Amman, Jordan.

2. Project Scope and Details

2.1 Scope of Works

The project is located in Zarqa Governorate on plot number (702) in Al-Hashimiyah village,
with a total land area of (14,060,070) square meters. An area of (300,000) square meters has
been allocated for the project, with a total built-up area of (155,000) square meters. The
project includes the hospital building, outpatient clinics building, mosque, residential and
dormitory buildings, nursery, storage buildings, security and protection building,
administration building, service buildings distributed throughout the project site, internal
roads, parking lots, squares, external and internal walls, trees, basins, landscaping, green
spaces, water features, canopies, playgrounds, water wells, areas designated for solar panels
and gas distribution stations, infrastructure works, and retaining walls, purification station,
and substation. In addition, it includes all electromechanical works, medical equipment, and
medical furnishings related to the project.

6. Roles and Responsibilities

6.1 Project Manager (PM)

The Project Manager shall undertake his specific roles and responsibilities with regards to
Traffic Management & logistics by ensuring the following:

 Perform all tasks associated with traffic management in accordance with legislation
and client/consultant HSE requirements.
 Responsible for setting up, managing and controlling the site traffic management by
liaising with authorities and client and consultants.

6.2 Construction Manager (CM)


 Managing other similar traffic controls barriers, signs & devices regardless of
weather conditions.
 Ensure the safe management of work zones or for all road diversions.
 Ensuring compliance with requirements of the OSHAD CoP 44.0 – Traffic
Management and Logistics

6.3 Sr. HSE Engineer/ Officer

 Ensure NOC/Permit is obtained from the authorities prior to any road construction
activities or road diversion works.

 Ensure appropriate temporary traffic management is established to minimize the risk


associated with traffic movement.
 Ensure the drivers & operators are trained and competent to do their job, also
having valid UAE driving license and TPC.
 Ensure adequate traffic control measures such as barriers, warnings signs, beacon
lights & devices are provided.
 Ensure exclusion zone is provided to restrict entry of personnel in construction area.
 Ensuring trained Banksman/flagman is assigned to control the vehicular movement.

6.4 Site Engineer


 Perform all tasks associated with traffic management in accordance with OSHAD SF
RF CoP 44.0 Traffic Management and Logistics and approved traffic management
plan.
 Ensure traffic management plan is prepared and regularly updated as per the project
requirements.
 Ensure the implementation of approved traffic management & logistics plan.
 Appropriate planning of all road construction activities and road diversion works.
 Ensure the core working area is safe and secured.
 Ensure NOC & Permit is obtained from the authorities.
 Provide advice and guidance to drivers, operators & Banksman on the traffic
management

6.5 Foreman
The supervisor/foreman role is to direct and supervise the road construction activities and
ensure it will be carried out in accordance with the approved traffic management plan.
 Coordinating and supervising all road construction activities in accordance with
approved traffic management plan.
 Ensure that traffic signage is conspicuously placed at appropriate locations along all
access roads, and public roads.
 Provide banksman/flagman with all moving equipment.
 Regularly complete site checks and monitor traffic behaviour and or flow to ensure
safety is maintained at all times.
 If unsafe conditions are reported to him to take suitable measures to rectify the
conditions so the lifting operations can be conducted safely.
 Accurately complete site hazard assessment and implement control measures.
 Ensuring adequate exclusion zone is established to prevent unauthorized entry in
construction area.

6.6 Timekeeper/ Transport coordinator


 Ensure only trained and competent drivers/operators with valid UAE license are
authorized to drive/operate the vehicle/equipment.
 Co-ordinate with plant department and report all defects to work shop engineer.
 Ensure preventive maintenance being carried out for all construction
vehicles/equipment.
 Perform all other duties to control the traffic.
 Assist to the site engineer, foreman and HSE Engineer / Officer during emergencies
and traffic incident.

6.7 Driver/ Operator


 Follow the driving rules and regulations.
 Follow the temporary traffic signs and speed limit.
 Conduct pre inspection of the vehicle/machine using daily equipment inspection
checklist.
 Obey instructions from the site engineer, foreman or Ganger.
 Required to wear HI-Visibility reflective vest along with another mandatory PPE’s.
 Follow the banksman/flagman signals.
 Perform all other duties to control the traffic.
 Participate in the pre start safety talk briefing and trainings.

