1 Introduction

1.1 Scope

This document describes Automatic Neighbor Relation (ANR) feature or


technology within the eNodeB in LTE network. The main contents comprise
the following: technical description, key parameters and configuration,
related counters, KPI statistics and alarms.

2 Terminology

2.1 Specification Notations

   Procedure
When referring to an elementary procedure in the specification the
Procedure Name is written with the first letters in each word in upper case

characters followed by the word “procedure”, e.g., Random Access


procedure.

   Message
When referring to a message in the specification the MESSAGE NAME is
written with all letters in upper case characters followed by the word

“message”, e.g., The MME initiates the procedure by sending an E -RAB


SETUP REQUEST message to the eNodeB.

   Parameter

When referring to a parameter in the specification the parameter is


written in Italic font, e.g., Band indicator of target ARFCN should be
configured by byEUTRANFDDTarBand  for LTE.

   IE

When referring to an information element (IE) in the specification the


Information Element Name  is written with the first letters in each word in
upper case characters and all letters in Italic font followed by the
abbreviation “IE”, e.g., Information Element IE.

   Value of an IE

When referring to the value of an information element (IE) in the


specification the “Value” is written as it is specified enclosed by quotation
marks, e.g., This IE shall be present if the Handover Type IE is set to the
value “LTEtoGERAN” and the SRVCC HO Indication IE is present.

3 Technical Descriptions

3.1 Feature Descriptions

The Automatic Neighbor Relation (ANR) function helps operators to


reduce the workload spent in manually configuring neighbor relations. Figure
3-1 shows ANR and its running environment.

eNB 

 ANR is a function of the eNodeB, including the ANR detection function


and the ANR deletion function. The ANR function is used to manage the
Neighbor Relation Table (NRT). The ANR detection function automatically
detects new neighbor relations and adds them to the NRT. The ANR
deletion function removes neighbor relations that match deletion criteria

from the NRT.

3.1.1 Intra-LTE ANR Principles

The intra-LTE ANR function is implemented because cells broadcasts


their ECGIs in networks, see Figure 3-2.

The following describes how the ANR function works in the LTE system:

1> UE measures a neighboring intra-LTE cell according to the


measurement configuration sent by the eNodeB and then reports
the measurement report. The measurement report contains the
PCI (not the ECGI) of the neighboring cell (such as Cell B).

2> The eNodeB orders the UE to read the ECGI, TAC, and all
available PLMN IDs of the neighboring cell (such as Cell B) with the
detected PCI. To do this, the eNodeB selects a suitable UE for
ECGI detection.

3> When UE gets the ECGI of the neighboring cell (such as Cell B),
UE reports the ECGI, TAC, and PLMN IDs to the eNodeB.

The eNodeB adds the newly detected neighboring cell as a temporary


neighbor (that is, the neighboring cell only exists in the eNodeB, but it does
not exist in the configuration database of O&M) based on the detection

results of UE, and starts the statistics timer. Count the number of
measurement reports of the temporary neighboring cell and handover
successfully between the serving cell and the temporary neighboring cell. If
the two values reach the configured thresholds, namely
sonNbrReportThreshold and  sonHoSuccThreshold . The eNodeB then
requests O&M to add the temporary neighboring cell as a formal neighboring
cell (that is, information of the neighbor exists not only in the eNodeB, but
also in O&M). O&M adds the neighboring cell addition configuration and
synchronize the addition configuration to the eNodeB. 

3.1.2 Inter-RAT ANR Principles

Figure 3-3 shows how inter-RAT( inter Radio Access Technology ) ANR
works.

For the ANR function between different radio access networks, a


frequency list for other systems is configured on the eNodeB. The following
describes how the inter-RAT ANR function works.

1> One of the eNodeB’s serving cell, Cell A for example, has the ANR
function. The eNodeB selects a UE (or multiple UEs) in Cell A that
has inter-RAT measurement capability.

2> UE reports PCI of the neighboring cell on the associated set of


frequencies and RAT to the eNodeB. For UTRAN cells, the PCI
consists of the carrier frequency and the Primary Scrambling Code
(PSC). For GSM cells, PCI consists of BCC, NCC, and BCCH
 ARFCN.

3> The eNodeB orders UE to use the detected PCI to read the related
information on neighboring cells in different systems. For UTRAN
cells, the information that UE needs to read includes CGI, LAC, and
RAC. For GSM cells, the information that UE needs to read
includes CGI and LAC.

