page | 4 * (1) Analysis of Time Series, causes of variation in time series data, components of a time series, Decomposition, additive and multiplicative models, determination of trend, moving average methods and methods of least squares (including linear, second degree, parabolic and exponential trend), computational of seasonal, indices by simple average, Ratio-trend, ration-to-moving and link relative method (g) Theory of Probability and Theoretical Distribution, Definition of probability — Importance-Calculation, Theorems-Theoretical distribution, Binomial, Poisson and Normal, uniform distribution, Bayes Theorem. (h) Index Number, Meaning, Types and Uses, Methods of Construction of price and quantity indices (Simple and aggregate), Test of adequacy, Chain-basis index number base shifting, splicing and deflating problems in constructing index numbers, consumer price index. Verification of documents: Alll the successful candidates short listed after written examination should get their original certificates/ testimonials duly verified as are mandatory and submit another self-attested copy of all those mandatory certificates /testimonials in person along with the printed copy of Online Application to the authorized officers/officials at the prescribed venue on the schedule date & time, failing which, his/her candidature shall be struck off from the relevant panel for all purposes and no further requesticorrespondence shall be entertained. 9. General Instructions to be complied with by the candidates in the Computer Based ‘Test (CBT): (i) Candidates must select the answers in the Computer Based Test (CBT) on their own. (ii) Candidates are not permitted to use calculators and other electronic gadgets except as specified in the Notice. They should not, therefore, bring the same inside the Examination Premises/ Venue. ii) If any candidate is found to possess mobile phones or any other means of wireless communication in the working (Switch on) or switched off mode, his/her candidature shall be cancelled forthwith. 10. Mode of Seleetic ‘* The minimum qualifying marks will be 40% in each subject. * Candidates qualifying the Computer Based Test (CBT) shall be appointed on the basis of ‘merit list subject to fulfilment of all essential requirement stipulated in existing RRs. Provided that OBC and EWS candidates, who are selected on their own merit without relaxed standards, will not be adjusted against the reserved share of the vacancies. Such OBC and EWS candidates will be accommodated against the generaV/unreserved vacancies as per their position in the overall Merit List. The reserved vacancies will be filled up separately from amongst the eligible OBC & EWS candidates which will thus comprise of OBC and EWS candidates who are lower in merit than the last general candidate (UR) in merit jist of unreserved category but otherwise found suitable for appointment even by relaxed standard. Success at the examination confers no right of appointment whatsoever unless the Directorate of Economics & Statistics, A&N Administration is satisfied after such enquiry/ scrutiny or verification of certificatesidocuments as may be considered necessary that the candidate is suitable in all respects of appointment to the service! post and the decision in this, regard shall be final & binding. wu a 11. RESOLUTION OF THE TIE CASES: In cases where more than one candidates secure the equal aggregate marks, tie will be resolved by applying the following methods one after another: (1) Date of birth i.e, the candidate older in age gets preference. (2) By referring to the alphabetical order of the names taking first name into consideration, 12. ADMISSION TO THE EXAMINATIO! All candidates who apply in response to this advertisement on or before the CLOSING DATE & TIME FOR ONLINE APPLICATION will be assigned Roll numbers. The Admit Cards! Hall Tickets will be made available on the website of A & N Administration icc. +https://erecruitment.andaman.gov.in around 3 weeks before the Computer Based Test (CBT). In case, a candidate does not find his/her name in the above uploaded list, candidate must immediately contact the Statistical Officer (HQ), Directorate of Economics & Statistics at ‘Sohg.des.an{@gmail.com with proof of having submitted his/her application online. Failure to do so shall deprive him/her of any claim for consideration subsequently. ‘The candidates must carry at least one photo bearing identity proof such as Driving License, Aadhaar Card, Voter Card, College/University ID Card, Income Tax PAN in original and Admit Card downloaded from the website, while attending the examination, failing which, they shall not be allowed to appear for the examination, 13. Action against candidates found guilty of misconduct: While filling the application form, the candidates are cautioned that they should not furnish any particular that is false or suppress any material information. Candidates are also cautioned that they should in no case, attempt to alter or otherwise tamper with any entry in a document or the attested certified copy submitted by them, nor should they submit a tampered/fabricated document, Without_prejudice to 1al_action/_debarment_from appearing the examination conducted by the Dte. of Economics & e ary. candidature will be summarily can elled at any stage for a period of maximum 3 years of the recruitment in respect of candidates found having indulged in any of the following malpractices: 1) In possession of MOBILE PHONE & ACCESSORIES AND OTHER ELECTRONIC GADGETS WITHIN THE PREMISES OF THE EXAMINATION CENTRES, WHETHER IN USE OR IN SWITCHED OFF MODE AND IN PERSON OR OTHERWISE. 