SCHEDULE 7
COMMISSIONING AND RELIABILITY RUN TESTS

1. Commissioning test
a) Switchyard Tests under Section 8.2(a)

Prior to establishing interconnection of the Seller Interconnection Facilities with the


Purchaser Interconnection Facilities to enable the Seller Interconnection Facilities to be
energized, the Seller shall carry out the following tests in relation to the Seller
Interconnection Facilities:
(i) functional testing and timing of high voltage switchgear in the switchyard of
the Complex;
(ii) substation transformer over-current and earth fault;
(iii) high voltage bus-bar protection;
(iv) trip logic test;
(v) the following transformer tests;
A. visual inspection;
B. vector group test;
C. ratio test;
D. functional test;
E. protection relay test;
(vi) over current protection relay test;
(vii) numerical line protection relay testing;
(viii) high voltage cable testing;
(ix) CT primary injection test; and
(x) breaker failure logic test.

In order to tie the Seller’s yard with the 220kV transmission line, through in and out
arrangement, the Seller with the help of the Purchaser shall arrange witnessing/execution
by the Purchaser of the following tests as per Prudent Utility Practices. The Seller shall
allow and facilitate the Purchaser in witnessing the said tests:
(i) distance relay testing;
(ii) over current relay testing;
(iii) line differential testing;
(iv) auto-recloser testing;
(v) circuit breaker testing with related isolators and CT & PT testing;
(vi) earth resistance test of yard and terminal tower;

(vii) End to end tele protection testing in the presence of NTDC Representatives
(viii) Local testing and end to end testing of plant signals up to NPCC and backup
control center (BCC Jamshoro) in the presence of Telecom and NPCC
representatives as per approved signals list from NPCC
(ix) Speech /Voice test as per approved numbering plan with remote ends and
NPCC
(x) surge arrester testing;
(xi) Breaker failure testing
(xii) Busbar protection testing
(xiii) Trip Logic Verification
(xiv) Control and Interlock Logic
(xv) Substation Automation System, Control and fault recording system
verification
(xvi) Stability test through primary injection
a. Line Differential
b. Transformer Differential
c. Bus Bar Differential

b) Commissioning Tests under Section 8.3(b)


Part-1:

The following electrical tests shall be carried out in accordance with the procedure and criteria
recommended by IEC 62446 for commissioning of PV Arrays:

(i) Continuity of protective earthing and/or equipotential bonding conductors.


(ii) Polarity test.
(iii) PV string - open circuit voltage measurement.
(iv) PV string - current measurement.
(v) Functional tests of Combiner and Invertor
(vi) PV array Insulation resistance test.
(vii) Earthing Resistance Test at Combiner Level
(viii) Communication of Invertor Arrays with CMS
After successful completion of the abovementioned tests for each PV array, in accordance with the
procedure and criteria mentioned in IEC 62446 (confirmed by the original equipment
manufacturer) submitted to the Purchaser twenty (20) Days prior to commencement of such tests,

the Engineer will issue a certificate of completion of each PV array testing (“Certificate of
Completion of each PV Array Testing”).
The procedures for the conduct of the Complex Test shall be submitted by the Seller and vetted by
the Engineer for the approval of the Operating Committee.
Part-2: Reliability Run Test
On completion of below mention test for the Complex, the Engineer shall issue the Certificate of
Readiness for Reliability Run Test.
Following issuance by the Engineer of the Certificate of Readiness for Reliability Run Test, the
Seller shall undertake the Reliability Run Test.
(i) A reliability run test of the Complex will be carried out as part of the Commissioning tests
and must be satisfied prior to the Complex being certified as “Commissioned” by the
Engineer.
(ii) This test is to run the Complex continuously at maximum possible load, as per prevailing
Ambient Site Conditions for aggregate period of 48 day hours on consecutive days (as
stated in Table1 in schedule 2).
(iii) The purpose is to confirm that all individual equipment can operate continuously, within
its Technical Limits, without exceeding any of its safe limits without being damaged.
(iv) The test shall have been satisfactorily completed only if it continues, without any
interruption, for not less than 48 day hours on consecutive days (as stated in Table1 in
schedule 2) with 90% minimum availability of DC capacity.
(v) Any fault/tripping in major equipment of Complex including but not limited to Power
Transformers, HV Bus Bar, Main and Back-Up Metering System, Circuit Breakers,
Disconnector Switch, Surge Arrestors, CTs/PTs and MV Cables during RRT shall render
the test to fail and shall reset the RRT clock.
(vi) In case of failure of RRT, the Engineer shall analyze the cause of failure or interruption in
coordination with the EPC Contractor and prepare the Root Cause Analysis (RCA) report
for submission to the Seller and Purchaser prior to the notice of Seller for any subsequent
RRT attempt pursuant to Section 8.3(e). Upon completion of maintenance/remedial work,
the Engineer shall prepare and present a report to the Seller and the Purchaser
simultaneously, certifying the Complex being ready for any subsequent attempt of RRT.
(vii) Any fault in the Complex Monitoring System including interruption in live monitoring of
the Complex or any software issues shall render the test to fail and resting of the RRT clock.
(viii) Any interruption due to ambient conditions and Grid behavior outside Technical
Limits will be ignored and shall not reset the RRT clock.
(ix) During the test period, the solar irradiation shall be measured uninterrupted by irradiance
meter on site and the output power of the facility shall be measured and recorded as well.
(x) If the PV system goes “off line” due to grid faults and Ambient Site Conditions being
outside Technical Limits, this time is included in the reliability period since the system is
“off line”, but available for operation.

(xi) The procedure for the conduct of Complex test shall be submitted by the Seller and vetted
by the Engineer for the approval of the Operating Committee.

Upon successful completion of Complex Reliability Run Test, a certificate for Complex
Commissioning will be issued by the “Engineer”.