4> When UE gets the information for the neighboring cell, it sends the
detected CGI, LAC, and RAC (for UTRAN cells) to the eNodeB.

The eNodeB adds the newly detected neighboring cell as a temporary


neighboring cell (that is, the neighboring cell only exists in the eNodeB, but it
does not exist in the configuration database of O&M) based on the detection
results of UE, and starts the statistics timer. Count the number of
measurement reports of the temporary neighboring cell and handover
successfully between the serving cell and the temporary neighboring cell. If
the two values reach the configured thresholds, namely
sonNbrReportThreshold and  sonHoSuccThreshold . The eNodeB then
requests O&M to add the temporary neighboring cell as a formal neighboring
cell (that is, information of the neighbor exists not only in the eNodeB, but
also in O&M). O&M adds the neighboring cell addition configuration and
synchronize the addition configuration to the eNodeB.

3.2 Technical Details

To describe the operating flow of the ANR function, it is required to


introduce the related reference point used by ANR function. In this document,
Ri (i=0, 1, 2, …) is used to indicate a foreground reference point and BRi (i=0,
1, 2, …)  is used to indicate a background reference point. The reference
points used by the ANR function are as follows:

1> R0: Detect an unknown PCI of the E-UTRAN system

Triggering condition: It is used in the intra-LTE ANR function. After the


eNodeB receives a measurement report from UE that contains an unknown
PCI, the eNodeB reports this reference point to OMC.

2> R1: Select a UE to measure the ECGI of E-UTRAN neighbor cells  

Triggering condition: It is used in the intra-LTE ANR function. After the


eNodeB selects a UE for ECGI measurement, the eNodeB reports this
reference point to OMC.

3> R2: Receive the ECGI measurement result of an E-UTRAN


neighbor cell 

Triggering condition: It is used in the intra-LTE ANR function. After the


eNodeB receives the ECGI measurement result reported by the UE, the
eNodeB reports this reference point to OMC.

4> R3: Request to add E-UTRAN adjacent relation  

Triggering condition: It is used in the intra-LTE ANR function. After the


statistical period ends, if the neighboring cell meets the condition which is
used to add neighbor cell, the eNodeB reports the statistical result of the
temporary neighboring cell to OMC and requests to add the E-UTRAN
neighboring cell.

5> R4: Request to remove E-UTRAN adjacent relation  

Triggering condition: It is used in the intra-LTE ANR function. After the


neighbor auto deletion statistics ends, the eNodeB reports the neighboring
cells meeting the auto deletion criteria to OMC and requests to delete the
neighboring cells.

6> R6: Request to add E-UTRAN Adjacent relation based on


bidirectional Configuration Switch 

Triggering condition: It is used in the intra-LTE ANR function, the eNodeB


discovers a new E-UTRAN neighboring cell to add based on Intra-LTE
Neighboring cell Relation Bidirectional Configuration Switch is enabled and
X2 self-setup function.

7> R7: Request to add E-UTRAN adjacent relation based on X2


detection

Triggering condition: In the intra-LTE ANR function, when the Intra-LTE


Neighboring cell Relation Bidirectional Configuration Switch is not enabled,
if the eNodeB discovers a new E-UTRAN neighboring cell based on X2
detection, it adds the neighboring cell as a temporary neighboring cell and
starts the statistic timer. Count the number of the measurement reports of
temporary neighboring cell and handover successfully between the serving
cell and the temporary neighboring cell. When the statistic timer is timeout,
the eNodeB reports this reference point to OMC and requests to add the
E-UTRAN neighboring cell.

8> R8: Detect an unknown PCI of the GSM system  

Triggering condition: It is used in the ANR function between the LTE system
and the GSM system. After the eNodeB receives a measurement report
from the UE that contains an unknown PCI, the eNodeB reports this
reference point to OMC.

9> R9: Select a UE to measure the CGI of GSM neighbor cells  

Triggering condition: It is used in the ANR function between the LTE system
and the GSM system. After the eNodeB selects a UE for CGI measurement
of GSM neighboring cells, the eNodeB reports this reference point to OMC.

10> R10: Receive CGI measurement of GSM adjacent cell  

Triggering condition: It is used in the ANR function between the LTE system
and the GSM system. After the eNodeB receives the CGI measurement
result of a GSM neighboring cell reported by the UE, the eNodeB reports
this reference point to OMC.

