collaborate with Global Village during our forthcoming 28th season which shall commence on 18th October 2023 and
continue till 28th April 2024.

entertainment and cultural destination in the region.

1. Introduction

1.1. Business Background


Over the past 27 years, Global Village has catapulted from being a seasonal event featuring cultural handicrafts and foods,
to one of the largest seasonal cultural entertainment and themed retail destinations of the region. The 28th season will
operate for approximately 194 days starting from 18th October 2023 until 28th April 2024, with increase in new country
participation, ethnic restaurants, cultural shows, family entertainment & performances, rides, and concerts. The event is
expected to attract more than 9 million guests during the 194-day period. Kindly log on to www.globalvillage.ae for more

1.2. Purpose of this Request For Proposal (RFP)


Global Village’s international country pavilions are built to reflect the heritage, culture, arts, and cuisines of different
countries of the world and will be the heartbeat of the Global Village experience. Guests will be able to explore different
parts of the world, buying authentic wares with every detail of the experience being true to the country that it represents.
Over the years it has grown into a star attraction within the UAE. Today this major crowd puller has been transformed into
a unique international destination for tourism, entertainment, leisure, and culture. Global Village brings together diverse
customs and cultures covering a broad spectrum of activities including music, dance, art and handicrafts, theatre,
costumes, and cuisine.
Global Village is looking for reputable and experienced entities or companies from Dubai to set up country pavilions as
marked on the attached Global Village General Layout for the duration of the event. One (1) pavilion plots have been kept
open for potential new countries which do not have a specific assigned plot within the General Layout. Each pavilion shall
have stalls offering authentic products from the presented country, a façade representing the famous landmark(s) and
culture of the country, a Cultural Village representing the culture, live interactive folkloric demonstrations, and live
cultural shows.

1.3. Proposal Conditions


Applicants should note that any response to this RFP, including a proposal, does not abide Global Village to any course of
action resulting from its receipt and that Global Village may, at its sole discretion:

 Reject any response which does not conform to the instructions and specifications which are contained herein.
 Global Village may accept or reject, in whole or part, any and all proposals, request one or more re-submissions
or clarifications from any candidate, revise this RFP or cancel the RFP process without any liability
This document shall not be considered as a contract between Global Village and any applicant and no communication,
whether verbal or written by Global Village, personnel of Global Village during the course of the evaluation process shall
create such a contract.
All information and materials provided by Global Village for this RFP are confidential. Applicants are not allowed to
announce or release any information regarding this RFP without Global Village’s prior written approval.

The Global Village General Layout provided with this RFP is provided ONLY to indicate the locations and sizes of Country
pavilion plots for the season of 2023 – 2024. Global Village reserves the right to introduce and locate business concepts,
projects, and facilities without any limitation at its sole discretion within any area outside the indicated areas of Country
pavilion plots.

2. General Requirements

2.1 A Dubai based trade license with a relevant activity of either Exhibition Organizing or Events Management is mandatorily
required to submit a proposal in response to this RFP. If an applicant wishes to submit a proposal but does not have a
Dubai based relevant trade license, an initial trade name reservation certificate must be submitted along with the
undertaking letter shown in Appendix A.
2.2 Applicants must go through all the detailed requirements and submit all requested information as outlined in this RFP.
2.3 Applicants shall attend all orientation sessions scheduled by Global Village during the tender process to fully understand
the requirements for submission. The sessions will take place during the first week following the release of this RFP and
Global Village will notify applicants accordingly.
2.4 Local Authority approvals are mandatory requirements, and all requirements are detailed in the relevant sections. The
submission method shall comply with all the requirements as detailed in each section.
2.5 Global Village will evaluate proposals received in response to this RFP in accordance with the procedures established.
Global Village has the right to disqualify applications and proposals at any time prior to signing a lease agreement.
Information provided in response to this RFP is not for approval, but for evaluation purposes only. Final approvals of
drawings and other details shall be as per the authorities’ requirements.
2.6 The proposed pavilion façade, performance stage design, Cultural Village design and layout cannot be changed or amended
by applicants for any reason after submitting the proposal unless Global Village or local authorities require changes. In
case applicants conduct any changes, Global Village reserves the right to disqualify the applicant’s proposal and deposit
the tender bond cheque without any prior notice.
2.7 Applicants must comply with the requirements and guidelines stated in the Global Village Technical Guidelines Appendix
F and its amended updates and must align on the requirements and guidelines with the appointed Consultant and
Contractor.

3. Design and Construction (Refer to Appendix F for detailed Technical Guidelines)

3.1 Applicants must propose an authentic and attractive pavilion façade design and interior decoration for the pavilion that
reflects historical landmarks of the presented country. Pavilions facades must include an animated lighting to bring more
dynamism to the pavilion façade.
3.2 Applicants shall refer to all general notes mentioned in the Global Village General Layout available on the Global Village
Tendering Portal.
3.3 Global Village reserves the right to restrict some of the pavilion construction and theming materials to be exclusively
purchased from Global Village’s exclusive supplier, the applicant must adhere and comply with the related terms and
conditions governing such supply in terms of pricing and payment modalities.
3.4 Applicants must leave a minimum of 1.5 meters to maximum 2 meters area along the façade footprint for accommodating
structural design and obstruction free cat ladder, Global Village reserves the right to reject proposed designs which do not
comply to this requirement.
3.5 Shortlisted applicants shall submit detailed material specifications and sample boards to Global Village for its review and
approval. Global Village reserves the right to instruct to change the material and specification in line with statutory and
Global Village requirements. On award of contract, only the approved materials will be allowed inside Global Village
premises.
3.6 If a pavilion is required to be newly constructed for the event of 2023-2024, Global Village will enter into a renewable
agreement with the awarded applicant for event 2023-2024 with a provision for renewing the agreement for event 2024-
2025; subject to the performance of the awarded applicant during the first event of 2023-2024. A fifteen percent (15%)
rent increase will be applied for event 2024-2025 as part of the renewable agreement.
3.7 Awarded applicants for pavilion plots which contain an existing structure from the event of 2022-2023, are required to
conduct third party inspections of the existing structure through their appointed engineering consultant in coordination
with the relevant government authorities (Dubai Development Authority) to obtain the necessary approvals from DDA
before utilizing the existing structure. In case the awarded applicant fails to obtain the approval of the government
authorities for utilizing the existing structure for any reason, the applicant is responsible for building a new pavilion
structure at its own cost for the event of 2023-2024 without applying changes to its proposed rent. In that case, Global
Village may at its sole discretion enter into a renewable agreement with the awarded applicant for event 2023-2024 with
a provision for renewing the agreement for the event of 2024-2025; subject to the performance of the awarded applicant
during the first event of 2023-2024. A fifteen percent (15%) rent increase will be applicable for event 2024-2025 if a
renewable agreement is signed.
3.8 The applicant must provide RGBW LED lights along the corridor and Facade with DMX control. Global Village or its
appointed representative shall have the right to change or add program to the existing lighting setup and may control the
pavilion lighting as per Global Village theme or as the per the event requirement.

