STOP WORK TRIGGER:


The work shall be stopped when:
• If found to be not complying with safety requirements and procedures as listed in the JSA.
• If the weather condition is severe such as sand storm, heat, foggy and heavy rain.
• If any equipment which found oil leak should be STOP and resume work once it is repaired.
• Do not perform crane lifts at wind speeds above 32 km/h (20 mph) unless otherwise specified by the
manufacturer.
• Do not perform crane-suspended personnel platform (man-basket) operations at wind speeds greater than 25
km/h (15 mph).
• If there is an emergency warning or alarm.
• If there is any fire, explosion, or gas release)
• Hot work is not permitted if the atmosphere is above 0% of the lower explosive limit (LEL).
• Stop work if permit conditions change, and notify the supervisor.
• If there is a Near-miss incident
• If there is an unsafe condition.
The work can only resume after a further assessment is conducted by a competent person and additional control
measures are implemented.

Note:

1. This JSA is applicable only to the same situation/activity, any changes or additional prior to activity should be reported
to supervisors immediately.
2. Concurrence of a competent person is needed with signature.
3. Safety Officer and Site supervisor from construction must monitor, control and supervise the work.
4. Approved JSA shall be on site prior to the construction.
5. Subject to changes, if deemed required.
6. Method Statement to be explained to all employees and it must be made available at the site.

2.1.7. More than one access road shall be provided when
emergency access by a single road could be impaired by
vehicle congestion, condition of the terrain, climatic
conditions, or other factors.
2.1.8. Safety signs shall be made of reflective sheeting
conforming to the latest minatory of transport and
Saudi Aramco standards.
2.1.9. Road closure area shall be fully illuminated and lighted
during nighttime.
2.1.10. Ensure blinking lights are functional at night to warn
passing vehicles.
2.1.11. Provide standby power generator for emergency
purposes and all the night should be monitored to avoid
power failure
2.1.1. Access road planning shall be included but not be

underground utilities and installations have been
exposed by hand digging.
3.1.7. For excavations greater than 2.4 m (8 ft) deep in Type B
or C soil, an excavation plan (e.g., shoring design
calculations and drawings) that meets the requirements
of this chapter shall be developed by a degreed
civil/structural engineer.
5.1.1. Mechanical excavators shall not be used within 3 m (10
ft) of underground utilities or installations. Pneumatic

concrete or other hard materials.
3.2. Uninspected equipment 3.2.1. Ensure that all Heavy equipment is Inspected by a
Competent Inspector SA-approved Third-Party
Inspecting Company.
3.2.2. Third Party Company Sticker must be issued once the
inspection of the equipment is completed and Passed
3.2.3. Equipment Operator must do a visual inspection of his
equipment with the use of a Daily Equipment checklist
to ensure the good working condition of the equipment
prior to starting the work.
3.2.4. Proper maintenance of the equipment must be
conducted on a weekly basis.
5.1.2. Any leakage on the Equipment parts must be reported
immediately to the Equipment Maintenance
Coordinator to prevent more damages to the
equipment.
3.3. Hitting underground 3.3.1. Prior to starting the work review & locate the

any known or suspected underground pipes, cables,
vessels, structures, etc., that are in the area of the
proposed excavation.

3.3.4. Pre-excavation checklist must be completed and signed
by Operation Proponent Dept. Aramco PMT AND
Contractor Civil Supervisor prior to starting the
excavation work.
3.3.5. Daily-excavation checklist must be completed prior to
starting the drilling.
3.3.6. Highlight the existing utility in the plot plan attached
with the permit
5.1.3. Work permit receiver and safety officer must validate
the inspection of all the heavy equipment and all
checklist documentation as per SMS.

3.4.7. Stairways, ladders, ramps, and/or other safe means of
egress shall be located in excavations that are 1.2 m (4
ft) or more in-depth so as to require no more than 7.5
m (25 ft) of lateral travel distance for personnel (i.e.,
ladders shall be spaced at least every 15 m [50 ft] along
a trench).
3.4.8. Ladders shall rest on the bottom of the excavation and
shall extend at least 1 m (3 ft) above the top landing
point.
3.4.9. Appropriate emergency rescue equipment (e.g.,
breathing apparatus, full-body harness, lifeline, basket
stretcher) shall be readily available during work.
3.4.10. Only excavating and backfilling equipment (track hoes,
rock breakers, backhoes, front loaders, etc.) are
permitted within 2 m (6.5 ft) of the edge of an
excavation.
3.4.11. Motor vehicles, cranes, and heavy equipment shall be
kept away from the edge of the excavation at a distance
of 2m (6.5 ft)
3.4.12. Hard barricades (e.g., concrete, or water-filled plastic
“jersey” barriers, metal fencing) shall be used to keep
motor vehicles, cranes, and heavy equipment at the
proper distance away from the excavation.
3.4.13. Pedestrian barricades shall be placed no less than 1 m
(3 ft) from the edge of the excavation.
4 Steel Structure Erection Installation 4.1. Improper access /fall 4.1.1. Appropriate work permits shall be issued for crane

coordinating the activities of all personnel involved with
the lift.
4.1.4. The SA-certified rigger shall visually inspect slings and all
other rigging hardware prior to each use.
4.1.5. The SA-certified rigger shall ensure that all lifting gears
have been tested, inspected, approved and color-coded.
4.1.6. Slings or other rigging hardware in contact with sharp
corners shall be padded to prevent damage to the sling,
other rigging hardware or the load being lifted.
4.1.7. All crane operators shall be properly licensed and
certified by SA per GI 7.025 for the crane type/model
they are using.
4.1.8. Cranes shall be inspected by the crane operator using
form SA 9466 prior to each shift.

4.1.9. All lifting equipment shall have a valid 3RD party

4.1.10. All cranes shall have a valid crane inspection sticker
issued by SA or by an SA-approved third-party
inspection agency.
4.1.11. Crane lifts shall not be performed in wind speeds
exceeding 32 km/h (20mph} (17.4 knots) (9 m/sec},
unless otherwise specified by the crane manufacturer.

manufacturer’s load chart. The crane’s wheels shall be
raised completely off the ground.
4.3.5. All crane lifts shall be partially lifted (e.g., floated for at
least 3 seconds) to ensure rigging and lift integrity prior
to proceeding with the actual lift.
4.4. Falling materials 4.4.1. Barricades and warning signs shall be erected to keep
the load capacity of material handling equipment shall

work and verify compliance with applicable standards.
All Scaffold Supervisors shall be certified by Saudi
Aramco.
6.2.2. All scaffold work shall meet the requirements of this
General Instruction, the Saudi Aramco Scaffold Safety
Handbook.
6.2.3. Personnel shall inspect the scaffold tag before using the
platform. Green-safe to use, Yellow 100% tie off
required and Red-do not use Scaffold tag shall have
valid inspection
6.2.4. All scaffolds shall have installed toe boards to prevent
the objects from falling
6.2.5. Only qualified scaffolder shall do modification of
scaffold.
6.2.6. Tools and materials to be transported from and to
elevated areas shall be hoisted with the use of material

findings that found should be corrected and
communicated to the workforce to avoid mis-
communication.

shelter
