PART I
PRELIMINARY

Article 1. Empowering Section & Short Title

1) Pursuant to Article 4, of Amiri Decree # 47 of 2009, and Articles 4, 5, and 24 under


Law # 15 of 2002, the Authority hereby makes the following Airport User Regulation.

2) This Airport User Regulation may be cited as the Airport User Regulation, 2014.

Article 2. Commencement & Applicability

This Airport User Regulation shall come into force as of the date of signature of the
Chairman and shall supersede the previous Doha International Airport By-Law 2010 and
shall be applicable to Doha International Airport and Hamad International Airport.

Article 3. Language

This Airport User Regulation shall be written in English and Arabic language and in case of
any discrepancies between the Arabic and English text, the Arabic text shall prevail.

Article 4. Interpretation

1) The following words and phrases shall where the context permits have the meanings
shown against each of them:

“Accident” means an unintended occurrence which has adverse physical result;

“Aerodrome Manager” means a person nominated by the Airport Licensee and agreed to by the
Chairman of the QCAA, as responsible for the operational day to day running of the Airport;

“Air Cargo Handling Area” shall mean those portions of an Airport designated and made
available by the Authority for the reception, storage and distribution of air cargo or for the
loading and unloading of air cargo from aircraft;

“Air Traffic Control” means the air traffic control unit operating at the Airport;

“Aircraft” shall mean any and all contrivances now or hereafter used for the navigation of
flight in air or space, including but not limited to airplanes, airships, dirigibles, helicopters,
gliders, amphibians and seaplanes;

“Aircraft Operation” shall mean any activity associated to the departure or arrival of an
aircraft at an Airport;

“Aircraft Operator” shall mean the owner of an aircraft or any person who has obtained
such aircraft for the purpose of operation by himself or his own agents;

“Airport” shall mean the Doha International Airport and Hamad International Airport
including all spaces and areas stated in Article 5;

“Airport Licensee” means Doha International Airport;

“Airport Management” means Doha International Airport (DIA) management;

“Airport Manager” means a person appointed to such position by the Airport


Management;

“Airport User Regulation Area” means the area to which this Airport User Regulation
applies as described in Schedule 5;

“Airside Vehicle” means a vehicle permitted to be used or driven in the Restricted Area
under Article 12;

“Airside Vehicle Operating Permit (AVOP)” means a permit issued by the Airport
Management for an airside vehicle pursuant to Article 55;

“Apron” means the area within the Airport intended to accommodate aircraft for purposes
of loading or unloading passengers, mail or cargo, fuelling, parking or maintenance;

“Authority” means the Qatar Civil Aviation Authority (QCAA);

“Authorized Person” means a person appointed pursuant to this Airport User Regulation
Article 74;

“Authorized Taxi Standing” is the designated place for taxis to queue and to provide their
services as determined by the Airport Management;

“Baggage” shall mean trunks, bags, parcels and suitcases checked by the traveling public;

“Chairman” means the Chairman of the Qatar Civil Aviation Authority (QCAA);

“Designated road" means any road or length of road which is for the time being
designated under Road Traffic legislation;

“Driver” has the same meaning as described in Road Traffic legislation;

“Driving License” has the same meaning as described in Road Traffic legislation;

“GTC” means any of the ground transportation center’s including car parking facilities at
the Airport;

“Hazardous Material” or “Hazardous Waste” shall mean any hazardous material or


hazardous waste as defined by laws and regulations;

“Leased Area” means an area within the Airport User Regulation Area, PTC which;-
a) the Airport Management has sub-let or licensed to another party; or
b) is a Government Site or a Government Accommodation;

“Maneuvering Area” means that part of the Airport to be used for the take-off, landing and
taxiing of aircraft, excluding the Apron;

“Movement Area” means the runways, taxiways and other areas of the Airport to be used
for the take-off, landing and taxiing of aircraft, consisting of the maneuvering area and the
apron;

“Permission” shall mean permission granted by the Airport Management or Authority,


unless otherwise specifically provided;

“Private Hire Vehicles” means any authorized vehicle operated or offered for hire other
than a “Public Service Vehicle”.

“PTC” means any of the passenger terminal complex’s at the Airport;

“Public Area” means an area within the Airport User Regulation Area which is not part of
the Restricted Area or the Leased Area, access to which is open to the public and not
restricted only to persons or vehicles specifically authorized by the Airport Management;

“Public Car Park” means any car park that is not within the Restricted Area and any part
of which is open to the public, whether operated by the Airport Management directly or by
other operators and whether or not a fee for parking is chargeable;

“Public Service Vehicle” means any authorized public service vehicle such as a public
bus or a taxi;

“Public Transport Facilities” means any area including within the GTC and designated
for the time being by the Airport Management for the waiting by a public service vehicle for
passengers, or for the waiting, boarding and alighting of passengers to and from a public
service vehicle;

“Restricted Area” means any part or parts of the Airport to which there is restricted access
as described in Article 12;