6.8 Banksman/ Flagman


 The Banksman / Flagman are responsible for the safe movement of the
vehicle/equipment and clear direction must be given whether flag or hand signals.
 Where more than one Banksman / Flagman is required, clear instruction must be
given when passing responsibility over to the next Banksman / Flagman.
 The Banksman / Flagman must notify the foreman, Time Keeper and the HSE
Engineer/Officer of any damaged equipment/vehicle immediately.
 Ensuring adequate exclusion zone is established to prevent unauthorized entry.
 Obey instructions from the site engineer, foreman or Ganger.
 Required to wear HI-Visibility reflective vest along with another mandatory PPE’s.
 Perform all other duties to control the traffic.
 Participate in the pre start safety talk briefing and trainings.

6.9 Employees / Workers


 Following trainings/instructions provided.
 Following information provided regarding road safety and temporary traffic signages.
 Observing exclusion zones provided where lifting operations are being carried out.
 Report any unsafe conditions or actions relating to traffic management.
 Follow the temporary traffic signs and speed limit.

7. Logistics Strategy

7.1 Objectives of Logistics Strategy


The reason to develop and implement a logistics strategy & transport plan for this project is due
to the sensitive nature of the project, limited access, critical interface with infrastructure
constructions and efficient planning. Site Logistics Layout Plan is attached at appendix B

The principles of strategy are:


 A Site Offices will be functional in a centralized area where laydown area, and as per the
received layout of site offices along with tender documents.
 Materials as per work requirements will be taken to work locations using pickups and mount
cranes as required.
 Keeping access routes internally and externally free from materials and other obstructions.
 Create a safe environment for pedestrian access in around the project.
 Planned, authorized and controlled deliveries.
 Limited and controlled storage to pre-agreed locations.
 Correct unloading and material distribution around the project.

7.2 Logistics Meeting Management


Regular meeting will be conducted with all relevant parties in order to plan ahead and ensure
logistics targets are met in time in line with.

7.3 Procurement, Storage & Distribution safety and Environmental requirements


7.3.1 Procurement & Delivery
This will include materials information, relevant drawings and specifications.

7.3.2 Receiving Purchased Materials &Items


This will include receipt and inspection of procuring materials, verified as being in absolute
compliance with the corresponding purchase order, received, recorded on the receiving report
and documents transmitted to the appropriate departments.

7.3.3 Storage &Preservation


Material protection against loss or damage and proper methods of storage and preservation (e.g.
temporary shelter, stacks) are applied so that items do not deteriorate and become unusable due
to atmospheric conditions etc. Manufacture’s Material Safety Data Sheet (MSDS) will be available
at storage yard.

7.3.4 Distribution
Efficient distributions of material throughout departments/ zone/ Sections.

7.4 Equipment Management & Handling


 Ensure that a daily check before equipment is operated.
 Regular maintenance/inspection to all equipment and remove if not roadworthy.
 All plant equipment will be inspected as per project requirement. Tools/ Equipment will be
inspected monthly by site electrician and color coded.

 Demobilization includes removal of the entire MAK equipment, machinery and other
belongings from the work site, clearance of all earth, debris and whatsoever and
transporting them to the location designated by the concerned municipality or as
instructed by Consultant for the final clearance of the Site as specified in the contract.

7.5 Material Testing Facilities


 Site laboratory will be set up to facilitate material testing on site.
 The laboratory will be provided with equipment and trained personnel sufficient for
carrying out all tests referred to the Project Specification capable of carrying out all the
relevant tests at the frequency required.

7.6 Crane Management Plan


All crane operations at site will be controlled and managed by Logistics coordinator. Lifting plan
will be available supported by relevant Method Statement and Risk assessment duly approved.
Daily check list will be prepared by crane operators. Third party training for both operator and
riggers will be ensued.

7.7 General Maintenance


Logistics road will be maintained and kept in good condition. Water tanker will be deployed to
maintain the logistics road clean and dust free especially during excavation and filling activities.
All machineries on site will be checked and maintained regularly to minimize possible noise and
smoke pollution. Daily inspection of equipment by operators to be carried out before
commencing any work.

7.8 Security
Security arrangements shall be in accordance with OSHAD/ Modon Requirements. MAK will
establish security access control points and post watchmen in order to control the movement of
people/material/plant equipment and out of MAK plot boundaries, store and offices. Security
access control points will be furnished with up/down barriers. Watchmen will be assigned at all
access control points.
Any visiting delivery drivers will be given temporary visitor access pass and will be presented
with a pictorial site rule sheet. Site rules will be explained to visitors by security personal.
All movements will be logged by watchmen.
MAK shall facilitate access and egress for other stakeholders as and when required.