2) Involved in various malpractices. 3) Using unfair means in the examination hall like copying, cheating etc. 4) Obtaining support for his / her candidature by any means, 5) Impersonate/ procuring impersonation by any person. 6) Submitting fabricated documents or documents which have been tampered with, 7) Making statements which are incorrect or false or suppressing material information. 8) _ Resorting to any other irregular or improper means in connection with his/her candidature for the examination. 9) Misbehaving in any other manner in the examination hall with the Supervisor, Invigilator or Administration’s representatives. 10) Intimidating or causing bodily harm to the staff employed by the Administration for the conduct of examination 11) To be ineligible for the Examination by not fulfilling the eligibility conditions mentioned in the Notice. 12) Candidature can also be cancelled at any stage of the recruitment on any other ground which, the Directorate of Economics & Statistics, A&N Administration considers to be sufficient cause for cancellation of candidature. Directorate of Economics & Statistics decision shall be final and binding: The decision of Directorate of Economics & Statistics in all matters relating to eligibility, acceptance or rejection of the applications, penalty for false information, mode of selection, conduct of examination(s) and allotment of posts/organization to selected candidates shall be final and binding on the candidates and no enquiry/ correspondence shall be entertained in this regard. 15. Courts Jurisdiction: Any dispute in regard to this recruitment shall be subject to Courts/tribunals having jurisdiction over the A & N Islands only. 16. This Directorate has advertised Vacancy Notice for recruitment to the Group ‘C’, Non- Ministerial post of “Junior Investigator” and “Junior Investigator (AH)” of Directorate of Economics & Statisties and Directorate of Animal Husbandry & Veterinary Services respectively for which Bachelor's degree in Statistics’ Operation Research/ or in Economics! Mathematics/ Commerce (with Statistics as one of the subjects) from a recognized University or equivalent is the essential qualification, 2. For the post of Junior Investigator (AH) under Directorate of Animal Husbandry & Veterinary Services, one year diploma in Computer Application is also required in addition to the essential qualification as stated above. 3. Directorate of Economics & Statistics will undertake scrutiny of applications for the eligibility and other aspects before the Computer Based Test (CBT). The candidates are advised to go through the requirements of educational qualification, age etc. and satisfy themselves that they are eligible before applying. 4, Candidates are advised to go through the detailed instructions contained in this notice which are available on the websites. of |A&N Administration i.e. hups://erecruitment.andaman.gov.in before applying. 5. Candidates seeking reservation benefits available for OBC/ EWS etc. must ensure that they are entitled to such reservation as per eligibility prescribed by the Govt/A & N Administration from time to time. They should also be in possession of the required certificates in the prescribed format in support of their claim at the time of application. 6. Central Government Servant/ Civilian employees, Departmental Candidates of A & N Administration claiming age relaxation should be in possession of a certificate from their office in respect of length of continuous service which should be for not less than three years in the immediate period preceding the closing date for receipt of online application. ‘They should continue to have the status of Central Government civilian employees / servants till the time of appointment, in the event of their selection. 7. Final Selection for appointment to the post notified herein, will be made on the basis of total marks secured in the Computer Based Test (CBT). 19. How to apply: A. (i) The candidate should register their full particulars of the Application through online at htips:/erecruitmentandaman.gov.in The online application will be accepted from 01.06.2023 (from 11.00 AM) to 30.06.2023 (upto 12 midnight). ii) The candidates should provide all the mandatory details in the online portal failing which, the application will not be accepted. (iii) The candidates should upload latest passport size photograph of 20 to 50 KB size with relaxed face and the picture should be in colour, against a light-coloured, preferably white-background, If flash is used then please ensure that there is no red-eye and in ‘case of glasses, your eyes should be visible. The front of the face should not be covered less than 80% of the entire photo, (iv) The candidates should upload specimen signature (signed in blue ink) having size of 10 to 20 KB in jpg/.jpeg format. (¥) Itisalso advised to enable JavaScript in the browser such as Internet explorer, Firefox, Google chrome ete. to successfully upload your online application. The website will also allow the applicant to take print out forthwith of the submitted application to facilitate candidate. Those, who may fail to take print out immediately after submitting their application can download the filled in forms later also. (vi) All the candidates who have duly registered his/her name in the local Employment Exchange as an un-employed must enter his/her registration number at the appropriate box of the application while filling online.