“Security Device” means a device designed or adapted to be installed in any premises or


place for the purpose of detecting or recording:-

a) the occurrence of any offence; or


b) the presence of an intruder or of an object that a person is, for reasons of
security, not permitted to bring onto the premises or place or any other premises
or place;

“SMS” means Airport Safety Management System as implemented by the Airport


Management;

“Terms of Use” means any terms, conditions, procedures, circulars, instructions and/or
directions relating to the availability of or the access to, or the use or operation of, any part
of the Airport and/or its services or facilities, issued from time to time by the Airport
Management, of which notice has been given by the Airport Management in accordance
with this Airport User Regulation in accordance with Article 75;

“Vehicle” shall mean a motorized or non-motorized contrivance designed or used to


transport any person or property on land, excluding Aircraft and any equipment that runs on
stationary rails, guide ways, or tracks.

2) For the avoidance of doubt it is hereby declared that any place within the Airport
User Regulation Area is a public place within the meaning of the Penal Code of
Qatar and the Road Traffic legislation of Qatar.

PART II
GENERAL

Article 5. Airport User Regulation Area

1) Unless otherwise expressly provided in this Airport User Regulation, this Airport User
Regulation shall apply to the entire Airport User Regulation Area.

2) The Airport User Regulation Area shall comprise of;-

a) all the Restricted Areas;


b) all land, buildings and associated facilities, and sea; and
c) all the designated roads,

3) Maps of the Airport User Regulation areas are attached at Schedule 5.

Article 6. Leased Areas

1) Parts IV, V, VII and VIII shall not apply to the Leased Areas.

Article 7. Official Notification & Plans

1) The Airport Management may, by an advertisement, describe and delineate by


reference to a plan and or plans the areas for the time being forming the Airport User
Regulation Area, the Leased Areas, the GTC, the PTC’s, the designated roads, the
public car park and the public transport facilities.

2) The Airport Manager may prepare and certify a plan or plans delineating the areas
forming the Airport User Regulation Area, the Leased Areas, the GTC, the PTC’s, the
designated roads, the public car park and the public transport facilities and shall from
time to time prepare and certify a new plan or plans in substitution thereof and may from
time to time endorse on such plans or substituted plans any amendment thereto and
certify such endorsement.

3) A copy of every plan certified under this section shall be made available by the Airport
Management for inspection at the Airport.

4) Unless the contrary is proved, the production of a plan published under this section
shall, for the purposes of any legal proceedings be taken to be sufficient proof of the
area or areas delineated for the time being in force.

a) Persons working and companies operating within the Airport User Regulation
Area will comply and adhere to all applicable laws, rules and regulations issued
by the State, the Authority or the Airport Management appertaining to Safety.
b) In compliance with the Authority’s Safety Directives, the Airport Management
hasinstalled a documented Safety Management System (SMS), containing rules
and procedures for securing safety of the aircraft, people and property within the
Airport User Regulation Area. The SMS includes but is not limited to the
following key subjects;-
i. The Responsibilities of key persons within the safety management
system,
ii. The formation of a consultative committee(s) to enable the Airport
Management to address airport safety related issues with the companies
operating within the Airport User Regulation Area; Companies operating at
the airport will be expected to have representation at this committee.
iii. Regular Audits and inspections of the facilities, activities and
arrangements in general, made by the companies operating within the
Airport User Regulation Area, for compliance with the Airport SMS, as is
appropriate to their undertakings within the said Airport User Regulation
Area.
iv. The mandatory reporting and investigation of accidents and safety related
incidents
v. The dissemination of safety related directives and general information.
c) In compliance with the previous sub articles;-
i. Notwithstanding any current legislative requirement, all safety related
incidents will be investigated to a level appropriate to and commensurate
with the severity of the said incident; or as directed by the Airport
Management.
ii. Notwithstanding the primary responsibilities of the Companies operating at
the airport to their employees and without prejudice, the Airport
Management will take the lead on all major safety related investigations
within the Airport User Regulation Area that are connected to or have had
a significant and direct effect on the airport operational safety, aircraft,
people and facilities therein.
iii. All persons and Airport User companies operating within the Airport User
Regulation Area are expected to co-operate with the Airport Management
in the pursuance of the requirements of Article 69 (3); and comply with
the requirements laid out in the Airport SMS and associated
documentation issued by the Airport Management,
d) Notwithstanding the Airport Authorities prima-facie responsibilities to its
employees; the Airport Management will implement and maintain a system that
adequately identifies, evaluates and controls the hazards and risks presented by
the Airport Management undertakings and airport operational activities in general;

6) The SMS amongst other elements includes;-


i. Periodic and reactive audits and inspection of the site facilities and activities
of both the Airport Management and Airport users,

ii. Installation of systems that monitors and investigates accidents.

7) All Companies operating at the airport are to comply with the Airport Management
requirements.

Article 8. Public Officers

1) Articles 11, 13 (2), 14, 56 (1) and 57 (2), shall not apply to a vehicle or vessel including
emergency vehicles being used by, a police officer, an immigration officer, an officer of
the Fire Services, and a member of the Customs Service when he is acting in the
course of duty in such circumstances of urgency that the performance of his duty might
be frustrated or seriously impaired if the said Articles were to apply to him or in respect
of the vehicle or vessel being used by him.