7.9 Logistical interfaces


MAK shall co-ordinate interface with any other contractors and stakeholders who are working
inside or adjacent to the MAK site boundary. Interface meetings with other contractors and
stakeholders will be requested by MAK. The site logistics plan drawing will be updated as and
when required to reflect any agreed access egress arrangement/hoarding arrangements with
other stakeholder MAK will ensure timely coordination not only with the site wide residence but
also between all neighbouring projects and construction plots. Interface meetings are an
important forum for all to interact and corporate, exchange ideas and coordinate operations
that will ultimately benefit all stakeholders.

7.10 Logistics key plan drawing


The MAK logistics key plan drawing shall include the following details:
 Project-specific hoarding coordinates/location
 Layout of access points, feeder roads and circulation routes
 Positioning of site cabins/site offices
 Location of welfare arrangements rest areas, toilets
 Materials storage and distribution routes
 Bus stops.
 Muster points and evacuation routes
 Waste storage/waste segregation/waste collection points
 Shared access routes managed by MAK and shared access routes used but not managed
by MAK
 Location of fire fighting equipment

7.11 Store / Office boundaries and hoardings


 MAK will plan and execute the works within the confines of their plot boundary and in
coordination with adjoining plots and site wide infrastructure requirements.
 The MAK storage yard/Satellite Office plot will be demarcated by placing markers and
information signage around perimeter boundary
 Hoarding will be provided around supervising consultant offices and MAK offices.
Hoarding may be required around other selected areas such as laydown/storage areas
 All perimeter hoardings must be approved by the ADM, be of good quality, fit for
purpose and built in accordance with a temporary works design, inspected and certified
after the installation by a qualified specialist engineer. The risk of hoarding collapse and
fall due to heavy wind or sandstorm and thus need of any extra support system to be
considered
 Branding shall be in accordance with Modon logos, graphics and wording in accordance
with Modon instructions.
 Plot designation signage shall be of a uniform and approved design. No advertising or
other third-party signage to be deployed without prior written consent.

 MAK shall erect an external project sign – to a size, design and specification consistent
employer and ADM Regulations.
 All hoardings and gates shall be regularly inspected, cleaned, maintained and kept in a
good condition.

7.12 Site Layout and planning


7.12.1 Layout
A safe site-layout will be provided on site before work commences by Contractor for areas under
own responsibility, based on an assessment of the following:
 Pedestrian and vehicle routes;
 personnel loading/unloading;
 lay down areas
 traffic control;
 site entrance/ exit;
 storage;
 Parking.

7.13 Site Office/satellite Office


MAK will ensure that any offices, site establishments, temporary buildings, welfare facilities,
muster points, are sited in Modon approved locations.

MAK shall ensure that all offices have full firefighting equipment and are in accordance with
client requirements.

7.14 Site Utilities and Services


MAK shall ensure that any utilities or services discovered during site investigation or installed
during construction are clearly marked on Logistics Plan Drawing. Utility markers shall be used to
show the line and location of underground utilities. Excavation permit to work shall be required
for any type of excavation works inside or outside the MAK Plot.

7.15 Electrical power


It is intended to use fixed generators for the purpose of supplying power to the Supervising
Consultants Office and mobile generators shall be used to provide temporary power for Site
operations.
All portable electrical appliances will be tested and ensure they are fit to use before using.
There may be a few exceptions however MAK will seek permission from supervising consultant
before proceeding.

7.16 Potable and construction use water


Potable water shall be imported via tanker for offices. MAK shall source construction water from
dewatering collection ponds or ADM approved wells. Details of the delivery of potable water e.g.
capacity of the water tanker and its plate number etc. to be recorded and logged in a register by
security at the security gate. The required permits by Modon to be obtained and kept at site

office by Environmental coordinator. Access and egress to the tanks top to be provided by safe
scaffold, inspected and certified by a competent scaffold supervisor.

7.17 Sewage and wastewater collection/ disposal


A sewer network system will be installed for office facilities and will be connected to
underground GRP collection tanks with secondary containment wall. Sewage waste removal
shall be carried out by licensed third party in accordance with ADM standards and regulations.
All such disposal details e.g. capacity of the sewage tanker and its plate number to be recorded
and logged in a register by the security gate. The required permits by Abu Dhabi Municipality to
be obtained and kept at site office by environmental coordinator. The underground sewer tanks
area to be barricaded physically with safe access to the manhole for waste collection.

7.18 Communications and data transfer


The data and communication facilities for supervising consultant offices/ MAK offices will be
established in coordination with Etisalat.

