REINFORCING THE OBSERVANCE OF SAFE SPACE THROUGH GENDER AND


DEVELOPMENT TRAINING

1. Safe space is a place or an environment where a person is respected, secure,


and could show and communicate their true self where there is genuine care, support
system, sensitivity, equality, no judgment, and no discrimination of one’s gender,
age, race, social standing, and experiences. (https://www.mc.edu.ph)

2. Nowadays, issues concerning safety and security are alarming, which is seen
through the reported cases in various fields. According to the Gender Statistics 2022
of the Philippine Statistics Authority (PSA), some 17,968 women aged 15-49 have
experienced various forms of violence including physical and sexual violence in the
country. While 12,492 cases of violence and abuse to women were reported to the
Philippine National Police (PNP), with 8,399 records on physical injuries; 1,791 for
rape; and 1,505 acts of lasciviousness, among others, as of February 2022.

3. Likewise, it is clearly stated in RA 9710 otherwise known as the Magna Carta


of Women that the state shall ensure that all women shall be protected from all forms
of violence as provided for in existing laws. It is also reiterated in the said act that
agencies of government shall give priority to the defense and protection of women
against gender-based offenses and help women attain justice and healing.

4. Hence, the Republic Act No. 11313 also known as Safe Spaces Act is one of
the acts that will help teachers, learners, and other school personnel in addressing
the issues of gender-based sexual harassment in Educational or Training
institutions, providing measures, and prescribing penalties.

5. In line with this, San Isidro Integrated National High School (SIINHS) will
conduct gender and development training for teaching and non-teaching personnel
on July 28-29, 2023 in a venue to be determined.

6. This activity aims to:

a. raise awareness on Republic Act No. 11313 also known as Safe Spaces
Act (Bawal Bastos Law);
a. create a strategic, systematic, and harmonized Committee on Decorum
and Investigation (CODI) for teachers and learners; and
b. show a sense of self-reliance and confidence on how to safeguard
against unwanted and uninvited sexual actions.

7. Participants in this training are all teaching and nonteaching personnel of


SIINHS.

8. Enclosed is the list of working committees and their terms of reference and
the training matrix.

9. Expenses relative to the conduct of this activity shall be charged against local
funds subject to the usual accounting and auditing rules and regulations.

10. Immediate dissemination of this Memorandum is earnestly desired.
