1. Location
Amman, Jordan.
The project is located in Zarqa Governorate on plot number (702) in Al-Hashimiyah village,
with a total land area of (14,060,070) square meters. An area of (300,000) square meters has
been allocated for the project, with a total built-up area of (155,000) square meters. The
project includes the hospital building, outpatient clinics building, mosque, residential and
dormitory buildings, nursery, storage buildings, security and protection building,
administration building, service buildings distributed throughout the project site, internal
roads, parking lots, squares, external and internal walls, trees, basins, landscaping, green
spaces, water features, canopies, playgrounds, water wells, areas designated for solar panels
and gas distribution stations, infrastructure works, and retaining walls, purification station,
and substation. In addition, it includes all electromechanical works, medical equipment, and
medical furnishings related to the project.

The Project Manager shall undertake his specific roles and responsibilities with regards to
Traffic Management & logistics by ensuring the following:
Perform all tasks associated with traffic management in accordance with legislation
and client/consultant HSE requirements.
Responsible for setting up, managing and controlling the site traffic management by
liaising with authorities and client and consultants.
Ensure NOC/Permit is obtained from the authorities prior to any road construction
activities or road diversion works.
6.5 Foreman
The supervisor/foreman role is to direct and supervise the road construction activities and
ensure it will be carried out in accordance with the approved traffic management plan.
Coordinating and supervising all road construction activities in accordance with
approved traffic management plan.
Ensure that traffic signage is conspicuously placed at appropriate locations along all
access roads, and public roads.
Provide banksman/flagman with all moving equipment.
Regularly complete site checks and monitor traffic behaviour and or flow to ensure
safety is maintained at all times.
If unsafe conditions are reported to him to take suitable measures to rectify the
conditions so the lifting operations can be conducted safely.
Accurately complete site hazard assessment and implement control measures.
Ensuring adequate exclusion zone is established to prevent unauthorized entry in

7. Logistics Strategy
7.3.4 Distribution
Efficient distributions of material throughout departments/ zone/ Sections.
Demobilization includes removal of the entire MAK equipment, machinery and other
belongings from the work site, clearance of all earth, debris and whatsoever and
transporting them to the location designated by the concerned municipality or as
instructed by Consultant for the final clearance of the Site as specified in the contract.
7.8 Security
Security arrangements shall be in accordance with OSHAD/ Modon Requirements. MAK will
establish security access control points and post watchmen in order to control the movement of
people/material/plant equipment and out of MAK plot boundaries, store and offices. Security
access control points will be furnished with up/down barriers. Watchmen will be assigned at all
access control points.
Any visiting delivery drivers will be given temporary visitor access pass and will be presented
with a pictorial site rule sheet. Site rules will be explained to visitors by security personal.
All movements will be logged by watchmen.
MAK shall facilitate access and egress for other stakeholders as and when required.
MAK shall erect an external project sign – to a size, design and specification consistent

All hoardings and gates shall be regularly inspected, cleaned, maintained and kept in a
good condition.
MAK shall ensure that all offices have full firefighting equipment and are in accordance with

Arrangements are in place to ensure all delivery, collection drivers report to security upon arrival
to site; Material delivery, collections are made at designated storage, collection areas;
Materials can be unloaded, loaded safely by mechanical means where appropriate in safety and
without risk to others on site;
Those involved in material handling are trained in the site delivery procedures;
Vehicle loads are checked prior to entry to site to ensure that they are safe;
Vehicle loads are checked and approved by both the employer and the driver following
loading on site prior to release of the vehicle for exit from site;
MAK management shall implement safe loading and dispatch procedures as required according
to assessed risk; and coupling, uncoupling, shall be undertaken in an appropriate dedicated area.
MAK management shall assume responsibility for the safe coupling, uncoupling when
undertaken on site. Vehicle operators shall be competent in coupling, uncoupling procedures.