7.19 Fuelling Arrangements


MAK do not intend to install any fuel storage facility. Re-fuelling shall be carried out via MAK
licensed tankers. Spill kits and drip trays will be provided. MAK shall establish designated
refuelling points on site.
Minimum requirements shall include;
 Fire Point
 Head standing
 Segregation
 Hazard Warning Signage

7.20 Plant and Materials Delivery, Handling and Storage


MAK shall ensure that all deliveries to site shall be booked and recorded.
Loading and unloading will only be allowed kept within the boundaries of the MAK designated
laydown areas.

If MAK require additional site storage outside plot an application will be sent to the Masdar
Logistics department along with all the related documents required.

7.21 Material Deliveries and Collection


MAK shall establish appropriate dedicated vehicle parking areas for delivery /collection vehicles.
Parked vehicles shall be turned off with hand brakes on.
MAK shall ensure the following:

Arrangements are in place to ensure all delivery, collection drivers report to security upon arrival
to site; Material delivery, collections are made at designated storage, collection areas;

Materials can be unloaded, loaded safely by mechanical means where appropriate in safety and
without risk to others on site;

Those involved in material handling are trained in the site delivery procedures;
 Vehicle loads are checked prior to entry to site to ensure that they are safe;
 Vehicle loads are checked and approved by both the employer and the driver following
loading on site prior to release of the vehicle for exit from site;

MAK management shall implement safe loading and dispatch procedures as required according
to assessed risk; and coupling, uncoupling, shall be undertaken in an appropriate dedicated area.
MAK management shall assume responsibility for the safe coupling, uncoupling when
undertaken on site. Vehicle operators shall be competent in coupling, uncoupling procedures.

7.22 Site Housekeeping and Waste Management

7.23 Cranage
In case MAK to use a crane in the site, MAK shall produce a separate drawing showing swing
radius and any potential interface obstruction. All certificates and test calibration certificates
must be displayed as per Health, Safety and Environment (HSE) legislation. Method Statement &
Risk assessment will be provided for the operation of any crane.

MAK shall ensure that a lilting operation procedure is established and implemented for all lifting
operation on project.

MAK shall ensure that a lilting operation permit to work is followed for all lifting operations.

7.24 Extreme Weather Conditions


MAK will ensure that all hoardings or other temporary works are designed, installed and
maintained to withstand high winds or similar inclement weather - to prevent collapse/falling
over.
Waste and any loose materials must be properly contained/secured to prevent it being blown
during periods of inclement weather (such as dense fog or heavy rain), vehicles may be held in
parking areas for safety reasons whilst conditions are assessed by the consultant Health and
Safety Engineer.

MAK shall establish a series of markers signs at prescribed distances to determine visibility
distances during sandstorms or foggy conditions.

MAK shall ensure that a TWL device is permanently fixed at site. HSE staff shall monitor the
TWL readings and communicate any warnings or specific actions to staff and workforce.

8. Security Management

8.1 Purpose
To ensure that site security issues are addressed and the potential of unauthorized access of
residents / children / animals / trespass in the sites is kept to an acceptable level.

8.2 Scope
This procedure is applicable to all areas of the MAK project sites.

8.3 Responsibilities

8.4 Project / Site Manager


The Project Site Manager is responsible for ensuring that adequate arrangements are in place to
ensure the security of the works and a security plan is developed prior to the start of work.

8.5 Site Foreman / Supervisor


The Site Foreman / Supervisor Is responsible for the monitoring of site arrangements for security
of the works.

8.6 HSE Engineer/Officer


The HSE Engineer/Officer shall monitor the site arrangements in connection with his regular HSE
inspections and audits to ensure compliance.

8.7 Procedure
8.7.1 Security Assessment
The Project Site Manager shall make a security assessment of the site with
assistance from the Sr. HSE Engineer/ Officer. The assessment shall look at the
following risk areas as a minimum.

 Perimeter Fencing / Barricading / Hoarding of the Stores, Yards, Offices


 Site Access and Egress
 Site Signage (Unauthorized Access Prohibited Sign etc.)
 Lighting arrangements if required.
 Stores areas e.g. Flammable Liquids/Gas.
 Site offices
 Site signing in book or ID cards etc.
 Security Guards (if required)

8.7.2 Security Control Measures


The security control measures shall be defined within the site security arrangements and risk
assessment. This shall include all areas of the assessment, which will be clearly identifiable in the
plan. Control Measures should mirror the assessment.

8.7.3 Visitors and VIP Passes


Permissions are required for non-regular visitors to the site. Each visitor is required to have a
visitor induction and management acknowledgement / pass before entry to the office / store
and restricted areas of sites is permitted.

MAK shall ensure that all visitors are collected from the work area entrance will be escorted for
the duration of their visit onsite and return them to the site exit.

