PROJECT PROPOSAL FOR THE 2022 NATIONAL ADAC PERFORMANCE AWARDS FUND

INCENTIVE

Incentive

I. RATIONALE (Describe the LGU’s current situation using data and/or resources to
establish the need for the project)

The municipality of Kalayaan, Laguna was given a drug-cleared status by Region


IV-A Oversight Committee on Barangay Drug Clearing Program on October 2018.
Also its three component barangays were also given drug-cleared status on year
2017 and 2018.

In reference to the issuances from Dangerous Drug Board and DILG regarding the
Drug Clearing program, all drug cleared barangay shall undergo on validation
process for the retention of drug-cleared status.
In this regard, there is a need to further strengthen the capacity of the Municipal
and Barangay Anti-Drug Abuse Council who shall lead in the barangay drug
clearing program particularly in the conduct of Community-Based Rehabilitation
Program (CBDRP), IEC Campaign and Monitoring and Evaluation.

II. PROJECT DESCRIPTION (Explain the project, including activities that will be
undertaken)

The Strengthening of the Municipal and Barangay Anti-Drug Abuse Council will
have 3 major components listed below:

1. Capacity Building
 Conduct of training /orientation / seminar
 Provision of logistical support to ADAC secretariat

2. Community-Based Rehabilitation Program (CBDRP)
 Intake interview
 Clinical Services
 Psycho-Spiritual Services
 Social / Sustainability Support Services
 Community Reintegration
 Monitoring

The 30-Sessions CBDRP, in adherence to DDB Regulation No. 4 s.2016,


makes use of the prescribed process flow for wellness and recovery for
people with substance use disorders. This incorporates the various stages
from advocacy and community mobilization, screening and assessment,
provision of appropriate treatment for drug abuse, rehabilitation services
and sustainability programs, to the aftercare and follow-up or community
reintegration.

3. Advocacy Campaign
 IEC Campaign / Symposium / Forum on anti-illegal drugs
 BIDA Program

The major output of the abovementioned activities is the Sustained


Drug-Cleared Status of the municipality and three (3) barangays.

III. OBJECTIVES (List the objectives of the project)

 To capacitate the M/B ADAC to further strengthen and ensure its


functionality;