3.9 Shops fascia within the pavilion shall be themed in multiple themes to reflect different historical elements of the country.
3.10 Applicants are mandatorily required to theme the rear side of the main façade and all rear side elevations that are visible
to public from the adjacent pavilions, walkways, and access way. The design of the rear side of the main and visible façade
must be submitted clearly as part of the pavilion’s overall design.
3.11 Applicants shall develop all façade elements in three (3) dimensions and Global Village reserves the right to reject two (2)
dimensional printing directly on Styrofoam. Applicants shall ensure creating sufficient depth in any or all façade elements.
3.12 The awarded applicant will use the building material brands and manufacturers recommended by Global Village and will
purchase the polystyrene (foam) from the Global Village-approved polystyrene company.
3.13 Applicants are mandatorily required to provide a minimum of one access point with a staircase provision within the façade
for non-accessible areas where boom lifts cannot reach for emergencies. The staircase or ladder must be completely free
of obstructions regardless of the type of obstruction. Additional number of staircase requirements shall depend on the
length and size of the facade as directed by Global Village or Dubai Civil Defense (DCD).
3.14 Overall lighting of the façade and shop fascia shall be given high priority. Bright/cool white light fixtures are prohibited,
and only soft/warm white light fixtures (2,700K) are permitted. Lighting design shall be innovative and shall be done using
LED lights only. If Global Village requires any enhancement to the lighting design, the applicant shall adhere to the
instructions of Global Village. Lighting fixtures must be invisible to the eye and must be camouflaged as part of the
surrounding theming and shall be accessible for maintenance.
3.15 Outdoor areas within the pavilion are not permitted to have indoor lighting fixtures.
3.16 The external façade lighting must include a dimming provision and the applicant shall be responsible to control the façade
light and reduce the intensity of light during fireworks and upon request of Global Village.
3.17 Electrical connectors, junction box and fixtures utilized for the façade and pavilion shall have minimum rating of IP65.
Global village and its consultant reserve the right to reject non-compliant installations or non-compliant materials in full
or partial and the applicant shall be responsible to replace the fixtures and materials in accordance with Global Village’s
requirements.
3.18 Applicants shall provide individual certificates for all electrical and lighting installations and materials and shall be in line
with local codes and standards.
3.19 Applicants shall provide water proofing on the roof and at all intersections and end terminations in accordance with Global
Village requirements.
3.20 Applicants shall abide to all instructions and must carry out all necessary rectifications instructed by Global Village’s
appointed 3rd party inspection body or appointed Consultant.
3.21 Applicants shall immediately take corrective and preventive action for any or all non-conformities raised in form of Non-
Conformance Report (NCR) by Global Village appointed 3rd party inspection body or appointed Consultant.
3.22 Applicants shall provide fixed gates at the entrance(s) and exit(s) in accordance with Global Village requirements.
3.23 Applicants shall provide fencing along the façade to protect the themed elements and lighting in accordance with Global
Village requirements.
3.24 Corridor designs shall include landscape from the presented country, streetlights etc. Flooring shall match with the overall
design and shall be made using anti-skid materials. Use of additional features like water fountains, themed sculptures will
be an added value that will be considered in the evaluation. The width of the corridors and aisles must be minimum three
(3) meters wide and shall be free from habitual utilization and free from obstruction.
3.25 Pavilion façades must NOT reflect any religious monuments or landmarks such as mosques, churches, temples, etc.
3.26 Pavilion name signage must be built in and embedded within the pavilion’s façade and must not be built on any type of
anchors that emerge from the top of the façade. The signage should be in Arabic and English languages. Technical
specifications (material, dimensions, lighting type, and lighting color) of the signage must be submitted.
3.27 If Global Village allocates an external kiosk as part of the pavilion façade, applicants will build, theme and handover the
external kiosk to Global Village at least twenty (20) days prior to the event commencement day. The built-up external
kiosk must be embedded within the pavilion façade and must be designed and themed in accordance with the proposed
pavilion façade design. The built-up external kiosk will be a Global Village owned property that only Global Village has the
right to lease or use and cannot be leased by the applicant to a third party. Locations of pavilion external kiosks are clearly
outlined in the Global Village General Layout available in the Global Village Tendering Portal. The construction
specifications and requirements of the pavilion external kiosks are clearly outlined in Appendix B.
3.28 The assigned plot for this country pavilion is plot number P2 with a size of 3,594 square meters as shown in the Global
Village General Layout. This pavilion plot contains an existing pavilion structure from the event of 2022 – 2023.
3.29 Each pavilion must have a performance stage within the leasable area at a visible location with a minimum stage area that
must be consistent and proportional with the pavilion total area, as shown in the below table and is subject to Global
Village’s approval. Guest access to the pavilion stage shall be restricted and monitored by the pavilion’s appointed security
personnel.