8.7.4 Security Locations


 All visitors will be presented with a pictorial site rule sheet. Site rules will be explained by
security / watchmen personal.
 All movements will be logged by watchmen / guards

8.7.5 Reviewing the Security Plan


The plan shall be reviewed as part of the HSE meeting programme within the project. Additional
reviews may be carried out if necessary due to changes on the site.

 Loading and unloading areas should comprise designated areas of clear hard standing,
sufficient for the number of buses and personnel designated to the area. Security check will
be arranged at the bus loading and unloading area in the Camp.
 The most forward point of the area shall have a manually operated traffic barrier where
required.
 It is anticipated that at peak manning levels more loading and unloading areas will be
required for the Contractor and subcontractors working areas.
 All buses shall be uniquely numbered and the destination/ work area will be marked.
 Personnel loading and unloading areas will be clearly designated and numbered. The area
will be identified with proper signs.

8.7.6 Access and Egress Control for Office & Storage Yard
 All worksites on and along public roadways will be provided with physical separation
through traffic control and pedestrian control using barriers, warning tape, signage or other
means as appropriate.
 Site workers will be provided by ID. No.
 Access/Entry pass will be issued to vehicles with the proper coordination with the client.

8.7.7 Workers Identification Requirements


Safety Induction sticker on helmet will ensure authorised access into the project and all the
employees will be wearing reflective vest with MAK logo embedded on it.

8.7.8 Visitor Management & Escort provisions


A visitor’s log will be maintained at gate. Entry and exit will be controlled from same gate so that
proper in /out record can be maintained. All visitors will be escorted to site. Visitors safety
induction and visitor’s log will be provisioned.

8.7.9 Site Signage


 Proper signage shall be placed on the exterior of the worksite so that the person
approaching the site from any public street, sidewalk or known anticipated access point are
sufficiently informed that they are approaching a controlled area.
 Signage must identify the site as a worksite, with restricted public entry, and warn of the
potential dangers.

8.7.10 Lighting
Anti-glare lighting will be provisioned at gate and storage areas during night time. The following
location shall be illuminated during hours of darkness

 All open centralized storage areas for building materials and fixtures

8.7.11 Store areas


 Storage of hazardous materials will be properly labeled if stored on site.
 Must be properly stored in safe, designated location in appropriate containers and shall be
adequately protected from inappropriate access.
 MSDS for all materials used on site must be kept in the worksite and be available for audit
in case of accidental release or exposure.

8.7.12 Records
 All records / documentation relating to these procedures shall be maintained at the site
office and will be made available for auditing purpose at all times.
8.7.13 Personnel Loading
 Buses shall be parked, in sequence “nose to tail in the loading areas at least 10 minutes
before the designated departure time.
 Security personnel shall check bus loading and unloading who will also be responsible for
conducting an ID check, head count when required.
 The Security/Bus Marshals shall be in the loading areas at least 10 minutes before the
designated departure time.
 When all buses are fully loaded the Security in-Charge will advise to raise the traffic barrier
to allow the group of buses to depart one by one, with a gap of 3minutes between the
buses.
 Sufficient number of loading and unloading areas will be provided according to the
manpower.

9. Emergency management Plan

9.1 Purpose
This procedure defines the framework for identifying the potential for and responding to
incidents and emergency situation and for preventing and mitigating the likely illness, injury and
environmental impacts that may be associated with them.

9.2 Responsibility and Authority


The Cross Functional Team (CFT), Sr. HSE Engineer / Officer is responsible for implementing this
procedure. This procedure is authorized by the FUM and any changes can be only made with his
approval.

9.4 Procedural Steps


The emergency situations identified in MAK are fire, medical, electrocution, natural calamities
and spillage. Potential incidents and emergencies likely to occur at the stores, project sites,
workshop and office shall be identified annually by the CFT and documented according to
Environmental Aspect and Impacts Identification (ref. HSE Plan), Hazard Identification & Risk
Assessment (HSE Plan) and Emergency Response and Planning Requirements (HSE Plan). This will
be reviewed annually or wherever new projects / modifications in the system take place.

Methods include:
 Layout and Evacuation Plans
 Emergency Contact Persons and Numbers
 Responsibilities during Emergency
 Roles and responsibilities for communication within the sites and office and for obtaining
outside support services shall be established and maintained at the site and office via the
emergency plans.
 HSE emergency methods and communications shall be tested at least biannually. HSE
engineer maintain records of these tests. Methods to respond to, mitigate and prevent HSE
emergencies are amended as required based on the results of these tests.
 Following an HSE emergency, the cause of emergency and the corresponding emergency
methods shall be reviewed. Corrective/Preventive actions shall be identified and
undertaken by implementing non-conformance and corrective and preventive action
procedure.
 Emergency plan is prepared for the various emergency situations by the HSE Manager.
Emergency plan is communicated to all personnel as per the consultation,
communication and participation procedure (HSE Plan refers).
 Where applicable, regulatory agencies shall be notified by the Sr. HSE Engineer.