11> R11: Request to add GSM adjacent relation 

Triggering condition: It is used in the ANR function between the LTE system
and the GSM system. After the statistical period ends, if the neighboring cell
meets the condition which is used to add GSM neighboring cell, the eNodeB
reports the statistical result of the temporary neighboring cell to OMC and
requests to add the GSM neighboring cell.

12> R12: Request to remove GSM adjacent relation  

Triggering condition: It is used in the ANR function between the LTE system
and the GSM system. After the neighbor auto deletion statistics ends, the
eNodeB reports the neighboring cells meeting the auto deletion criteria to
OMC and requests to delete the GSM neighboring cells.

13> R13: Detect an unknown PSC of the UTRAN system 

Triggering condition: It is used in the ANR function between the LTE system
and the UTRAN system. After the eNodeB receives a detection report from
UE that contains an unknown PSC, the eNodeB reports this reference point
to OMC.

14> R14: Select a UE to measure the CGI of UTRAN neighbor cells  

Triggering condition: It is used in the ANR function between the LTE system
and the UTRAN system. After the eNodeB selects a UE for CGI
measurement of UTRAN neighboring cells, the eNodeB reports this
reference point to OMC.

15> R15: Receive CGI measurement result of UTRAN adjacent cell  

Triggering condition: It is used in the ANR function between the LTE system
and the UTRAN system. After the eNodeB receives the CGI measurement
result of a UTRAN neighboring cell reported by the UE, the eNodeB reports
this reference point to OMC.

16> R16: Request to add UTRAN adjacent relation  

Triggering condition: It is used in the ANR function between the LTE system
and the UTRAN system. After the statistical period ends, if the neighboring
cell meets the condition which is used to add UTRAN neighboring cell, the
eNodeB reports the statistical results of the temporary neighboring cell to
OMC and requests to add the UTRAN neighboring cell.

17> R17: Request to remove UTRAN adjacent relation  

Triggering condition: It is used in the ANR function between the LTE system
and the UTRAN system. After the neighbor auto deletion statistics ends and
the eNodeB reports the neighboring cells meeting the auto deletion criteria
to OMC and requests to delete the UTRAN neighboring cells.

18> R18: Request to modify NOHO attribute  

Triggering condition: In the NOHO attribute modification statistical period,


the eNodeB receives the HO results and checks whether the total number of
HO times and the HO fail rate reach the configured thresholds, namely
hoTimesThreshold  and hoFailureRatio. If both of them reach the thresholds,
the eNodeB reports a request to modify the NOHO attribute of a neighboring
cell to OMC.

19> BR0: Add adjacent cell information 

Triggering condition: After OMC receives the requests from the eNodeB to
add ANR neighboring cells (including intra-LTE ANR neighboring cells,
GSM ANR neighboring cells, and UTRAN ANR neighboring cells), OMC
reports this reference point and presents the neighboring cells information to
be added to users, so that users can make their choices.

20> BR1: Adjacent cell add results  

Triggering condition: When the adding of an ANR neighboring cell finishes


(the operation may succeed or fail), OMC presents the operation result to
users. This reference point cannot be set as a breaking point.

21> BR2: Adjacent cell remove results  

Triggering condition: OMC receives a request from the eNodeB to delete an


 ANR neighboring cell and performs the deletion operation. When the
operation finishes (the operation may succeed or fail), OMC presents the
operation result to users. This reference point cannot be set as a breaking
point.

22> BR3: Modify No Handover attribute 

Triggering condition: OMC receives a request from the eNodeB to modify


the NOHO attribute of a neighboring cell and performs the modification
operation. When the operation finishes (the operation may succeed or fail),
OMC presents the operation result to users. This reference point cannot be
set as a breaking point.

The procedure is as follows:

1> When a UE is RRC Connection status, the eNodeB sends


intra-frequency/inter-frequency A3 measurement configuration to
the UE through RRC CONNECTION RECONFIGURATION
messages.

2> If signals of the serving cell and the neighboring cell meet the criteria
of the A3 event, UE reports measurement report contained A3
event.

3> If the eNodeB finds that the PCI in the measurement report is not the
PCI of a configured neighboring cell, the eNodeB detects an
unknown E-UTRAN neighboring cell.

3a> The eNodeB performs R0 breaking point interaction with OMC and
reports the monitoring results to OMC.

