The Congress Legislature Party (CLP) meeting on Thursday evening turned into a stormy
affair, after several legislators are learned to have complained about lack of funds, while
accusing some state Cabinet ministers of not being accessible to MLAs.

Causing further embarrassment to the Congress, a letter purportedly written by a Congress MLA
was leaked to media platforms, in which the MLA urged Chief Minister Siddaramaiah to appoint
him as an Officer on Special Duty (OSD), as he was unable to do any work as an MLA.

However, latest reports suggest the differences were sorted amicably, after the intervention of the CM
and the Deputy CM, while the leaked letter was dismissed as an “inside joke”.

Speaking to The Indian Express, a senior MLA said that at the meeting, many complained about
state Cabinet ministers being inaccessible. “However, in their complaints, none of the MLAs
singled out any minister,” he said. Among topics discussed at the meeting was a letter written by
Congress MLA B R Patil and signed by 11 legislators about non-cooperation of some ministers.
“That discussion could have become heated. However, one of the signatories, MLA
Shivalingegowda, who had joined the Congress from the JD(S) earlier this year, quipped that he
had signed the letter thinking it was ‘Congress culture’. It took the sting away from the
discussion,” the senior Congress MLA said.

According to sources, Siddaramaiah chastised MLA Basavaraj Raya Reddy — another signatory
— when he said the letter was written to grab the CM’s attention. He then asked Reddy to raise
his grievances directly with him, instead of resorting to such tactics.

Meanwhile, another letter, attributed to Basavaraju V S, was circulated in the media, in which
the Channagiri MLA requested the CM to appoint him as an OSD or Personal Secretary of any
minister, as “none of his requests received any response”, so that he could get some work done
for his voters.

While there were reports that the letter was submitted to the CM and Shivakumar, the senior
MLA said the letter was circulated among party MLAs “as a joke”.

The issue of funds for development works was a key topic of discussion at the meeting, said
sources. While responding to demands for grants recently, Shivakumar had said that
developmental activities could not be taken up this fiscal due to the allocations already made for
various guarantee schemes promised under the Congress’s poll manifesto.

Speaking to reporters after the meeting, Transport Minister Ramalinga Reddy dismissed
speculations of rancour within party ranks. “All MLAs are happy. There was just one demand,
which is to release funds for MLAs as soon as possible. Apart from that, there was nothing,” he
told reporters.

An MLA, on the condition of anonymity, said that after the CM’s hour-long speech, where he
requested MLAs to ‘accept the situation’, many legislators suggested resource mobilisation
measures to ensure that grants for MLAs could be released.
