1. Purpose
This Safe Operating Procedure recommends safe practices, steps, and measures to be taken in protecting workers
from the hazards involved in precast boundary wall installation, height work and lifting to avoid personal Injuries,
occupational diseases & environment damages in Reinforcement of Ad Dakhiliyah Water Transmission System -
Phase II.

2. Terms & Definition

3. Procedure
Risk assessment of the routine and non-routine activities scheduled on the day shall be done prior the beginning.
Checklists, SOPs & Inspections from records section shall be done. Communication about the activities shall be
conveyed in morning safety pep talk.

The following process shall be followed prior executing the work -


 Necessary work permits shall be obtained from L&T.
 Ensure proper access for Crane and trailers.
 Ensure proper access for workman.
 Ensure area isolation and proper barricade for installation area.
 Ensure Equipment TPI are valid
 Ensure deployment of signal man/ banksman/ rigger for Heavy Vehicles/ Machineries at the workplace.
 Approved PPEs shall be ensured and provided.

4. Roles &
Responsibilities Project

 He shall ensure, that all the requirements of this procedures are implemented at site
 He shall ensure the adherence of this SOP at the workplace.
 He shall ensure, provide a Safe & Healthy working environment to carry out the specified work.
 He shall arrange all required men and machineries.

Site Engineer:
 He shall ensure that, the required / involved equipment’s, Heavy Vehicles & Other instruments are
inspected, calibrated and third party certified prior to execution.
 He shall ensure the frequent inspection & maintenance of all equipment during the operations.
 He shall ensure timely reporting of the hazards, incidents, injuries, accidents, defects found in equipment, PPEs
etc. and deviations during daily operation to the management immediately.
 He shall ensure adherence to the safety rules, safe working procedures/ emergency response procedures at
workplace.
 He shall ensure, a competent foreman is available fulltime for supervision.
 He shall ensure, good housekeeping at site.

EHS Engineer/ EHS Officer:


 Ensure that the experience/ training of the employee commensurate with the employee’s assigned task.
 Ensure that safety rules and safe working procedures are made available.
 Ensure it is being understood and complied with relevant legislation.
 Ensure that the risk assessment of operation is carried out and, safety measures are established.
 Ensure regular and frequent check and maintenance of all the equipment being used in the tasks.
 Investigation of incidences, dangerous occurrences, accidents and, follow-up actions shall be ensured.
 Up-to-date/ emergency response plans shall be established & mock drills shall be conducted whenever
necessary.
 Ensure that the necessary information & instructions, trainings are arranged/ provided to the workers.
 Workers shall be supervised to follow safety rules and safe working procedures strictly.
 To determine the correct usage and type of personal protective clothing and equipment.
 Adequate emergency measures are always available and that employees are aware of these facilities.
 The compliance with all statutory legislation.
 Maintain effective communication with the Client's site representative on all HSE matters.
 Report on HSE related matters in accordance with HSE plan.
 To monitor the effective Work Permit System.
 To monitor the weather condition & share alert.
 STOP the work in case of any gap in the implementation.

6. PRECAUTIONARY MEASURE
 Site Specific / on job trained crew shall be deployed for the work.
 Third party training shall be provided for specialized and risky works, if any.
 Heavy equipment/ vehicle shall be deployed along with rigger & banksman to provide signals using flag.
 No visitors, no business meeting shall be allowed at the location during the operation at workplace.
 The selection of the workers/ staff shall be such that they should be physically & mentally fit to work and does
not carry any alarming issue.
 A standby vehicle shall be made available for use in all emergency situations.
 Nearest clinic shall be known to the emergency vehicle driver & shall be displayed inside vehicle.
 Everyone shall be fully empowered to stop the activity on any unsafe and adverse weather conditions such as
rain, strong winds, hazards, or any other emergency.
 Trained first aider with first aid kit and fire warden with fire extinguishers shall be available in the nearest
location.
 Any incidents/ accidents shall be immediately reported to Project Manager, Consultant, and client.
 The activity shall be immediately terminated in such events till the investigation is completed.
 Everyone shall wear the proper PPEs & the extra stock of PPEs shall be maintained at the location.
 Site Foreman shall conduct a Toolbox talk (TBT) addressing measures to eliminate hazards and ensure all
control measures are in place to mitigate all risks & TBT record shall be maintained.
 Work areas shall be thoroughly inspected prior and ensure that it does not carry any unsafe conditions.
 The concerned team / worker shall be well informed about the work scope and hazards involved as well as
emergency response.
 Ensure barricade and warning signs at all Installation locations.
 Ensure all machinery and certified and TBT.
 Ensure Installation machinery daily checked.
 Ensure banks man and operator clear communication.
 Ensure lifting tools properly color coding every quarterly.
 Adequate access and egress shall be provided.
 Ensure adequate drinking water facility and tend available
 Emergency vehicle and first aid box available in work area.
 Ensure lifting activity ringer and operator clear communication.

 Only authorized personnel as defined/ identified shall be allowed within the lifting area
 Be familiar with the lifting capabilities of the crane.
 Ensure that escape route is identified.
 Safe working practices shall be implemented while working at a height, including:
 The erection, alterations & removal shall be done only under the supervision of men who are thoroughly
experienced in this work.