It is recommended to position the performance stage nearby the Cultural Village while elevating the stage on top of nearby
shops for an improved overall guest experience within the pavilion.
3.30 Applicants shall theme and decorate the entrance and the Cultural Village area temporarily in accordance with Global
Village seasonal requirements and upon Global Village’s request.
3.31 The pavilion design shall allow a dedicated space of ten percent (10%) of the pavilion’s total area for the Cultural Village;
the Cultural Village shall showcase attractive monuments and landscape representing the country and shall be located at
any location within the pavilion plot.
3.32 The complete design and construction shall be done through a Zoning Authority (Dubai Development Authority - DDA)
approved consultant and contractor and the entire construction needs a final approval from all relevant authorities like
Zoning Authority, DCD and DEWA.
3.33 Global Village shall appoint a consultant to check the compliance of pavilion construction in terms of local authority and
Global Village requirements. The applicant shall fully cooperate and provide sufficient support for inspection (i.e., access
to the construction site, relevant information, drawings, material specifications, etc.) to Global Village’s appointed
consultant. However, the pavilion appointed consultant shall be fully responsible to ensure the legal compliance as per
local authority requirements.
3.34 Awarded applicants will be required to submit the approved pavilion design in 3DMax format after signing the lease
agreement with Global Village.
3.35 All materials used for the construction and finishing shall comply with the applicable local authority requirements and
Global Village management requirements. Global Village appointed consultant or representative shall reserve the right to
review and reject in case of non-compliance.
3.36 The minimum shop area is nine (9) square meters.
3.37 Applicants are required to provide at least one female dressing room within the pavilion.
3.38 In case of constructing or providing prayer rooms inside pavilions, prayer room locations must be reflected in the
submitted pavilion site layout. The prayer room facility must comply with the HSE guidelines and must pre-define the
gender (Male or Female).
3.39 Pavilion construction project timeline must be aligned with the schedule mentioned in clause 4.1. Any delay will result in
penalties to be issued to the pavilion organizer.
3.40 Pavilion construction shall avoid usage of wood for primary, secondary or as a cladding material. Paints used must be fire
retardant as a standard.
3.41 Rainwater drains for Pavilion roof shall be properly channelized through eaves and rainwater outlets.
3.42 The maximum built up shop area of the pavilion is 40% for all country pavilions regardless of the pavilion size.
3.43 Global Village will monitor incoming footfall at each pavilion by using footfall tracking sensors and will share the pavilion
footfall data with the pavilion organizer on a periodic basis. Each pavilion organizer must avail the following technical
provisions mandatorily.
3.43.1 Every pavilion entrance gate will include a footfall sensor to track incoming footfall.
3.43.2 Hardware, sensors, devices, and other equipment related to the footfall tracking system will be Global Village
owned property and shall not be removed by the pavilion organizer.
3.43.3 Pavilion organizers must ensure providing the following at least fifteen (15) calendar days prior to the event
commencement date:
a) Access panel at the top of every pavilion entrance gate arch as per GV instruction for Global Village
personnel to access the inner side of the arch for installation purposes.
b) Two (2) power sockets (13Amp) at the center of each pavilion entrance gate arch from inside.
c) Power should be dedicated to the sockets and not shared with any shop or any lighting fixtures.
d) During the park operational hours, no interference on the pavilion entrance gates is permitted and
the area beneath the entrance arch shall be clear from obstructions.
e) Pavilions must allocate a separate main distribution board for the footfall system power connection
and must not be connected to any other distribution boards of lights, façade, etc. The distribution
board shall be accessible to Global Village representatives only.
f) Pavilions must allocate a mount for sensor devices within the pavilion entrance. The exact position
will be assigned by Global Village.
3.43.4 Penalties may be issued for instances of turning off and/or causing damages to the sensors.

Notes

1. All the days are considered as calendar days (including weekends and holidays).
2. However, only working days will be counted for the relevant authority line items.
3. The completion date of the project (item no 16) should not exceed 9 Oct 2023.

5 Pavilion Administration

5.1 Applicants must provide a management office within the pavilion and always operate it during the operational hours of
the park. The management office shall have a dedicated pavilion manager who is bilingual and speaks English and Arabic
to be present during the operational hours to receive and track the guest feedback, complaints, and provide any necessary
support to Global Village. All received guest complaints relevant to the pavilion must be closed within twenty-four (24)
hours.
5.2 Any complaints received directly by the pavilion management must be logged clearly and shared with the Guests
Administration Department on weekly/monthly basis along with the complaint rectification action taken by the pavilion
management.
5.3 Pavilion organizers must adhere to the refund policy of consumer rights of the Dubai Economic Department and ensure
implementation by all exhibitors.
5.4 Global Village will deploy a cashless payment solution, consisting of payment devices, wallet solutions and any other
technology which enables customers to pay by their mobile phones, and the awarded applicant will ensure that all its
exhibitors implement it and comply with its terms and conditions and do not share their credit card device with any other
exhibitor.
5.5 Storage is not permitted inside the pavilions; applicants shall utilize the storage facilities provided by Global Village
management. In case any additional storage is required, applicants shall arrange for private storage facilities externally.
5.6 All pavilions shall have dedicated CCTV systems as per the requirements of Security Industry Regulatory Agency (SIRA)
installed before operating the pavilion. Global Village shall charge AED 25,000.00 (Excluding VAT) per pavilion for CCTV
complete installation.
5.7 The CCTV room shall have dedicated access and must be secured and shall have restricted entry only to Local Authorities
and Global Village appointed representatives.