is prohibited.
In addition to the above, at the end of each day a clean-up crew will patrol the working areas
and remove for disposal any waste that has been overlooked. This waste shall be disposed of in
the appropriate skip.
7.23 Cranage
In case MAK to use a crane in the site, MAK shall produce a separate drawing showing swing
radius and any potential interface obstruction. All certificates and test calibration certificates
must be displayed as per Health, Safety and Environment (HSE) legislation. Method Statement &
Risk assessment will be provided for the operation of any crane.
MAK shall ensure that a lilting operation procedure is established and implemented for all lifting
operation on project.
MAK shall ensure that a lilting operation permit to work is followed for all lifting operations.
MAK shall establish a series of markers signs at prescribed distances to determine visibility
distances during sandstorms or foggy conditions.
MAK shall ensure that a TWL device is permanently fixed at site. HSE staff shall monitor the
TWL readings and communicate any warnings or specific actions to staff and workforce.
8. Security Management
8.1 Purpose
To ensure that site security issues are addressed and the potential of unauthorized access of
residents / children / animals / trespass in the sites is kept to an acceptable level.
8.2 Scope
This procedure is applicable to all areas of the MAK project sites.
8.3 Responsibilities
8.7 Procedure
8.7.1 Security Assessment
The Project Site Manager shall make a security assessment of the site with
assistance from the Sr. HSE Engineer/ Officer. The assessment shall look at the
following risk areas as a minimum.
MAK shall ensure that all visitors are collected from the work area entrance will be escorted for
the duration of their visit onsite and return them to the site exit.
Loading and unloading areas should comprise designated areas of clear hard standing,
sufficient for the number of buses and personnel designated to the area. Security check will
be arranged at the bus loading and unloading area in the Camp.
The most forward point of the area shall have a manually operated traffic barrier where
required.
It is anticipated that at peak manning levels more loading and unloading areas will be
required for the Contractor and subcontractors working areas.
All buses shall be uniquely numbered and the destination/ work area will be marked.
Personnel loading and unloading areas will be clearly designated and numbered. The area
will be identified with proper signs.
8.7.6 Access and Egress Control for Office & Storage Yard
All worksites on and along public roadways will be provided with physical separation
through traffic control and pedestrian control using barriers, warning tape, signage or other
means as appropriate.

8.7.10 Lighting
Anti-glare lighting will be provisioned at gate and storage areas during night time. The following

8.7.12 Records
All records / documentation relating to these procedures shall be maintained at the site
office and will be made available for auditing purpose at all times.
8.7.13 Personnel Loading
Buses shall be parked, in sequence “nose to tail in the loading areas at least 10 minutes
before the designated departure time.
Security personnel shall check bus loading and unloading who will also be responsible for
conducting an ID check, head count when required.
The Security/Bus Marshals shall be in the loading areas at least 10 minutes before the
designated departure time.
When all buses are fully loaded the Security in-Charge will advise to raise the traffic barrier
to allow the group of buses to depart one by one, with a gap of 3minutes between the
buses.
Sufficient number of loading and unloading areas will be provided according to the
manpower.
9.1 Purpose
This procedure defines the framework for identifying the potential for and responding to
incidents and emergency situation and for preventing and mitigating the likely illness, injury and
environmental impacts that may be associated with them.

Responsibilities during Emergency
Roles and responsibilities for communication within the sites and office and for obtaining
outside support services shall be established and maintained at the site and office via the
emergency plans.
HSE emergency methods and communications shall be tested at least biannually. HSE
engineer maintain records of these tests. Methods to respond to, mitigate and prevent HSE
emergencies are amended as required based on the results of these tests.
Following an HSE emergency, the cause of emergency and the corresponding emergency
methods shall be reviewed. Corrective/Preventive actions shall be identified and
undertaken by implementing non-conformance and corrective and preventive action
procedure.
Emergency plan is prepared for the various emergency situations by the HSE Manager.
Emergency plan is communicated to all personnel as per the consultation,
communication and participation procedure (HSE Plan refers).
Where applicable, regulatory agencies shall be notified by the Sr. HSE Engineer.
10.1 Purpose
The purpose of the document is:

