The Packaging Act will come into force as of 01.01.2019.

What does this mean for you?

Essential for you as manufacturer or first distributor (first party circulating the
packaged goods on the German market) is the obligation to register (§ 9 Packaging
Act) and to report your data (§10 Packaging Act) to the Central Agency Packaging
Register LUCID.

According the the Packaging Act as a manufacturer or distributor you have to carry
out the LUCID registration and LUCID data reporting personally. You are not
permitted to charge a third party. Therefore we are not allowed to take over these
tasks for you.

As of 01.01.2019 you are not allowed to distribute packaging that have to participate
in a take-back system without registration at the Central Agency. Therefore it is
necessary that you register in time. In the registration registry LUCID there is one
section open to the public and listing all registered manufacturers or first distributors
with their brand names (if any). A packaging which has to participate in a take-back
system and whose manufacturer or first distributor has not registered with all relevant
data is subject to prohibition of sales.

What has to be done after registration?

After a successful registration please enter your registration number with us
immediately. You can view this registration number in our customer portal at any
time. It will also be displayed on our invoices.
As a customer of DSD you continue to report your packaging which has to participate
in a take-back system and which is subject to participation in our system. Due to the
new data reporting obligation (§10 Packaging Act) you additionally need to inform the
Central Agency of the same quantities reported to us.
We as a dual system are also obliged to data reporting (§20 Packaging Act). This
means that all quantities of packaging which have to participate in a take-back
system and reported to our house by your company will be transmitted to the Central
Agency by us stating your registration number. The reconciliation and control
between your and our packaging quantity report will then be carried out by the
Central Agency.

1. Enter manufacturer data

• Company name
• Language of e-mail communication (German or English)
• First and surname of the person authorized to represent the company

correspondence with the Central Agency
• Create password

You will receive an activation email with an activation link. This one must be used
within 24 hours in order to complete the registration, otherwise your data will be
deleted and you would have to start again with step 1 “Request access”.

Please enter here all brand names as they appear on the products or
packaging you place on the market. According to the size of your product
range it is helpful to keep a complete article list at hand. In addition to
manual input you can also import brand names (xml format).If no brand
names exist, please enter your company name or your name as a non-
registered trader.
6. Enter voluntary data (e. g. industry affiliation)

7. Check your data and transfer your application of registration

You will receive a confirmation e-mail with a possibly provisional registration
number.

Please return to our online portal and enter this registration number by
pressing the button “Enter registration number”.

Data reporting LUCID
Your data reporting to DSD will be carried out in according to the reporting rhythms
stipulated with us. Furthermore, the new Packaging Act obliges you from 2019 on to
transmit to the Central Agency the same quantities reports that you report to us (data
reporting).

As soon as you are completely registered with the central office LUCID, you can also
transmit the corresponding data report. To do this, log on to the LUCID-Login
(https://lucid.verpackungsregister.org/login). In your LUCID dashboard, the button
"volume report" will then be available.