5.8 Pavilion organizers must comply with the requirements of Security Industry Regulatory Agency (SIRA) and provide the
number of security guards which is required by SIRA on full time basis during operational and non-operational hours. The
security guards must be acquired through one of the approved following security companies:
 TRANSGUARD
 G4S
 ARKAN
5.9 Pavilions must allocate proper information screens showcasing the available daily cultural shows timings and some
related information about the shows to guests.
5.10 The screens can also provide details about the available interactivity, Cultural Village information, pavilion layout, etc.
5.11 Information screens can be placed at the pavilion entrance or Cultural Village.
5.12 The required number of security guards varies according to the size of the pavilion as outlined in the below table:

5.13 Every pavilion must assure the service of one radio device (walkie-talkie) in order to communicate with the required local
authorities in case of emergency.

6 VAT Compliance & Payment Solutions

6.1 The awarded applicant will appoint the Global Village approved Tax Agent to manage all VAT registrations and/or de-
registrations and VAT returns of exhibitors and take all necessary procedures to ensure all exhibitors are fully compliant
with the UAE VAT law, except for those which verify that they have already appointed their own tax agent.
6.2 The pavilion organizer must ensure that all exhibitors including non-taxable exhibitors provide a second copy of every
issued sales invoice to Global Village upon Global Village’s request along with a summary of sales made by date.
6.3 The VAT registration certificate is mandatorily required with the shop tenancy agreement to approve the shop contract
on the system for issuance of visas. If the exhibitor’s forecasted revenue is less than the annual threshold of AED
375,000.00, the exhibitor must submit a dully signed FTA declaration form which waives the exhibitor from the VAT
registration and VAT collection from customers.
6.4 The VAT registration threshold for exhibitors conducting business only in Global Village (on seasonal basis), irrespective
of their domicile (local and foreigners) is prorated to AED 1,000 per day. If the Exhibitor’s forecasted daily revenue is equal
or greater than AED 1,000, the VAT registration is mandatory.
6.5 Pavilion organizers will be subject to new rules, regulations, requirements, amendments, and updates that are mandated
by the FTA at any time during the season if any.
6.6 To ensure full compliance with the VAT laws, in terms of recording and keeping records about the sales transactions,
Global Village will deploy its own POS system across all pavilions, the applicant shall comply with the following rules
related to the POS System:
a) Global Village uses a POS System, which must be implemented and used by all pavilion exhibitors.
b) Global Village will appoint an exclusive supplier to provide POS Machines and licenses and the applicant
agrees to obtain the required POS Machines and relevant licenses only from the exclusive supplier and
comply with such supplier’s purchasing terms and conditions.
c) The applicant shall ensure its exhibitors shall bear the cost of POS System.
d) The applicant shall ensure that all payment and cash points are provided with POS Machines.
e) The applicant shall ensure that its exhibitors must use the POS System throughout the season and ensure
that no other methods of sales are used in the pavilion.

7 Products and Exhibitors

7.1 The percentage of authentic products showcased within the pavilion must be achieved at a percentage of 100% authentic.
7.2 Pavilions must showcase diversified authentic product lines. A minimum of six (6) product categories must be showcased
in the pavilion and the product categories must be distributed equally within the pavilion. Each product category should
not exceed 20% of the total leasable area in the pavilion and the percentage may increase up to a maximum of 30% for
one major product category only.
7.3 The following product category lines are not permitted inside this pavilion plot:

7.4 Pavilion organizers must ensure that all shops in the pavilion have clear and visible price tags on all their products and
merchandise.
7.5 The awarded applicant will ensure that each exhibitor complies with the Professional Image Guidelines regarding their
attire in the Pavilion. Global Village may reject any exhibitor’s staff attire in its sole discretion.
7.6 Pavilion occupancy of the shops shall be 100% ready with exhibitors and merchandise on the event’s commencement date.
7.7 Global Village will regulate the F&B activity within the pavilions, whereas the total area for food and beverages activity
within this pavilion must not exceed Ninety-Six (96) sqmtrs; maximum area per shop is 12 sqmtrs.
7.8 The applicant will ensure that there are no restaurants or cafeterias in the Pavilion and that no food items are sold that
are not Country-Authentic and have not been approved by Global Village. The Applicant agrees and acknowledges that
only sweets, cold and hot beverages; and ice cream are allowed to be sold in the Pavilion while Popcorn is prohibited.
7.9 Global Village strictly prohibits all kind of roaming sales outside the pavilions. Tamar Hindi sellers should stay inside the
pavilion and should be part of the food and beverage shops limit within the pavilion
7.10 Pavilion organizers must use the standard shop tenancy contract template provided by Global Village to sign all
agreements with exhibitors.
7.11 Global Village reserves the right to reject any un-authentic product and/or exhibitor as per the outlined percentages.
7.12 Pavilion organizers must only charge exhibitors for shop rental and must not apply any additional charges (for example:
marketing, promotions etc.) other than the amount mentioned in the signed tenancy contract.
7.13 Awarded pavilion organizers are strictly prohibited to sublease managing and operating the pavilion to a third party or
assign delegation of authority/power of attorney to another company. Managing the shops or subleases is the
responsibility of the awarded pavilion organizer and any fines/penalties imposed on shops will be recovered from the
pavilion organizer.
7.14 Global Village operational hours during the event are 4:00 pm to 12:00 am on weekdays and 4:00 pm to 1:00 am on
weekends (Thursdays, Fridays and Saturdays). Operating hours during holidays will be communicated accordingly by
Global Village. Global Village reserves the right to extend or change these hours or to close the event’s operations during
any emergencies or as and when required without prior notice and without any compensation.
7.15 Global Village will be producing and providing shopping bags, cups, food & beverage packing and other branded
merchandise to be used mandatorily in all the shops of the pavilion for a specified fee.
7.16 The pavilion’s Cultural Village area is mandatorily required to have a traditional seating area where an authentic
traditional beverage can be served to guests for a specified fee. This beverage must be prepared at a nearby shop, and it
could be traditional coffee, traditional tea or any other traditional beverage that reflects the culture of the country. The
nearby shop is also permitted to offer authentic desserts which go along with the offered traditional beverage. The only
permitted preparation methods for preparing desserts in the nearby shop are using electrical equipment. Charcoal and
Liquefied Petroleum Gas are strictly prohibited.
7.17 40% of all exhibitors and products combined must be acquired newly from outside of the UAE.
7.18 Global Village will be checking and verifying Shipment Documents (e.g., Invoices, certificate of origin, bill of lading …etc.)
and checking product’s pictures.
7.19 Global Village reserves the right to conduct Visual Inspections at the gates.
7.20 Global Village reserves the right to conduct Visual Inspections at the pavilion’s entrances.
7.21 Global Village reserves the right to conduct Visual inspections during shops setting and goods unpacking.
7.22 Shops selling cheese (if approved by Global Village) shall not face the sun and shall be in an area within the pavilion which
must be shaded and not facing the sun.
7.23 Global Village will implement a system to track all merchandises entering to Global Village, and the applicant shall ensure
its exhibitors comply with the terms of use of this implemented system.
7.24 The applicant shall agree and acknowledge that Global Village may reject any exhibitor or require the termination of the
applicant sub-lease agreement with any exhibitor at any time, with or without reason, in which case the applicant will
immediately comply without objection. Global Village reserves the right to blacklist any exhibitors from participating in
Global Village as it deems necessary.
7.25 Global Village may regulate the dress code of the exhibitors to achieve a culturally authentic look, at least for the majority
of pavilion shops.

