1. Introduction

Under Law L/2022/0010/CNT, Local Content refers to a set of requirements related to

aspects of local development and the improvement of the living conditions of local
populations by encompassing initiatives to promote, across the entire value chain of
projects, notably:

 The use of national goods and services.

 The integration of the national private sector.

 Employment of nationals and development of the local workforce.

 Transfer of technology and skills.

2. Objectives

CHEC's goal is to ensure alignment with the provisions of Law L/2022/0010/CNT

for the efficient, safe and sustainable implementation of GI activities in Morebaya .

3. Local Content Strategy

Our local content strategy for the GI work in Morebaya will involve the following key
elements:

Recruitment and training: We will prioritize the recruitment of local field technicians, and
support staff. We will also provide training and development opportunities to build local
capacity andexpertise.

Partnerships with local organizations: We will establish partnerships with local universities,
research institutions, and community organizations to leverage their knowledge and
expertise in the survey.

Community engagement: We will also seek to create employment opportunities for local
residents according to the recruitment procedure.

4. Implementation

To implement the LCP, we will undertake the following activities:

4.1 Local labor

We Will hire twelve (12) local unskilled junior Offsiders for drilling work.We will hire
nine (9) local security guards to look after the onsite equipment and material, and
protect the site camp.

We will hire one (1) HSE officer , two (2) Safety supervisors and one (1) first Aider to deal with
HSE work onsite and on the camp.

In addition, We shall to hire 4 drivers and 2 Radio Operators to work on site. They will work
for CHEC and SBIB.

The recruitment will be done both through the community and the website at the same time
from Apr 11 to Apr 17.

4.2 Local laboratory

For some soil/water sample chemical test, which cannot performed in site laboratory, it will
be done in Gamal Abdel Nasser University of Conakry’s laboratory and Office National de
Contrôle de Qualité de Guinée.

4.3 Local Supply

Procurement: We will prioritize the procurement of goods and services from local suppliers
wherever possible, including equipment, fuel, and other materials.

We will rent 5 vehicles for the transportation of our workers and equipment, such as SUV,
pick-up.

We shall to purchase personnel and equipment insurance from local insurance companies.

5. Monitoring and Evaluation

To monitor and evaluate the effectiveness of the LCP, we will undertake the following
activities:

Regularly assess the level of local content in our GI work in Morebaya.

Collect feedback from local stakeholders on the effectiveness of our local content strategy.

Conduct regular environmental and social impact assessments to identify any negative
impacts of the survey and develop mitigation strategies.

Monitor the progress of our recruitment and training programs for local staff and assess their
impact on building local capacity.

Our LCP for GI work in Morebaya outlines how we will engage local resources, skills, and
knowledge to carry out the survey efficiently, safely, and sustainably. By prioritizing local
content, we aim to maximize the benefits of the survey to the local community and build
long-term partnerships with local stakeholders. We are committed to implementing the LCP
and monitoring its effectiveness to ensure that we achieve our objectives and meet the
expectations of local stakeholders.