2) Save as provided in Article 8 subsection (1), this Airport User Regulation shall apply to
all public officers and the vehicles and vessels in use.

Article 9. Aviation Security Legislation

1) This Airport User Regulation shall not be taken as prejudicing the application and
enforcement of Law # 15 of 2002 or any other legislation or regulation there under
relating to aviation security at the Airport.

PART III
ADMISSION & ACCESS

Article 10. Admission

1) Subject to Article 10 subsection (2) the Airport Management may at any time;-

a) refuse to admit to, or request the leaving of or removal from, the Airport User
Regulation Area, or any particular part thereof, which is not a Leased Area any
person, animal, vehicle, vessel, article or object; or
b) request the moving from one particular place within the Airport User Regulation
Area which is not a Leased Area to another such place, any person, animal,
vehicle, vessel, article or object.

2) The powers provided in Article 10 subsection (1) may not be exercised in relation to an
area which is a designated road, a public transport facility, a public car park or a Public
Area within the GTC or the PTC’s unless the Airport Management , or the Authorized
Person, in exercising such power;-

a) reasonably considers it necessary in the interests of the safe, secure and efficient
operation of the Airport; or
b) reasonably believes or suspects that the person against whom such power is to
be exercised has contravened, or attempted to contravene, a provision of the
regulations made thereunder, or any of this Airport User Regulation.

3) No person shall;-

a) continue to remain or stay in; or


b) fail or refuse to remove any vehicle, animal, vessel, article or object in his control
from the Airport User Regulation Area when ordered to do so by the Airport
Management or an Authorized Person.

4) The Airport Management may remove from the Airport User Regulation Area any
person, vehicle, vessel, article or object (where necessary, by the use of reasonable
force) which continues to remain or stay in such area in breach of this section without
incurring any liability (other than liability for negligence or willful default) to any person
for any loss or damage however arising as a result of such removal.

5) The Airport Management may issue a banning order letter whereby any person, vehicle,
vessel, article or object shall not be permitted to enter the Airport User Regulation Area.
The banning order letter may be issued for any breach of the Airport User Regulations
2014 and shall prohibit re-entry of that person, vehicle, vessel, article or object in to the
Airport User Regulation Area unless that person is travelling as a passenger.

6) Subject to Article 10 (subsection 5) any breach of the banning order shal be referred to
the Police for enforcement.

Article 11. Conditions of Admission

1) Admission to any part of the Airport User Regulation Area which is not a Leased Area,
or the use of any facilities therein, shall be subject to this Airport User Regulation and
the Terms of Use relating to such area, building and facility.

2) Every person while in the Airport User Regulation Area shall observe and comply with:-

a) this Airport User Regulations;


b) any relevant Terms of Use;
c) all directions and instructions of the Airport Management or an Authorized Person
given in the course of the carrying out of his duty for the purpose of the safe and
secure operation of the Airport, or securing the safety of aircraft, vehicles and
persons using the Airport, or the preventing of danger to the public, or the
prevention of obstruction within the Airport; and
d) all signs, notices, indicators, surface markings and other directions erected or
displayed by the Airport Management including those prohibiting or restricting
access or directing the routes or means of access to any part or parts of any
area, building or facility.

3) Permission to use Airport premises, terminals, buildings, structures, parking lots, on-
airport buses or rail systems may be denied to or withdrawn from persons who violate the
provisions of this Airport User Regulation, applicable laws, or regulations of other
government bodies or for such other reason as may be permitted by law.

Article 12. Restricted Area

1) Without prejudice to the generality of this Article 12, the Airport Management in co-
ordination with the Ministry of Interior may regulate the access to and the conduct of
persons in the Restricted Area by issuing or authorizing the issue of permits to such
persons as the Airport Management may from time to time consider appropriate. Such
permits may be subject to such terms and conditions as the Airport Management may
from time to time determine to be necessary for the safe, secure and efficient operation
of the Airport.

2) No person other than a bona fide airline passenger shall, while in the Restricted Area
and without lawful authority or reasonable excuse, fail to wear a valid permit issued or
authorized to be issued by the Airport Management or, in the case of an air crew
member, a crew member certificate or valid military identification document or an air
crew identity card issued by an air carrier or an aviation authority, in such manner as
may be acceptable to the Airport Management, so that it is visible at all times.

Article 13. Closure

1) Notwithstanding any other provisions of this Airport User Regulation, the Airport
Management may at any time limit access to or close any part or parts of the Airport
User Regulation Area if the Airport Management, in its absolute discretion, considers it
to be expedient for the purpose of the safe, secure, and efficient operation of the Airport,
or necessary for the carrying out of works.

2) The Airport Management shall consult with Air Traffic Control (ATC) before any closure
considered under Article 13 subsection 1), if it affects air navigation and the movement
of aircraft.

