EXECUTIVE ORDER NO. 03

“AN ORDER ORGANIZING THE BARANGAY PEACE AND ORDER


COMMITTEE”

WHEREAS, to ensure the safety and protect the people from various incidents that pose
serious threat to peace and order and public safety in the country like violent extremism
there is a need to have functional committee to harmonize its duties and responsibilities
in the existing and new policies and laws;;

WHEREAS, the 1987 Constitution of the Republic of the Philippines, particularly


Article II Section 5, declares as one of the State`s Principles, that the maintenance of
peace and order, the protection of life, liberty, and property and promotion of the
general welfare are essential for the enjoyment by all the people of the blessings of
democracy;

WHEREAS, Executive Order No. 366 dated September 5, 1996 was issued requiring all
barangays to organize the Barangay Peace and Order Committee (BPOC) to serve as the
implementing arm of the City/Municipal Peace and Order Council at the barangay
level;

NOW THEREFORE, I Daniel V. Magsipoc, Punong Barangay of Barangay Poblacion


4 by virtue of the powers vested in me by law do hereby order:

Section 1. There is hereby organizing the Barangay Peace and Order Committee(BPOC)
of Barangay Poblacion 4.

Section 2. The BPOC shall be composed of the following:

Section 3. The BPOC shall have the following functions and responsibilities:

a. Monitor and coordinate the implementation of peace and order programs


and projects at the Barangay level;
b. Serves as an information-gathering mechanism;
c. Monitor and check the nefarious activities of criminal elements;
d. Identify barangay constituents with strong deviant behavior for referral to
appropriate authorities;
e. Maintain continuing dialogue, close coordination and rapport with the
higher levels of the peace and order and public safety councils in their area
of responsibility;
f. Monitor, coordinate and supervise the operation of all community-based
anti-crime movements within the barangay;
g. Make periodic assessment of the prevailing peace and order situation in
their respective areas of recommendations to the higher-level Peace and
Order Council, and
h. Perform such other functions, which may be assigned by the higher level
peace and order councils.

This order shall take effect immediately.
