SUBJECT : Initial Investigation Report on Hacking Incident

II. Initial Findings:

3. At around 10:00 a.m. of July 31, 2009, a hacking incident occurred at


Barangay San Pascual, Basud, Camarines Norte. The victims were identified as Lylia D. Archivido and
her husband Ruben A. Archivido of Basud, Camarines Norte.

4. Initial Investigation revealed that while Ruben and Lilia were on


their way home after cultivating their land at San Pascual, they chanced upon Armando who was on his
way to the mountains. Armando intentionally bumped Lilia, which resulted in an argument. Ruben
intervened and urged Armando and Lilia to just move on. They agreed. However, immediately after
Ruben and Lilia turned their backs, Armando suddenly hacked Lilia from behind. Upon hearing a thud,
Ruben turned around and saw Armando hacking Lilia with his bolo. Lilia retaliated but was no match for
Armando. She was severely injured and fell on the ground. Ruben rushed to his wife’s aid. While he was
removing his raincoat and unloading the cassava he was carrying, Armando suddenly started hacking him,
inflicting injuries on his face, shoulders and arms. Ruben left Lilia’s side to seek help from people in the
barrio. On his way, he met Edgar Ponaya, who went to the barangay and reported the matter. Thereafter,
Edgar took Ruben to the Camarines Norte Provincial Hospital. Unfortunately, Lilia succumbed to her
injuries. When the barangay officials arrived at the crime scene, they discovered Lilia’s lifeless body.

III. Recommendation/Disposition:
5. It is recommended that appropriate charge of MURDER be filed
against Armando A. Archivido.

DATE : August 10, 2009

2. In connection with the above references, the cadaver of the victim Lylia
D. Archivido was brought to Municipal Health Office at Daet, Camarines Norte for Post-Mortem
Examination. The cause of death of the victim was hemorrhagic shock caused by the several hacking
wounds on her right leg and left leg.

3. On August 3, 2009, operatives of this station composed of SPO2 Enteng


Kabisote and PO3 Pedro Aguinaldo went at the crime scene at Barangay San Pascual, Camarines Norte
and found the weapon used by the suspect at a nearby area.

4. Forensic examination on the blood recovered from the weapon was


conducted and it shows that the blood recovered came from the victims Lylia D. Archivido and Ruben A.
Archivido.

5. Further, a complaint was filed to the prosecutor’s office and issued an


invitation to the suspect and upon reading his right he was subjected to custodial investigation. However,
the suspect claimed self-defense.

6. Final report will follow.

III. Facts of the case

IV. Discussion
12. The conflict between the two parties started from their disagreement
on the land they shared which each of them have 2.68 hectares. Armando demanded for a bigger portion
of the land but was disagreed upon by Ruben and their mother. Their fight escalated on July 2, 2009
where Armando threatened to kill Ruben and his wife which is recorded in their barangay blotter.

V. Conclusion
13. After thorough investigation, probable cause exist that the herein
suspect is criminally liable.

VI. Recommendation
14. Wherefore, in view of the foregoing, the undersigned respectfully
recommends that this case be closed.