PART IV
FACILITIES

Article 14. Misuse of Facilities

1) No person shall, without lawful authority or reasonable excuse;-

a) interfere with or impede the operation or proper use of, or tamper with, obscure,
damage or misuse;-
i. any security screening equipment, operating system, including but not limited
to any telephone system, information or data system, computer system,
telecommunications system or other apparatus provided for transmitting and
receiving of messages at the Airport, announcement system, ventilation
system, baggage handling system, trolley recirculation system, lighting system
and sign or signal system;
ii. no person shall remove from the Airport User Regulation Area or any specified
area within the Airport User Regulation Area any baggage trolley provided for
passenger use;
iii. any conveyance system or facility for passengers or goods, including but not
limited to any escalator, travelator, people mover, moving platform or lift and its
related system, installation or equipment;
iv. any machine, equipment, appliance, plant, installation, apparatus, device, tool
or system, whether mechanical, electrical or otherwise, including but not
limited to any automatic door or gate, vehicle and baggage trolley;
v. any wiring or cable or other form of electrical installation;
vi. any safety or alarm or emergency system or device or fire suppression system;
vii. any security device; or
viii. any drainage, sewerage, water supply, gas supply, power supply or other
utility supply system, in, installed at or forming any part of the Airport User
Regulation Area;-
a. except in the case of an emergency and for the express purpose for
which the same is provided, intentionally move or work any lever,
button, switch or control of, or operate, or activate, any alarm or
emergency or safety system or device in, installed at or forming any
part of the Airport User Regulation Area;
b. move or work any lever, button, switch or control, or operate any
operating system, conveyance system or facility, machine, equipment,
appliance, plant, installation, apparatus, device, tool, system or security
device referred to in paragraph (a)(i), (ii), (iii), (iv) and (vi);
c. travel, or attempt to travel, upon any escalator, travelator, people
mover, moving platform or other automatic conveyance in a direction
other than the direction in which it is moving;
d. sit upon any escalator, travelator, people mover, moving platform or
any other automatic conveyance for passengers or goods including the
handrails thereof except in seats, if any, designated or designed for
such purposes;

Article 15. Graffiti and Vandalism

1) No person shall, without lawful authority or reasonable excuse, deface, remove or


detach, or write, paint, draw or affix any word, representation or character upon, or soil,
defile, break, cut, scratch, tear, spray or damage;-

a) any buildings, structures, walls or other facilities;


b) any fixture, furniture, decoration, fittings or other property including but not limited
to any sign, notice or road marking; or
c) any aircraft, vehicle, vessel, machine, operating system, equipment, plant,
apparatus, device or system referred to in Article 14, including the surfaces
thereof.

PART V
PUBLIC ORDER & CONDUCT

Article 16. Fire

1) No person shall;-

a) cause an outbreak of fire;


b) light any naked flame at any place within the movement area except with the
written prior permission of the Airport Management; or
c) light any naked flame at any other place where such act is prohibited by notice
displayed thereat.

Article 17. Smoking & Non Smoking Areas

1) No person shall smoke or take with him a lighted cigarette, electronic cigarette, cigar or
pipe in any part of the Restricted Area, buildings and facilities within the Airport User
Regulation Area including the PTC, the GTC, the public transport facilities or the public
car parks, except in an area designated by the Airport Management as a smoking area.

2) An Authorized Person may in respect of any person who is reasonably suspected of


having committed or attempting to commit a breach of Article 17 subsection (1);

a) require the person to extinguish the lighted cigarette, electronic cigarette, cigar or
pipe; and
b) where the person fails to extinguish the lighted cigarette, electronic cigarette,
cigar or pipe, require him to leave the area.

3) Nothing in this Article shall prejudice the application of the sanctions provided in Law
No.20 of 2002 regarding the Supervision of Tobacco and its Derivatives.

Article 18. Control of Nuisances

1) No person shall conduct himself in any part of the Airport User Regulation Area so as to
cause a nuisance or annoyance to other persons.

2) Except with the permission of the Airport Management, no person shall;-

a) undertake any musical, theatrical or other performance in whatever form or


manner; or
b) hold any meeting or assembly which causes any obstruction to the proper use or
operation of the Airport.

3) No person shall while within the Airport User Regulation Area be in a state of
intoxication resulting from the consumption of any alcohol, medicine or drug.

4) Nothing in this Article shall prejudice the application of the sanctions provided in
applicable laws and regulations.

Article 19. Obstruction

1) No person shall, without lawful authority or reasonable excuse;-

a) willfully obstruct or interfere with;


i. the proper use of the Airport;
ii. any Authorized Person in the execution of his duty or in the exercise of
any powers conferred on him by this Airport User Regulation;
iii. willfully interfere or hinder the Airport Management whilst implementing the
SMS and or any part thereof; or

b) place any article or thing in any part of the Airport User Regulation Area in such a
way that may cause obstruction or restriction to movement of Aircraft, persons or
vehicles.

Article 20. Evacuation

1) Without reasonable excuse, no person shall in an emergency fail to evacuate or remain


in any building, facility or area on the Airport when instructed to do so by an Authorized
Person, including by automated systems, including fire warden or other person involved
in the management of the emergency evacuation.