- If ANR works in the controlled mode and Ri is a breaking


point, then Ri breaking point interaction is performed.
Otherwise, the eNodeB only reports the monitoring results to
OMC and Ri breaking point interaction is not performed.

- If ANR works in the free mode and the monitoring result


report function is enabled, then the eNodeB only reports the
monitoring results to OMC and breaking point interaction is
not performed.

Note: Breaking point interaction includes the report of

monitoring results. The interaction procedures of all


reference points are the same to this, and it will not be
mentioned again in the following parts.

4> The eNodeB selects a UE for ECGI measurement. If the UE that


reports the measurement report containing an unknown PCI has the
intra-frequency/inter-frequency ANR measurement capability, this
UE will be selected for ECGI measurement. If the UE does not have
the intra-frequency/inter-frequency ANR measurement capability,
select another UE which has the intra-frequency/inter-frequency
 ANR measurement capability to do ECGI measurement.

4a> The eNodeB performs R1 breaking point interaction/report of


monitoring results.

5> The eNodeB sends an RRC CONNECTION RECONFIGURATION


message that contains the ECGI measurement configuration to the
UE (or multiple UEs) selected in step 4, informs the UE to perform
the ECGI measurement, and starts ANR_TIMER1 (waiting for the

maximum number of times of UE re-selection is determined by the

7> The eNodeB obtains the ECGI information in the ECGI

7b> The eNodeB performs R2 breaking point interaction and reports the
monitoring result to OMC.

8> Before ANR_TIMER2 times out, the eNodeB counts the number of
measurement reports of the temporary neighboring cell and
handover successfully between the serving cell and the temporary
neighboring cell.

8a> The eNodeB report the result of step 8 to OMC.

9> ANR_TIMER2 times out.

9a> After the ANR_TIMER2 times out, the eNodeB perform R5 breaking
point interaction/report of monitoring results.

the temporary neighbor and the ANR procedure ends.

11> If the statistical results meet the criteria, the eNodeB sends a
neighboring cell add request to OMC, requesting to add the

2) Among all the neighboring cells whose NoRemove attribute is


set as FALSE, the cell to be deleted should have the smallest
number of measurement reports.

5a> The eNodeB performs R4 breaking point interaction with OMC and
reports monitoring results to OMC.

6> The eNodeB sends a neighboring cell deletion request to OMC.

6a> The eNodeB starts ANR_DEL_TIMER2 (ANR deletion repeated


detection timer) and waits for the next ANR deletion detection.

7> When OMC receives the neighboring cell deletion request from the

GSM to do CGI measurement.

selfDeleteNbrCellThrd, UTRAN_ANR_DEL_TIMER1 (ANR deletion
statistics timer) is started. If the number of UTRAN neighboring cells
does not reach selfDeleteNbrCellThrd, the ANR deletion procedure
ends.

3> Before UTRAN_ANR_DEL_TIMER1 times out, UE reports the


measurement report of UTRAN neighboring cell.

3a> Then the eNodeB counts the number of measurement reports of


neighboring cell.

4> UTRAN_ANR_DEL_TIMER1 times out.

5> The eNodeB selects the neighboring cell to be deleted. The


neighboring cell to be deleted should meet both of the following two
conditions:

1) The NoRemove attribute of the neighboring cell is set as FALSE,


which indicates that the neighboring cell can be deleted.

2) Among all the neighboring cells whose NoRemove attribute is set


as FALSE, the cell to be deleted should have the smallest number
of measurement reports.

5a>The eNodeB performs R17 breaking point interaction with OMC and
reports monitoring results to OMC

6> The eNodeB sends a neighboring cell deletion request to OMC.

6a> The eNodeB starts UTRAN_ANR_DEL_TIMER2 (ANR deletion

2> The eNodeB1 starts the intra-LTE ANR addition based on X2

3> When BASED_X2_ANR_ADD_TIMER1 times out, the eNodeB


performs ANR bidirectional neighboring cell detection.

3a> The eNodeB1 discovers an bidirectional neighboring cell that needs


to be added.

3b> The eNodeB1 performs R6 breaking point interaction with OMC and
reports the monitoring results to OMC.

4> The eNodeB1 checks whether twoWayFlg   (namely Intra-LTE


Neighbor Cell Relation Bidirectional Configuration Switch) of the

either by the modification request in step 5 or by a manual
modification operation).

6a> OMC synchronizes the modification to the eNodeB.