10. SITE OFFICE EMERGENCY PROCEDURE

10.1 Purpose
The purpose of the document is:

 To raise awareness of all on Fire and Safety provisions in the office.


 To provide guidance on Evacuation Procedure in case of fire.
 To decide the Testing schedules for various Fire provisions.

 To identify the persons responsible for Fire and Safety arrangements.

10.2 Scope
Applicable to all employees, contractors and visitors working at MAK offices.

10.3 General Safety Awareness and Instructions


10.3.1 Safety Awareness
 Site Office has been provided with adequate Fire arrangements. Fire Safety Certificate is
available and is validated as required.
 Fire Risk assessments are carried out and reviewed periodically.
 Available Fire Arrangements are periodically tested by Safety Officer (Fire Warden) as per
provision.
 Evacuation maps are exhibited at different routes and points throughout the office. They
indicate not only the escape route but also important Fire provisions like placement of Fire
Extinguishers, Manual Call points etc.
 Fire Instruction Board at the entrance displays important Fire & Safety related information.
Trained Fire Wardens, Evacuation Maps, Evacuation procedure and other useful
information are prominently displayed.
 Signages have been provided to help identify Fire Exit Doors, Manual Call points, Fire
Extinguishers etc.
 Fire Alarm is tested every first Saturday of the month at 0900 hours. It is an intermittent
alarm requiring no evacuation.
 Fire Drills are conducted twice a year to check office preparedness and response in case of
fire.
 Training is organized by Safety Engineer for employees once a year.
 Visitors are either escorted or briefed on the fire evacuation procedure.
 Designated Assembly Area, after escape, for all, is outside the building, in front of the
vehicle parking area.

10.4 Safety Instructions


Extra vigilance is required from all staff at all time to ensure that conditions do not arise that
could lead to a fire starting or contribute to rapid fire growth end angering their safety Following
Safety instructions may be followed:

 Do not smoke in the office.


 Ensure housekeeping to a high standard.
 Do not allow rubbish to accumulate.
 Ensure that Exit routes are kept clear.
 Acquaint yourself with building Evacuation maps. Know the nearest escape routes, Fire
Exits, placement of Fire Extinguishers well.
 Learn to use the Fire Extinguishers and Hose Reels.
 Make your Safety Officer / Fire Warden aware in case you are mobility impaired, pregnant,
have visual problems or any condition that will require assistance in the event of an
emergency.

 Evacuate the building immediately when you hear a Fire alarm. If you hear the alarm at the
scheduled Fire Alarm Testing time, do not evacuate unless instructed to do so by a Safety
Officer/ Fire Warden, or if the alarm sounds continuously.
 Help your visitors, clients and contractors to evacuate safely in case of fire.

10.5 Evacuation Procedure and responsibilities


All staff
If you hear the Fire Alarm,
 Switch off your Personal computers.
 Leave the building by the nearest escape route.
 Move to the Assembly Area outside the building, in front of the vehicle parking area and
wait for instructions.

If you discover a fire,


 Raise alarm at the nearest fire alarm call point.
 Call for assistance of Safety Officer / Fire Warden. If confident, attack the fire with the fire
fighting equipment provided, without putting yourself or others at risk.
 If the fire continues to grow, leave the building by the nearest escape route. Move to the
Assembly Area outside the building, in front of the vehicle parking area and wait for
instructions.

10.5.1 Safety Officer / Fire Warden


If you hear the Fire alarm/informed about fire,
 Raise alarm at the nearest fire alarm call point, if not already done.
 Carry out a thorough search of all the rooms, including Kitchen and Toilets to ensure that
no staffs are left behind in the building.
 Ensure that all the electrical equipment’s except light are switched off before evacuation.
 Attack the fire with the firefighting equipment provided, if confident that you can do it
without putting yourself or others at risk.
 Move to the Mustering point once you are sure that all people have evacuated from your
area.

10.5.2 Chief Fire Warden


 Decide and call for the fire brigade
 Arrange for safe evacuation of any person - mobility impaired or otherwise, as informed by
the fire warden.
 Coordinate among different fire wardens whenever there is a fire in the building. Ensure
evacuation is complete.
 Brief the fire personnel on their arrival. Provide them with building plans for assistance.
 Advise all staff waiting at the mustering point to return to their place of work once the fire
personnel confirm the area is safe.