Article 21. Restriction on Use of Language and Behaviour

1) No person shall at any time while in the Airport User Regulation Area use any
threatening, abusive, obscene or offensive language, or behave in a riotous, disorderly,
indecent or offensive manner.

Article 22. Loitering

1) No person shall loiter in any part of the Airport User Regulation Area without reasonable
cause. An Authorized Person may request a person to leave the Airport User Regulation
Area or any particular part thereof if that person is reasonably suspected of loitering in
any part of the Airport User Regulation Area without reasonable cause.

2) No person shall continue to remain without lawful authority or reasonable excuse after
having been requested by an Authorized Person to leave the Airport User Regulation

Area or any particular part thereof pursuant to Article 22 subsection (1).

Article 23. Trespass

1) No person shall enter, occupy or settle on any site or space or put up any structures
within the Airport User Regulation Area save for the purposes permitted by the Airport
Management.

Article 24. Use of Vehicles, Vessels and Recreational Equipment

1) No person shall, without the prior permission of the Airport Management;-

a) stop, park or use any vehicle (including an electric vehicle and a trailer, but
excluding a vehicle exclusively used for transport by a disabled person) in any
part of the Airport User Regulation Area which is not a road, parking area or other
area designated for use by vehicles;
b) go, ride or move on any roller-skates, roller-blades, skateboard or other similar
devices in any part of the Airport User Regulation Area:
c) operate a vessel including a boat, jet ski or other similar device in any part of the
Airport User Regulation Area

Article 25. Animal Control

1) Except for dogs in the service of the Police or the Customs Service, or guide dogs
accompanying persons with sight or hearing disability, or animals which are to travel
onto or unloaded from, an aircraft, no person shall, without the permission of the Airport
Management, bring any animal into any part of the Airport User Regulation Area.

2) The person bringing the animal into the Airport User Regulation Area shall at all times
keep the animal on a lead or carried in a proper cage or container or under control by
other appropriate means and shall not permit such animal to foul any part of the Airport
User Regulation Area or to cause a nuisance or annoyance to other persons.

Article 26. Prohibition against food consumption and feeding of birds and animals

1) No person shall consume any food or beverage in the Movement Area except in the
locations designated for that purpose by the Airport Management.

2) No person shall consume any food, beverages or alcoholic drinks while in any part of
the PTC, the GTC or the public transport facilities where such act is prohibited by notice
displayed thereat or any Terms of Use relating thereto.

3) No person shall feed any bird or animal except in the places where it is permitted to do
so by notice displayed thereat or any Terms of Use relating thereto.

4) All such places will be strictly controlled and kept in such a manner that they do not
attract wild life by the buildup of waste food or other matter.

5) All persons must comply with the SMS including Wildlife Hazard Management plans.

Article 27. Dumping

1) No person shall, without the prior permission in writing of the Airport Management,
dump, abandon or leave behind any vehicles, equipment, construction debris, waste
matter, rubbish, refuse or unwanted articles of any kind on any part of the Airport User
Regulation Area. Any person or entity found to have committed such breach will be fined
as determined by the Airport Management.

2) All types of waste from the Airport User Regulation Area shall be collected, transferred,
and disposed of in accordance with a methodology approved by the Airport
Management.

3) In addition and without prejudice to the right of the Airport Management under Article 27
subsection (1), the Airport Management may, without any notice to the owner thereof,
remove and dispose of any such vehicles, equipment, construction debris, waste matter,
rubbish, refuse or unwanted articles abandoned or left on any part of the Airport User
Regulation Area in breach of Article 27 subsection (1) in such manner and at such time
as the Airport Management sees fit. The Airport Management shall incur no liability
whatsoever to any person for such removal or disposal and no claim for damages or
compensation shall be brought against the Airport Management by any person in respect
of the same.

Article 28. Littering, Spitting & Other Unhygienic Conduct

1) No person shall drop or leave litter other than in a receptacle designed or provided for
such purpose. Any person or entity found to have committed such breach will be fined
as determined by the Airport Management.

2) No person shall spit or perform any other unhygienic conduct except in a receptacle or
other facility designed or provided for such purpose.

Article 29. Offering of Services and Touting

1) No person shall, without permission of the Airport Management, carry on any business,
sell or distribute anything, conduct any survey, tout, solicit or invite persons to purchase,

expose or offer anything for sale or hire or make any offer of services in any part of the
Airport User Regulation Area.

2) No person shall, without the written permission of the Airport Management, distribute
any book, leaflet or other written matter or any sample or other thing or article in any
part of the Airport User Regulation Area.

Article 30. Begging and Soliciting for Alms

1) No person shall beg or solicit for alms, funds or contributions of any kind without firstly
obtaining all necessary Government approvals and then obtaining the prior written
permission of the Airport Management.

Article 31. Gaming

1) No person shall engage, or agree to engage, in bookmaking, gaming, betting or


wagering nor pay, receive, or settle bets with any other person in any part of the Airport
User Regulation Area.