8 Entertainment and Guest Experience

8.1 Cultural Village

8.1.1 The assigned Cultural Village of the pavilion as reflected in the Global Village General Layout shall reflect cultural and
traditional activities, places and/or landmarks of the presented country.
8.1.2 The Cultural Village shall showcase the heritage of the country in the form of a museum, art gallery and display of
cultural monuments and activities.

8.1.3 All displayed monuments, sculptures, landmarks, and other elements must be clearly described and introduced to the
guests by using informative display boards or screens. A minimum of Two (2) informative monuments must be
showcased within the Cultural Village.
8.1.4 A dedicated tour guide must be allocated within the Cultural Village to provide guests with relevant information about
the Cultural Village content (interactivities, handcrafters, monuments & so forth). The tour guide must wear authentic
attire.
8.1.5 A minimum of Five (5) interactive live demonstrations (such as carpet making, pottery making, pearl harvesting, etc.)
are mandatorily required for the full duration of the season. The provided interactivity concepts may be
commercialized by the pavilion organizer and the showcased product may be sold to guests. Each interactivity
concept must reflect authentic look & feel and shall not exceed Two (2) sqmtrs.
8.1.6 The pavilion’s Cultural Village should be at least 10% of the total pavilion size.
8.1.7 Pavilion organizer may allocate cultural/traditional seating areas within the Cultural Village that must incorporate an
authentic design. A nearby shop may cater authentic beverages to the cultural village seating area. Pavilion organizers
are free to position the Cultural Village at any location within the pavilion plot.

8.2 Cultural Shows

8.2.1 Pavilion organizers shall organize cultural and traditional authentic shows in the pavilion, and it is mandatory to
provide shows for the full duration of the season.
8.2.2 The cultural shows proposed during the tender process must be a 100% direct representation of the performances that
will appear in the pavilion. If the actual cultural shows in the pavilion are of lesser quality or vastly different from the
proposed cultural shows, the shows will be rejected and all shows will be cancelled until the appropriate replacement
is made and a fine will be incurred.
8.2.3 The stage design presented during the tender process must be a 100% direct representation of the actual stage that
appears in the pavilion. If the stage in the pavilion is of lesser quality or vastly different from the sample that was
presented, it will be rejected and a fine will be imposed until the improvements have been made.
8.2.4 All technical equipment including speakers, speaker stands, keyboard stands, wires, soundboards, monitors, trusses,
lighting fixtures and any other equipment must be hidden from view of the audience. All of these elements must be
considered and worked into the overall stage design, with a keen eye on hiding or theming all of these items.
8.2.5 The sound and light specifications should be submitted for approval as part of the stage design submitted within the
proposal. Speakers and lights should be incorporated, dressed, and hidden within the stage design.
8.2.6 The pavilion performance stage shall not be used for conducting any type of speeches, awarding or opening ceremonies.
8.2.7 In case of failure to bring in the agreed shows as per the proposals, Global Village will deduct a specified amount from
the given security deposit cheques.
8.2.8 Pavilion organizers shall have a dedicated music system inside the pavilion and shall play instrumental music which
shall be always provided by Global Village during the operation in line with Global Village policy. Quality of the sound
system will be approved by Global Village and if found unfit will be replaced by Global Village and charged back to the
pavilion organizer.
8.2.9 Performances at Global Village should always fall within the realm of family entertainment. In keeping with those
values, there should be no references to the following:
a) sex, sexuality, anything sexy or sexually suggestive.
b) politics, world leaders, wars, international rivalries, flags.
c) religion, gods, sacred items, religious iconography.
8.2.10 Costumes should also be very conservative and if there are fabric panels to cover exposed areas of legs, and body, it is
best to not make these fabric panels flesh colored, as guests in the audience may still think it is skin.
8.2.11 Every pavilion is required to provide cultural shows, 6 days per week for the entire season.
8.2.12 It is mandatory to participate in occasional Global Village road shows during the same period.
8.2.13 It is mandatory to participate in the Global Village parade once per week.
8.2.14 On New Year’s Evening (December 31), all pavilion entertainments must be in the park and must be available until 2am.
Pavilions that fail to provide entertainment on this evening will be fined.
8.2.15 Every pavilion cultural show must at least consist of a minimum of six (6) performers.
8.2.16 Each pavilion must be able to provide entertainment at any time during Global Village operating hours. Pavilion
entertainment can be scheduled as follows:
a) 4:30pm to 11pm Sunday through Wednesday
b) 4:30pm to 12am Thursday, Friday, Saturday, Holidays and Special Occasion.
8.2.17 Each pavilion has the following choices regarding the number and length of daily performances:
a) 6 x 10 minute shows, the performance must be at least 8 minutes in length.
b) 7 x 10 minute shows, the performance must be at least 8 minutes in length.
c) 8 x 10 minute shows, the performance must be at least 8 minutes in length.