10.6 Incident Reporting to Client/Consultant

MAK will inform PMC in the event of the following.


 Fatality-Immediate
 Serious/ lost time injury – within 30 minutes medical treatment injury
 First Aid Cases – in monthly report
 Significant near miss - within 30 minutes
 Any environmental incident that requires the MAK to report to Abu Dhabi Municipality.

In all of the above cases the MAK PM will notify the Client /Consultant by telephone call
immediately. MAK will prepare within 24 hours, an initial report, describing the incident and
issue to Client /Consultant. In the event of a serious injury or a significant near miss/
environmental event, MAK will submit a detailed written investigation to Client /Consultant
within 72hours in the appropriate format. In the event of a fatality a detailed written
investigation report, including police reports, is to be submitted to Client /Consultant within five
working days.

In cases where sub-contractors are appointed, MAK shall ensure that the reporting requirements
of the relevant authorities and Employer are met.

All incident records will be securely retained as long as the site/ service are operational plus ten
years thereafter.

10.7 Contractor’s Workforce


A valid ID card is required for all MAK and subcontractor personnel working on the MAK Project.

The MAK Logistics coordinator/ Site Administrator shall ensure that that a data set of personnel
information is kept on Excel spread sheets, together with the daily attendance paper.

The MAK Logistics coordinator shall ensure that all MAK personnel and Subcontractor personnel
have an original Emirates ID card or original Passport with valid UAE work visa, which must be
carried at all times and produced if requested by ADM.

10.8 Concrete Delivery and Washout Area


Concrete mixer will report to Site security. Mixer driver will be briefed and site HSE Induction.
Mixer aid then is escorted to the location of concrete placement.

Waste concrete will be kept at designated area. This concrete will either be crushed using dozers
and used for construction of access roads or will be disposed of by client approved waste
transporter.

10.9 Dust Control


MAK management will provide as many water tanker trucks with spray attachments as required
by the on-site traffic situations or provide other approved methods in order to prevent nuisance
conditions from developing as a result of dust caused by traffic. Dust control schedule with
details of the water tankers e.g. tanker capacity and plate number and their routes and timing of

work will be developed and communicated with the drivers for effective control. Dust control
shall be supervised by Project Engineers of MAK.

10.10 Public Protection


The public shall be protected from all the dangers/ hazards associated with construction
sites and for which the following has to be followed:

• Perimeter fencing and hoarding for offices / stores and isolation of the work sites
• Restrictive or no access signs
• Safe pedestrian crossings with dedicated passages ways
• Safety signs
• Designated traffic marshals at control points

10.11 Communication
 Suitable signages will be posted at advanced warning area to warn the road users regarding
the traffic diversion ahead.
 Sufficient signages (e.g.., Reduce Speed, Men at Work, Diversion Ahead, Speed Limit,
Construction Area, etc…) will be posted as per the approved drawings to caution the road
users and all stake holders.
 Signalman with red and green flags will be posted at sensitive locations to caution the
stakeholders.
 During night works fluorescent warning lights will be used by the flagman to control
oncoming/on-going traffic.
 Do not operate or drive equipment vehicles during foggy conditions. Your safety is the most
important thing, so wait for the fog to clear before you set of.

10.12 Authority to Proceed


MAK shall implement the Authority to Proceed Procedure where applicable

Use of this procedure is generally for a short-term temporary activity. This shall cover such
activities as a crane lift from outside MAK plot area, temporary closure of roads and other similar
activities.
 An Authority to Proceed form should be completed for any works outside of the MAK
plot limits and must be agreed before any works in this area commence.
 Ensuring a safe system of work is implemented, following a Risk Assessment and
development of a Method Statement
 Responsibility for deployment of temporary measures as may be necessary, such as
temporary traffic management

11. Training
The Project HSE Plan contains the HSE Training Matrix for the project. The Project Manager is
responsible for ensuring that time is allocated for the delivery of the project training matrix. The
HSE Advisor is responsible for the delivery of the training.

11.1 Defensive Driving


All drivers & operators of MAK will be trained regularly on defensive driving with proof of
learning. At the end of each training session trainee evaluation test will be conducted to assess
their level of understanding.

11.2 Banksman Training


Trained banksman or signalman will be appointed and assigned with all heavy machineries /
equipment to control safe movement and when travelling on narrow or congested areas, near
structures, excavations etc.
12. Inspection and Monitoring

The HSE Advisor shall ensure that inspection and monitoring is carried out in accordance with
MAK Project Health and Safety Plan; all inspections and monitoring to be recorded.