Article 32. Emergency Exits and Fire Escape Doors

1) No person shall obstruct or lock, or cause to be obstructed or locked, any of the


emergency exit routes of any airport building or willfully leave the smoke control vents
and fire exit doors in any buildings open.

Article 33. Prohibition against Climbing Fences, Posts, Walls and Barriers

1) No person shall, without lawful authority or reasonable excuse, climb or jump on or over
any wall, fence, barrier, railing, turnstile or post in any part of the Airport User Regulation
Area.

Article 34. Restriction on Taking of Photographs

1) No person shall, without the prior permission of the Airport Management, and subject to
such terms and conditions as the Airport Management may impose;-

a) use any sound or image recording equipment including video film at any place
within the Airport User Regulation Area for any commercial purposes;
or
b) use any sound or image recording equipment including video film at any place
within the Airport User Regulation Area where the use of such equipment is
expressly prohibited by a notice displayed thereat.

Article 35. Environment

1) No person shall fill any container with or discharge from any container, including any
part of a vehicle, vessel or aircraft, any liquid fuel, oil or lubricants, paints, thinners or
other contaminant or hazardous substance in any place in the Airport User Regulation
Area other than in accordance with approved methodology, in a place approved or
designated for such purpose by the Airport Management and in accordance with
Government regulations.

2) No person shall clean out, wash, service or maintain any aircraft, vehicle or equipment
in any part of the Airport User Regulation Area other than in accordance with approved
methodology, in a place approved or designated for such purpose by the Airport
Management and in accordance with Government regulations.

Article 36. Restriction on Road and Excavation Works

1) No person shall carry out any digging, road or excavation works in any part of the
Airport User Regulation Area, including but not limited to any place on or near any
designated road or on any part of the movement area, without the prior permission in
writing of the Airport Management.

Article 37. Informational Signs

1) The Airport Management may erect or maintain at any place within the Airport User
Regulation Area as it deems appropriate, static and variable signs and ground markings
for airline or airport information.

Article 38. No demonstrations

1) No person shall organize or take part in any demonstration, procession or public


assembly like to obstruct or interfere with the proper use of the airport or obstruct or
interfere with the comfort and convenience or safety of passengers or persons using the
Airport.

PART VI
PROHIBITED ACTS

Article 39. Flight Safety Hazard

1) Without prejudice to the provisions of Air Navigation regulations, no person shall, within
the Airport User Regulation Area;-

a) fly a kite, balloon or model plane, or release a bird or other similar devices.
b) drop or deposit anything in such circumstances as to cause or be likely to cause
a flight safety hazard.
c) no person shall knowingly aim a laser pointer at an aircraft in flight or
d) make unauthorized communications with aircraft or any other vehicles.

Article 40. Radio Interference

1) No person shall within the Airport User Regulation Area operate or use any radio
transmitter or other thing capable of radiating electrical or other interference in such a
way as to adversely affect or be likely to adversely affect the operation of any
communications or navigation systems at the Airport.

Article 41. Distribution Schemes and Arrangements

1) No person shall, without the permission of the Airport Management, carry out, operate,
engage in or participate in any scheme or arrangement for the delivery, collection or
distribution of any commodities in or to any part of the Airport User Regulation Area for
the purpose of or in connection with any commercial or business operation or
undertaking which is, or is held out to be, an operation or undertaking for the sale of or
dealing in dutiable commodities on a duty free or duty discounted basis.

Article 42. Signs and Advertisements

1) Without prejudice to any other enactment relating to advertisements, decorations or


signs, no person shall;-

a) erect any advertisement, decoration, flag, banner, emblem, notice or sign; or


b) display, post, stick, paint or write, or cause to be displayed, posted, stuck, painted
or written, any placard, bill advertisement or any other matter, on any part of the
Airport User Regulation Area without the prior written permission of the Airport
Management.

2) The Airport Management may remove and dispose of any advertisement, decoration
and sign which is exhibited in any part of the Airport User Regulation Area without the
permission of the Airport Management.

Article 43. Unattended Baggage

1) No person shall leave any baggage or other item unattended in a public place or
Restricted Area within the Airport.

Article 44. Uncovered Refuse Containers

1) No person shall leave any refuse container uncovered in a Restricted Area.

Article 45. Not to Remove Baggage Trolleys

1) No person shall remove from the Airport any Baggage trolley provided for passenger
use.
2) No person shall use any Baggage trolley for other than transportation of passenger
baggage,

Article 46. False Alarms

1) No person shall knowingly by any means give a false emergency alarm including for
bomb, fire, medical, or other emergency alarm.

Article 47. Prohibition Against Use of Mobile Telephone

1) No person shall use a mobile telephone or any other such hand held device while
driving a vehicle or operating equipment within the Restricted Area.