d) 5 x 15 minute shows, the performance must be at least 13 minutes in length.
e) 6 x 15 minute shows, the performance must be at least 13 minutes in length.
f) 7 x 15 minute shows, the performance must be at least 13 minutes in length.
g) 8 x 15 minute shows, the performance must be at least 13 minutes in length.
8.2.18 Once the show begins, there should be no breaks in the performance. If the show includes more than one routine, the
following routine should begin immediately after the previous routine has ended, without a break in performance.
8.2.19 If a performer is sent home or for any reason leaves or is dismissed from Global Village, it will be the pavilion organizer’s
responsibility to immediately replace these performers without missing any scheduled performances.
8.2.20 Performances must begin at their scheduled start time. Performances must end before their scheduled end time. Tuning
of instruments must be done prior to the performance. If tuning instruments is done at scheduled performance time,
that performance will be marked as being late. If a band is performing, then sound check and tuning of instruments
must be done prior to the performance scheduled timing.
8.2.21 Shows beginning more than two (2) minutes after their scheduled time will be marked as cancelled. Shows beginning
late must not be extended beyond the program time slot.
8.2.22 All performers hired for Global Village need to be exclusively performing at Global Village during the time they are
contracted to perform at Global Village.
8.2.23 If a performer is in Dubai on a Global Village visa, and they perform outside of Global Village without approval from the
Global Village Director of Entertainment, the pavilion will be fined, and the performer could be sent home. (This
excludes external events that are part of the Global Village contracted activities, including school outreach programs
and Dubai Holding Entertainment (DHE) partner events.)
8.2.24 If the pavilion is waiting for visas for performers and the performers have missed their deadline to begin performances,
a daily report must be sent to the Culture & Entertainment (C&E) department updating the situation, until the situation
is resolved.
8.2.25 Each Pavilion has a responsibility to employ its entertainers solely for their own pavilion. Pavilions may NOT share
entertainers as this seriously impacts on park entertainment scheduling.
8.2.26 Stages must be kept clean and clear of any non-performance related items. The stage is not to be used as a storage space
at any time.
8.2.27 Pavilion organizers may increase the in coordination with the C&E Department.
8.2.28 Pavilions are expected to provide entertainment as dictated on the Global Village schedules. If the pavilion misses any
performance, for any reason, this will be regarded as an absence.
8.2.29 Missing a performance due to technical difficulties is a valid excuse. If a pavilion misses more than one show due to
technical difficulties, the case will be reviewed, and this will be regarded as an absence.
8.2.30 Pavilion organizers must adapt their performances shows during the holy month of Ramadan. The entertainment and
performance shows during Ramadan will be mandatory required and will be defined by Global Village entertainment
department.
8.2.31 Pavilion Organizers must install Public Announcement (PA) playing acoustic music. The music Content will be approved
by Global Village Entertainment department.

8.3 Walk-In Experience (Optional)

8.3.1 The pavilion organizer for this plot may allocate a minimum area of thirty (30) sqmtrs within the pavilion to introduce
a ticketed Walk-in Experience. The dedicated area must not be within the area of the Cultural Village. The proposed
concept within the dedicated area must be unique and primarily related to the culture of the country with an
edutainment element. Virtual reality concepts will not be accepted. The maximum ticket price for entry shall be AED
10. The proposed concept will be subject to Global Village final approval.

9 Facility Management, Health, Safety & Environment (HSE)

9.1 Each Pavilion will be responsible for general maintenance and upkeep of the facility and shall have a maintenance
contractor to oversee the entire season through its duration including at least one competent electrician for each pavilion
and the electrician to be made available throughout the park operating hours. The assigned team shall be available to
repair and fix all pavilion snags on priority basis. Details of the maintenance contract and team deployed shall be provided
to Global Village prior to the commencement of the season.
9.2 The applicant shall ensure that all cleaners are hired from one of the cleaning companies recommended by Global Village
and mentioned in the Pavilion Lease Agreement.
9.3 The applicant must ensure that the fire extinguishers that are deployed in Pavilions shall not be older than 5 years.

