UnauthorizedBaggage
Shipmentofbaggageinexcessoftheweightallowanceisnotauthorized.Dispositionofunauthorized
baggageismadeattheexpenseofthestudentortheIMS’government.Commandingofficers
ofthetrainingoradministrativeinstallationshouldensurethatunauthorizedbaggageis
shippedatthestudent’sexpensepriortohis/herdeparturefromtheinstallation.IMSreporting
toportsofdeparturewithunauthorizedbaggagearerequestedtoforwardtheunauthorizedbaggage
bycommercialmeansattheirexpense.Iflackoftimeprohibitsthis,thetrafficrepresentative
takesunauthorizedbaggageintocustody,andtheIMSisgivenareceiptforthebaggage.TheIMS
willtravelonthescheduledflightorcarrier.Afterdeparture,thetrafficrepresentative
deliverstheunauthorizedbaggagetotheIMS’consulate.

requiredtobemedicallyexaminedandfoundphysicallyacceptableinaccordancewiththehealthprovisions
oftheImmigrationandNationalityAct(8USC1182(A)(1)-(7);PublicHealthService,DepartmentofHealth
andHumanServices,42CFRPart34,MedicalExaminationofAliens,and42CFRPart71,ForeignQuarantine;
applicableU.S.MILDEPregulations;andotherU.S.lawsorDoDdirectives,regulations,andguidance
whichmaybeenactedfromtimetotime.
b.ThehomecountrywillensurethattheIMShassufficientfundsinUnitedStatesdollar
instrumentstomeetallexpenseswhileenroutetoandtoincludelivingallowancefornot
lessthanthefirst2weeksandnotmorethan30daysoftraining,pendingreceiptofapplicable
payandallowancesbytheIMS.
c.TheIMSanddependentslistedarerequiredtoacquireandmaintainhealthcareinsurance
coveragethroughthedurationoftheirtrainingintheUnitedStates.TheIMSwillberesponsiblefor
custodialfeesandpersonaldebtsincurredbyselforfamilymembers.Thisincludesaccepting
responsibilityforreimbursingtheprovidersofallemergency/non-electivemedicalcostsforthe
IMSandallauthorizeddependentsduringtheirstayintheUnitedStates.IftheIMSpermitshis
healthcarepolicytolapse,isunabletomeetthesefinancialobligationsandthehomecountry
governmenthasnotagreedtoindemnifythecosts,theIMSmaybewithdrawnfromtrainingand
returnedtohomecountry.Thiswilljeopardizefuturegrantfundingandtrainingallocationsfor
thecountry.Despitethelackofanindemnificationletterfromtheforeigngovernment,the
IMS'governmentwillstillbeexpectedtopayforallmedicalcoststotreatanIMSand/orauthorized
dependentsforanypre-existingcondition,including,pregnancycoverage,highbloodpressureanddialysis.
d.TheIMSwillbringadequateuniformsandworkclothingforfielddutyortechnicalwork.
U.S.fatigueuniformsandfootwearwillbepurchasedbytheIMSintheeventthatthecountry
workuniformsareinadequate.Whenflyingtrainingisinvolved,requiredspecialflight
clothingandindividualequipmentwillaccompanytheIMS,orprovisionswillbemadebythe
homecountryortheIMStoobtaintheuseofallnecessaryequipmentpriortostartof
training.TheIMSwillalsopossessadequatecivilianclothingforoff-dutywear.
e.TheGovernmentoftheUnitedStatesisresponsibleforIMStravelwhichispartofthe
trainingprogramandforwhichcostsarepartofthecoursetuition.

g.TheUnitedStatesmaycanceltrainingandreturntocountryIMSswhoviolateU.S.law