2) Article 47 subsection (1) shall not apply to the driver of the following vehicles;-

a) any firefighting vehicle being used to fight fire, preserve life or property, give aid
or rescue persons who are in danger or involved in an accident or any other
emergency;
b) any ambulance being used to aid or rescue persons who are in danger or
involved in an accident or any other emergency;
c) any Government operated vehicle used to execute, facilitate or aid in any
emergency response or rescue operation; and
d) any vehicle that is owned by the Authority or the Airport Management and being
used to execute, facilitate or aid in any emergency response or rescue operation.

3) In this Airport User Regulation;-

a) "mobile telephone" includes any kind of handheld equipment which is designed


or capable of being used for telecommunication, but does not include a handheld
radio for radio telephony;

b) "use" , in relation to a mobile telephone, means to hold it in one hand while using
it to communicate with any person.

PART VII
OPERATIONS IN THE MOVEMENT AREA

Article 48. Engine Runs

1) No person shall start up or run an Aircraft engine in the Movement Area without the prior
permission of the Air Traffic Control. Any person who starts up or runs an Aircraft engine
must comply with QCAA Standing Operating Procedure rules.

Article 49. Aircraft Ground Movement

1) No person shall tow or move or allow an aircraft to be towed or moved in the Movement
Area without the prior permission of the Air Traffic Control.

Article 50. Removal of Aircraft

1) The Airport Management may request the moving or removal of an aircraft and, where
such request is not promptly acceded to, the Airport Management may, at the risk of the
Aircraft Operator thereof, move or remove, or cause to be moved or removed, any
aircraft, including any aircraft disabled or incapacitated for any reason while on the
Movement Area, for security, safety or operational reasons as determined by the Airport
Management.

2) The Airport Management may charge the Aircraft Operator of an aircraft for the
expenses incurred in moving or removing such aircraft pursuant to Article 50 subsection
(1) and recover such sums owing as a civil debt from the Aircraft Operator of the aircraft.

3) Nothing in this section shall be taken or construed to the prejudice of the provisions for
the Investigation of Accidents.

Article 51. Aircraft Parking

1) Without prejudice to any directions that may be given by the Chairman or except in the
case of emergency, no person shall place an aircraft other than in the place and position
designated from time to time for that aircraft by the Airport Management.

Article 52. Excluded Area

1) Articles 48, 49, 50 and 51 shall not apply to the apron designated exclusively for the
Military.

Article 53. Securing Aircraft

1) Any stationary aircraft which is not in a hangar shall be parked or otherwise secured
against movement. Any Aircraft Operator who fails to so park or secure an aircraft
commits an offence.

Article 54. Contamination

1) The Aircraft Operator or operator of any other vehicle shall be responsible for any fuel
spills, contamination or pollution of the movement area by such aircraft or vehicle and
shall take steps to promptly stop such spills, contamination or pollution and minimize the
consequence and damage.

2) The Aircraft Operator or operator of any other vehicle shall be responsible for cleaning
any area affected by such spill, contamination or pollution, or the Airport Management
may charge the Aircraft Operator or operator of any other vehicle for the expenses
incurred in remedying any breach of Article 54 subsection (1) and recover such sums
owing from such operator.

PART VIII
AIRSIDE TRAFFIC

Article 55. Vehicle Permit

1) Subject to Article 55 subsection (4), all vehicles driven in the Restricted Area shall have
an Airside Vehicle Permit issued by the Airport Management. The Airport Management
may impose such terms and conditions of issue as it may determine and such terms and
conditions may include but not be limited to;-

a) the area within which the vehicle may only be driven;


b) the insurance requirements relating to the vehicle; and
c) that the vehicle is in good running condition.

2) The Airport Management may revoke or refuse to issue or renew an Airside Vehicle
Permit at its absolute discretion, in particular if the vehicle fails to pass any of the
examinations under Article 55 subsection (1) or if there is any breach of the conditions
of issue of the Airside Vehicle Permit or if it is in the interest of security, safety or
operational expediency to do so.

3) Airside Vehicles are classified in accordance with Schedule 1 for the purpose of
licensing.

4) The Airport Management may exempt in writing any vehicle from the requirement to
have an Airside Vehicle Permit as required per Article 55 subsection (1).

5) All vehicles to be sign marked in accordance with the guidelines issued by the Airport
Management.

Article 56. Vehicle Examination

1) The Airport Management may require regular and random vehicle examinations to be
conducted on any Airside Vehicle. The examinations shall be conducted by such
persons and at such examination centre as may be designated by the Airport
Management or such other locations as may be determined by the Airport Management.

2) To pass an Airside Vehicle examination, a vehicle has to comply with such airport
vehicle safety standards as may be determined by the Airport Management and where
relevant the provisions of Qatar Road Traffic legislation.