9.4 The applicant must comply and shall ensure its exhibitors comply with the COVID-19 precautionary measures, as amended
by Global Village and the local authorities from time to time, including the vaccination, where the applicant and its
representatives and exhibitors or contractors shall comply with the requirements pertaining to COVID-19 vaccination as
per the authorities and Global Village.
9.5 The applicant must pay to Global Village on top of the pavilion’s rent and other fees, the Safety Officer monthly cost
estimated at AED 1,500.00 (excluding VAT) per month per pavilion, the safety officer will be deployed from September 1st
2023 till seven days after the event expiry date or the end of the Move Out period, whichever come early.
9.6 Global Village will monitor the cleanliness of the premises of the pavilion which will be the responsibility of the pavilion
organizer to always keep it clean; Global Village will take the necessary action in case of failure of the organizer to always
maintain the pavilion cleanliness.
9.7 All pavilions shall have two stream waste bins (i.e., general, and recycled waste). The waste bins shall be in accordance
with the pavilion theming and the design shall be approved by Global Village.
9.8 All pavilions should have a pest control contract in place with a Dubai Municipality (DM) approved company.
9.9 Any manhole access point inside the leased area should not be blocked by the pavilion construction. Proper access to be
provided for any active underground manhole, water & electrical chambers if by default is within the leased area.
9.10 No accommodation or sleeping facility is allowed inside the Global Village premises.
9.11 The appointed consultant of each pavilion shall conduct inspection monthly throughout the season in order to ensure the
safety of the pavilion (inspection must cover structural safety, prevention of unauthorized modifications, ensuring safe
electrical connection, fire risk, healthiness of fire detection and firefighting systems etc). This inspection report must be
duly communicated to the Global Village Partner Happiness Center at the end of each month. Once the season ends, the
appointed consultant must conduct a final inspection of the pavilion and submit the inspection report to Global Village.
9.12 Pavilions must follow the guidelines of the Global Village Handbook and the Global Village HSE Manual.
9.13 Pavilions having water features (i.e., fountains, falls etc.) must comply with DM’s water quality requirements (i.e.,
microbiological and legionella tests). Water features shall be cleaned and chlorinated on a regular basis.
9.14 Each pavilion shall have a minimum number of fire wardens in accordance with the size of the pavilion. The fire warden
training certificate shall be either Level 1 or Level 2 fire warden training issued by a DCD approved training agency. In
absence of valid fire warden training certificates, pavilion staffs and exhibitors shall attend fire safety training arranged
by Global Village and this is chargeable to the pavilion organizer.
9.15 Pavilion organizers shall provide adequate lightings on the rear side facades/walls to provide a sufficiently illuminated
backside.
9.16 The pavilion electrician and pavilion consultant shall inspect the shops during and after the shop fit-out/décor works to
ensure electrical safety compliance. The pavilion organizer shall establish an electrical checklist for each shop of the
pavilion. The shop checklist shall be signed off by the pavilion electrician and pavilion manager. The same shall be duly
approved and stamped by the pavilion consultant. The pavilion organizer shall submit the approved checklists to Global
Village prior to opening of the shops. In absence of submission, Global Village has the rights to close the shops.
9.17 The awarded applicant will, if and when required by Global Village, appoint a fire alarm/firefighting company, accredited
by the relevant Government Authority, to inspect and/or maintain all firefighting equipment and procedures installed in
the Pavilion.
9.18 The awarded applicant will hire cleaners from the list of Global Village recommended companies, the minimum number
of cleaners will be determined by Global Village.
9.19 The awarded applicant will hire a full-time electrician for the pavilion from a Global Village approved company to oversee
the pavilion electricity maintenance and safety requirements throughout the event.
9.20 Pavilion Organizer must ensure that Flooring of Incense selling shops should be ceramic or fire rated material.
Pavilion organizers must adhere to the AC installation requirements of Global Village and NOT allow AC installation in
open shops. AC installation should be allowed only in fully enclosed shops within the authorized limit of power load.

10 Activations & Marketing

10.1 An Activation Fee of AED 1,131,600 (excluding VAT) to be paid to Global Village for conducting all necessary marketing
and promotions of the event.
10.2 The applicant shall create and keep active a social media page about the pavilion on Instagram, Facebook and Twitter. The
objective is to have more promotions about the pavilion.

11 Visas and Permits

11.1 Global Village will facilitate government services for a specified fee. Pavilion organizers shall bear the complete cost and
any deposits (if applicable) for all Local Authority approvals. Applicable fees are subject to change during the event if there
are any changes in the government fees, taxes, etc.

11.2 Global Village will only facilitate to smoothen the process of Visa applications. Global Village will not be held responsible
for any visa applications that are not approved or delayed by local authorities.
11.3 The percentage of authentic exhibitors within the pavilion which must be provided is outlined in the table below:

11.4 All exhibitors and pavilion investors shall require a Global Village Access Card (GVAC) issued by Global Village as per the
applicable fees.
11.5 The awarded applicant will comply with the numbers of exhibitor’s staff sourced from the country representing the
pavilion, and the ones resident in, and nationals of, the UAE as defined by Global Village.
11.6 Pavilion organizers must sign a shop tenancy contract with each shop owner within the pavilion as per the template
provided by Global Village and must submit the copy of the signed shop tenancy contract to issue GVAC and avail any
services from Global Village.
11.7 Global Village reserves the right and discretion to accept or reject Visa applications as per the authorities’ conditions.
11.8 Global Village reserves the right and discretion to accept or reject GVAC applications/services with/without any written
justification.
11.9 The GVAC will be handed over to the individual exhibitor directly to secure the receiver of the ID. A signed
acknowledgement by the exhibitor shall be taken prior hand over.
11.10 The signed shop tenancy contract must be submitted to Global Village for revision as shown in the below table timeline.
Failure to submit within the below given timelines will expose the pavilion organizer to penalties as per the agreement:

12 Proposal Submission Requirements

12.1 Trade License

a) Relevant and valid Dubai based Events Management or Exhibition Organizing trade license.
b) Passport, Visa and Emirates ID copies of all partners and service agents of the trade license.
c) If the applicant doesn’t have a Dubai based relevant trade license, an initial trade name reservation certificate
must be submitted along with the undertaking letter (see Appendix A).
d) Tax Registration Number Certificate.

12.2 Façade of the Pavilion


The submission of the pavilion façade must cover the following:

a) A brief text description about the façade concept to be provided.


Façade designs to be submitted in 3D with supporting pictures of Day and Night views.
 Façade elevation height details  Side’s view if visible to guests (day & night)

12.3 Performance Stage Design

 3D Conceptual Design & Layout of the stage clearly displaying the “look & feel” of the performance stage.
 Performance Stage must be decorated in an attractive manner to suit the overall pavilion concept.
 All sound and music speakers must be incorporated in the design in a themed manner to be hidden from
guests.