Applicable to all employees, contractors and visitors working at MAK offices.
Evacuate the building immediately when you hear a Fire alarm. If you hear the alarm at the
scheduled Fire Alarm Testing time, do not evacuate unless instructed to do so by a Safety
Officer/ Fire Warden, or if the alarm sounds continuously.
Help your visitors, clients and contractors to evacuate safely in case of fire.
In all of the above cases the MAK PM will notify the Client /Consultant by telephone call
immediately. MAK will prepare within 24 hours, an initial report, describing the incident and
issue to Client /Consultant. In the event of a serious injury or a significant near miss/
environmental event, MAK will submit a detailed written investigation to Client /Consultant
within 72hours in the appropriate format. In the event of a fatality a detailed written
investigation report, including police reports, is to be submitted to Client /Consultant within five
working days.
In cases where sub-contractors are appointed, MAK shall ensure that the reporting requirements
of the relevant authorities and Employer are met.
All incident records will be securely retained as long as the site/ service are operational plus ten
years thereafter.
The MAK Logistics coordinator/ Site Administrator shall ensure that that a data set of personnel
information is kept on Excel spread sheets, together with the daily attendance paper.
The MAK Logistics coordinator shall ensure that all MAK personnel and Subcontractor personnel
have an original Emirates ID card or original Passport with valid UAE work visa, which must be
carried at all times and produced if requested by ADM.

10.11 Communication
Suitable signages will be posted at advanced warning area to warn the road users regarding
the traffic diversion ahead.
Sufficient signages (e.g.., Reduce Speed, Men at Work, Diversion Ahead, Speed Limit,
Construction Area, etc…) will be posted as per the approved drawings to caution the road
users and all stake holders.
Signalman with red and green flags will be posted at sensitive locations to caution the
stakeholders.
During night works fluorescent warning lights will be used by the flagman to control
oncoming/on-going traffic.
Do not operate or drive equipment vehicles during foggy conditions. Your safety is the most
important thing, so wait for the fog to clear before you set of.
Use of this procedure is generally for a short-term temporary activity. This shall cover such
activities as a crane lift from outside MAK plot area, temporary closure of roads and other similar
activities.
An Authority to Proceed form should be completed for any works outside of the MAK
plot limits and must be agreed before any works in this area commence.

11. Training
The Project HSE Plan contains the HSE Training Matrix for the project. The Project Manager is
responsible for ensuring that time is allocated for the delivery of the project training matrix. The
HSE Advisor is responsible for the delivery of the training.
The HSE Advisor shall ensure that inspection and monitoring is carried out in accordance with
MAK Project Health and Safety Plan; all inspections and monitoring to be recorded.
13. Environmental
Litter and waste shall be controlled by disposal into designated covered skips/ containers.
Registered environmental service provider (ESP) operating under Abu Dhabi Municipality shall
only be used for waste collection, transportation and disposal.
Wastes generated during the construction works (food wastes and other) shall be collected from
site. The construction teams shall be responsible for ensuring this happens. Fuel and oils will be
stored in bunded tanks and waste oils will be collected and disposed of by a licensed specialist
contractor. Static plant, i.e. compressors, generators and pumps, will be sited over drip trays.
Refuelling of plant will not be carried out adjacent to water courses or rivers and mobile
refuelling bowsers will be equipped with spillage kits, containing absorbent mats and granules
etc., for which specific training in their use has been provided by the manufacturer.
Maintenance of plant all vehicle, plant and equipment will be carried out at designated places,
Spill kits will be carried by the maintenance team.
14.2.4 Smoking
Smoking is prohibited in all areas. However, designated smoking areas are to be set up outside
of buildings and in work areas in a safe area away from flammable or combustible materials.
The Project Manager is responsible for appointing dedicated personnel to ensure the distribution
of water to the entire workforce on a daily basis. He will be responsible for the following.
Delivering fresh water to each site location at least twice per day
Ensuring hydrolyte is delivered to site at least twice per day provide during summer months
Ensuring all water containers are cleaned and maintained on a daily basis
Establishing and maintaining water stations site wide
Maintaining water dispensing machines and changing filters at least twice per week