7> The eNodeB updates the configuration and completes the


modification of the neighboring cell’s NOHO attribute. The
procedure ends.

8> When ANR_NOHO_TIMER1 times out, the eNodeB clears the


handover statistics of the neighboring cell and then goes to step 1 to

4.3 Parameter Configuration Procedure

4.3.1 Releasing Mutex Right

For SON test, you must release the NE mutex right firstly. The procedure is
described below.

1. Right-click the eNodeB, and select Rlease Mutex Right from the shortcut

menu, see Figure 4-1.  indicates that mutex right is obtained


successfully, so when release mutex right successfully, the is

Result column, see Figure 4-9.

1. In the Policy Tree, double-click Managed Element> LTE FDD> E-UTRAN


FDD Cell> FDD ANR Policy. The FDD ANR Policy tab is displayed in the

Inter-Frequency Number  parameter on the page as shown in Figure 4-17,

3. If the Inter-System GSM ANR Switch is Open, you need to configure the

GSM frequencies to be measured. Configure the   GERAN-Frequency


Number   parameter on the page as shown in Figure 4-17, which indicates

the number of GSM frequencies, and then click after the

GERAN-Frequency Measurement Configuration parameter. In the


displayed GERAN-Frequency Measurement Configuration   dialog box,
See Figure 4-19, configure GSM frequency information on the

4. If Inter-System UTRAN ANR Switch is Open, you need to configure the


UTRAN ANR frequencies to be measured. Configure the  

UTRAN-Frequency Number   parameter on the page as shown in Figure


4-17, which indicates the number of UTRAN frequencies, and then click

after the UTRAN-Frequency Measurement Configuration

parameter. In the displayed UTRAN-Frequency Measurement


Configuration  dialog box, See Figure 4-20, configure UTRAN frequency
information on the UTRAN-Frequency Measurement Configuration  
page and make sure the UTRAN Frequency ANR Indicator  is Enable[1].

5. Set the GBR and NGBR parameters of cell to Open and synchronize the
configuration to eNodeB.

a) In the Topology Management window of the NetNumen U31 client,


right-click the NE agent of eNodeB, and then select NE Management >
Start NE Management. The NE management is started.

b) Right-click the NE agent of eNodeB, and then select NE


Management >Configuration Management . The NE Management
window is displayed and the Configuration Management tab is
displayed by default.

c) On Configuration Management tab, in the NE tree in the upper left


area, click Modify Area$0 under the eNodeB node. In the Managed

Element tree in the lower area, double-click Radio Parameter > LTE
FDD > E-UTRAN FDD Cell. The E-UTRAN FDD Cell-List tab is
displayed in the right pane, listing all the cells managed by eNodeB,
see Figure 4-21.

d) Double-click the target cell. The E-UTRAN FDD Cell tab is displayed.

e) Click (Edit ) on the toolbar. The Confirm dialog box is displayed,

indicating whether to apply for mutex right for the node.

f) Click OK. The permitted parameters on the E-UTRAN FDD Cell tab
can be modified.

g) Set DRX Switch for GBR  and DRX Switch for NGBR to Open, see
Figure 4-22.

h) Click (Save) on the toolbar.

i) In the NE Management  tab, select the eNodeB agent node. Then


click the Configuration Management button on the upper left of the
Configuration Management tab, and select Data Synchronization from
the drop-down list. The Data Synchronization dialog box is displayed,
see Figure 4-23.

 j) Select the NE to which the configuration data is to be distributed,


which is eNodeB 3056 in this example. Set the synchronization

parameters, and then click Synchronize.

The Confirm dialog box is displayed, prompting for the verification


code.

k) Enter the verification code, and click OK. The system starts to
synchronize all parameters to eNodeB. When 100% is displayed in

the Progress   column, it indicates that the synchronization is


completed.

4.3.4 Disabling the ANR Function

1. Select an ANR policy on the FDD SON Control  page and click to

display a new FDD SON Control  page. Then set Service Switch as Close,
see Figure 4-24.

2. Send the new ANR policy to the eNodeB which need to disable ANR
function, as shown in Figure 4-8.

3. Or you can click on the FDD ANR Policy  page to display a new

FDD ANR Policy dialog box. Then set the   ANR Enable  parameter to
Disable (See Figure 4-25), and send the new ANR policy to eNodeB or cell
which need to disable the ANR function, as shown in Figure 4-14 and
Figure 4-15.