13. Environmental
Litter and waste shall be controlled by disposal into designated covered skips/ containers.
Registered environmental service provider (ESP) operating under Abu Dhabi Municipality shall
only be used for waste collection, transportation and disposal.
Wastes generated during the construction works (food wastes and other) shall be collected from
site. The construction teams shall be responsible for ensuring this happens. Fuel and oils will be
stored in bunded tanks and waste oils will be collected and disposed of by a licensed specialist
contractor. Static plant, i.e. compressors, generators and pumps, will be sited over drip trays.

Refuelling of plant will not be carried out adjacent to water courses or rivers and mobile
refuelling bowsers will be equipped with spillage kits, containing absorbent mats and granules
etc., for which specific training in their use has been provided by the manufacturer.
Maintenance of plant all vehicle, plant and equipment will be carried out at designated places,
Spill kits will be carried by the maintenance team.

14. Welfare Facilities Management

14.1 Offsite Labour Camp


Labor camp will be established and in compliance with the Abu Dhabi Municipality requirements.

14.2 Welfare Arrangements


The Project Manager will be responsible for providing adequate resources for cleaning and
maintaining all accommodations and welfare facilities. A centralized Rest area and welfare facility
will be arranged centrally where as portable toilet and shaded areas will be arranged at intervals
in between work locations. Workers will be transported to work locations using suitable vehicles.
Rest areas are to be clean, tidy and be adequately maintained. They are to have sufficient tables
and chairs, cooling fans and will be protected from elements like wind, dust, rain, heat etc. A site
set up plan will be produced and includes details of type and size of facilities provided, and
specific locations.

The following welfare arrangements will be provided for the project.

14.2.1 Cold Drinking Water


Adequate water dispensers with provision of cold drinking water will be provided. The water
dispensers will be located at all rest areas and offices.
 Chilled drinking water will be provided at suitable points and marked “drinking water” using
the applicable languages required.
 Filtered will be available by maintaining water supply lines with filters, and that filters are
replaced and records are kept.
 Water storage tanks are cleaned and maintained.
14.2.2 Sanitary Facilities
MAK will ensure that appropriate welfare facilities are provided and maintained according to the
size of the workforce and nature of the work.
 Rooms containing sanitary conveniences must be adequately ventilated and lit and not
open directly into work or living space.
 Must be under cover, partitioned from each other and have doors with fastenings.
 Urinals must be suitably screened.
 on sites where MAK employs up to 25 persons sanitary facilities must include:
o At least one suitable sanitary convenience (not a urinal)
o sufficient urinals
 on sites where MAK employs more than 100 persons sanitary facilities must include:
o Suitable sanitary conveniences (not a urinal) plus 1 extra for every additional 35persons.
o Sufficient urinals.
 The site toilets shall be cleaned and sanitized and results of inspections recorded.

14.2.3 Facilities for shelter, clothing and taking meals


MAK will make the following provisions
 Provide sufficient and conveniently accessible shelters for protection against bad weather
and for keeping personal clothing.
 Provide accommodation for keeping protective clothing used at work, with arrangements,
as far as reasonably practicable, for drying such clothing.
 Provide accommodation for taking meals, with tables and seats or benches
 Accommodation must be kept clean and must not be used to store tools, materials etc.
 Mobile tents will be provided for workers to take rest whenever required to protect against
heat and rough weather.
 Housekeeping crew will monitor the cleanliness on site
 Transport shall be arranged for the workers to commute to and fro from the site to their
accommodation.

14.2.4 Smoking
Smoking is prohibited in all areas. However, designated smoking areas are to be set up outside
of buildings and in work areas in a safe area away from flammable or combustible materials.

14.3 Prevention of Heat stress/ heat stroke


Heat stress/ heat stroke is one of the main occupational health issues in construction sites during
the summer days. To prevent heat stress and heat stroke the Project manager will ensure that all
employees are properly trained in heat stress management and the required support is available
to manage heat stress.

The Project Manager is responsible for appointing dedicated personnel to ensure the distribution
of water to the entire workforce on a daily basis. He will be responsible for the following.
 Delivering fresh water to each site location at least twice per day
 Ensuring hydrolyte is delivered to site at least twice per day provide during summer months
 Ensuring all water containers are cleaned and maintained on a daily basis
 Establishing and maintaining water stations site wide
 Maintaining water dispensing machines and changing filters at least twice per week
 Cleaning equipment

14.4 Medical facilities


 Onsite First Aid station will be made available to all site employees in line with the
provisions of law prevailing.
 Male Nurse /First Aider will be managing the First Aid Station.
 First aid provisions are to include trained personnel and facilities appropriate to site