12.4 Pavilion Site Layout

The dimensions of proposed layout shall match with the dimensions specified within the Global Village General
Layout 2023 – 2024 (Available in the Global Village Tendering Portal). All Submission shall be in AutoCAD
format.

a) The Pavilion Site Layout must show the following:


 Corridor width.  Performance stage location and area.
 Number of each shop.  Cultural Village location and area.
 Area in square meter of each shop.  Emergency exits and evacuation layout.
 Management/Information office location and area.
b) Shops Distribution plan:
 Applicant must specify numbers of shops and areas of each shop in which the distribution plan must be
matching with the Pavilion Site Layout.
c) Facility Requirement Detail:

12.5 Company Experience

i. List of similar consumer exhibitions or events with evidence for the past two (2) years within the
UAE or internationally if applicable.

12.6 Interactivity

i. Activities must be proposed within the Cultural Village. Following details of each activity must be

12.8 Product Diversity

The pavilion shall cover a minimum of six (6) product categories such as; clothing, accessories, home furnishing,
etc. Each product category should not exceed 20% of the total leasable area in the pavilion. The percentage may
increase up to a maximum of 30% for one major product category only.

given minimum rate will be disqualified automatically. Minimum bid amount for this plot and country is AED
12,505,203.40 (excluding VAT).

Company authorized signatory must sign, stamp, and submit an acknowledgment and agreement letter agreeing
to all the Terms and Conditions of this RFP. Refer to Appendix E for the sample of the letter.

The Applicant will provide Global Village with post-dated cheques according to the agreed payment terms as condition to give
effect to the Lease Agreement, and receipt of the Leased Area. The non-compliance with this condition will result in voiding the
Lease Agreement and Global Village will award the Pavilion to another applicant.

14 Pavilion Insurance

14.1 The pavilion organizer must submit the below required insurances within seven (7) calendar days from signing the Global
Village Lease Agreement along with proof of payment of premium. It is mandatory to acquire all required insurances
through Noor Takaful insurance provider.
14.2 All the below insurance policies, except workmen’s compensation shall be in the name of Global Village Dubai LLC as
additional insured.

15 Proposal Processing Fee and Tender Bond Terms & Conditions

15.1 A proposal cannot be processed until:


 The non-refundable proposal processing fee of AED 5,250.00 (VAT inclusive) has been paid; and
 The tender bond cheque of AED 100,000.00 has been submitted.
15.2 The processing fee can only be paid through the Global Village Tendering Portal.
15.3 The tender bond cheque must be an un-dated cheque of a UAE bank in the name of your Proposal’s trade license applicant
made payable to ‘Global Village-Dubai LLC’.
15.4 If your proposal is unsuccessful, or if it is successful and you sign a lease agreement with Global Village and provide the
lease payment cheques to Global Village within one week after being notified of your success, Global Village will return the
received tender bond cheque to you.
15.5 If your proposal is successful but you do not sign a lease agreement with Global Village and provide the lease payment
cheques within one week after being notified of your success, Global Village will cash the received tender bond cheque.

16 Proposal Submission Procedures

16.1 The submission of the requirements (proposal) related to this RFP will be through Global Village Tendering Portal (GVTP)
ONLY, in which the investor shall obtain an access into the portal. Hard copy and Soft copy responses by email, CD or Flash
Memory and fax will not be accepted.
16.2 The investor which registered and completed Global Village’s Preliminary Registration (www.globalvillage.ae) will receive
a Username and Password to access Global Village Tendering portal if the submitted registration got accepted.
16.3 All requirements highlighted in the GVTP must be completed to obtain a Proposal Number.
16.4 After providing the required information, documents and processing fee through Global Village Tendering Portal, the
investor must approach Global Village main office to submit the following to complete the proposal submission:
a) Printed email notification which contains the Proposal Number.
b) Un-dated Tender Bond cheque of a UAE bank in the name of your Proposal’s trade licensed applicant made
payable to ‘Global Village-Dubai LLC’.
c) Original signed and Stamped Tender Bond Authorization Letter related to the tender bond cheque. Refer to
Appendix C to see the Tender Bond Authorization Letter which must be filled-in and signed by the authorized
signatory of the company.
d) Original signed and stamped Confidentiality Undertaking Letter by the authorized signatory of the company
available in the Global Village Tendering Portal.
16.5 Proposal Online Submission deadline through the GVTP is Wednesday 14th June 2023 5:00 P.M.
16.6 Submission of the required Proposal Number, Tender Bond, Tender Bond Authorization Letter and Confidentiality
Undertaking Letter of each proposal must be done by no later than Thursday 15th June 2023 5:00 P.M at the Global
Village main office.
16.7 Failure to provide the required Proposal Number, Tender Bond, Tender Bond Authorization Letter and signed
Confidentiality Undertaking Letter on or before the assigned deadline will cause in disqualifying the proposal
automatically.
16.8 Bidders are required to submit the requested information and documents ONLY. Once proposals are submitted to Global
Village, the proposals will be considered as Global Village property and will not be returned even if not accepted. Global
Village reserves the right to retain or discard all these information and documents upon its sole discretion without any
written notice to the bidder.
16.9 The bidder is responsible for all costs and expenses associated with responding to this RFP and Global Village cannot be
held liable for any costs incurred by the vendor regardless of the outcome.

17 Evaluation Approach
A set of evaluation criteria including Company Experience, Quality of Cultural Village Concept, Quality of Interactivity & Live
Demonstration, Bid Offer, Façade, Site Layout, Quality of Cultural Shows and Quality of Concerts will be used by Global Village to
evaluate all received proposals. Global Village reserves the right in its sole discretion to disqualify any proposal which does not
satisfy this requirements.

18 Contractual Information
The bidder is expected to contract on Global Village terms and conditions which will be provided at a later stage along with the
payment terms and schedule if the applicant is awarded.

19 Questions & Clarifications


Any questions regarding the interpretation or clarification of this document should be addressed to the Primary Contact by using
the Request For Information (RFI) shown in Appendix D. During the period following release of this RFP, all bidders will be
permitted to submit questions in writing. Global Village will respond to any questions submitted by any applicant, the original
questions and the responses will be shared with all applicants during the orientation sessions. The identity of applicants
submitting the shared question responses will be kept anonymous.