Article 57. Airside Vehicular Traffic Control

1) The Airport Management may;-

a) Apply such codes and practices that are applicable to the operation of vehicles
on designated roadways within the Airport User Regulation Area, to any roadway
within the restricted area; as considered appropriate to the maintenance of safe
vehicular operations therein.
b) In pursuance of Article 57 (1) (a) the Airport Management may;
i. Control the use of roads within the restricted area by the issuance of an
Airside Vehicle Operating Permit (AVOP) to such persons that require to
operating vehicle and equipment within said area.
ii. Issue the AVOP subject to such terms and conditions including
indemnification, that they consider appropriate to maintain appropriate
high levels of driver skills and competency.
iii. Install traffic lights, traffic signage, surface markings and any other
equipment, device or paraphernalia within the restricted area, as is thought
appropriate for the purposes of detecting, regulating and controlling
vehicular traffic and vehicle parking.
iv. May monitor the speed of vehicle by the use of fixed or mobile speed
detectors.
v. Require any person or driver that;-
 is involved in a traffic accident.
 has committed a traffic offence while the vehicle is in motion; or
 is suspected of driving or being in the aircraft operating area under the
influence of banned or other such performance changing substance, or
specified illicit drugs or other drugs or driving after use or consumption of
specified illicit drugs,

to undergo such test or tests as thought appropriate to ascertain the sobriety of


the said person either at roadside or at the airport (or other such) medical
facility. The afore mentioned tests can include;-

 Field Sobriety Test: check of a person’s ability to perform simple physical


or cognitive tests to determine sobriety.
 Breathalyzer Test: analysis of blood alcohol from a breath sample.
 Medical Examination: Where a person’s physical and mental state is such
that they cannot provide or pass the previously mentioned test; or
whereby they pass the tests but there is still grounds for concerns for a
person’s cognitive state; may be required to undergo a medical
examination by a qualified medical practitioner.

2) Any vehicle which does not have a valid Airside Vehicle Operating Permit , or which is
not in an area expressly permitted by its Airside Vehicle Operating Permit, may be
removed by the Airport Management immediately without prior notice from the
Restricted Area.

3) A person who causes death of another person by driving a vehicle dangerously within
the Restricted Area commits an offence.

4) Any person who in the opinion of the Airport Management or an Authorized Person
drives a vehicle dangerously within the Restricted Area commits an offence.

5) a) Any person who drives a vehicle dangerously within the Restricted Area
carelessly commits an offence.
b) A person drives carelessly within the meaning of this subsection if he drives a
vehicle in the Restricted Area without due care and attention or without
reasonable consideration for other persons within the Restricted Area.

6) a) Unless a different speed limit is prescribed by the Airport Management for specific
types of vehicles or for certain specific routes, no person shall within the
Restricted Area drive a vehicle above 30 km per hour.
b) Where a different speed limit is prescribed by the Airport Management for specific
types of vehicles or for certain specific routes, no person shall within the
Restricted Area drive a vehicle of that type or on such specific route above the
prescribed speed limit.

7) No person shall drive a vehicle within the Restricted Area without a valid Qatar driving
licence permitting the driving of the class of vehicle concerned together with a valid
Airside Vehicle Operating Permit issued by the Airport Management under Article 55
subsection (1).

8) No person shall drive a vehicle or allow a vehicle to be driven in the Restricted Area if
the vehicle does not have a valid Airside Vehicle Vehicle Operating Permit

9) No person shall drive a vehicle in any part of the Restricted Area which is not expressly
permitted by the Airside Vehicle Vehicle Operating Permit of such vehicle.

10) No person shall drive a vehicle on the Maneuvering Area unless they have obtained a
clearance from Air Traffic Control.

11) No person shall, whilst driving in the Movement Area, fail to give way to an aircraft,
whether taxiing under its own power or on tow.

12) No person shall fail to observe any traffic signs or ground markings whilst driving in the
Restricted Area.

13) No person shall drive a vehicle in the Restricted Area unless he has normal color vision
and wears, if such requirements are stipulated in his Qatar driving license, corrective
lenses or hearing aids when driving.

14) No person shall park or leave or allow a vehicle to be parked or left at a location in the
Restricted Area other than a vehicle parking area designated by the Airport
Management.

15) The vehicle operator and the owner of a vehicle involved in a vehicular accident within
the Restricted Area shall report the incident to the Airport Police immediately. Any
person who, without reasonable excuse, fails to so report commits an offence.

16) The vehicle operator and the owner of a vehicle shall follow all instructions of Air Traffic
Control and the Airport Management while the vehicle is inside the Airport User
Regulation Area.

PART IX
LANDSIDE TRAFFIC

Article 58. Road Traffic Legislation

1) The Road Traffic legislation within Qatar and its subsidiary legislation shall apply to all
Designated Roads. When applied to the designated roads;-

a) provisions of the Road Traffic legislation and its subsidiary legislation shall be
subject to the provisions of this Airport User Regulation;
b) the definitions in this Airport User Regulation of "Airport Management", "Airport
User Regulation Area", "Designated Road", and "Authorized Person" shall apply
to the provisions of the Road Traffic legislation and its subsidiary legislation;
c) references to "road" in the provisions of the Road Traffic legislation and its
subsidiary legislation shall include the Designated Roads; and
d) all references to sections, regulations and sub-regulations in the Road Traffic
legislation and its subsidiary legislation shall be references to such sections,
regulations and sub-regulations as the same are modified by this Airport User
Regulation and they shall be so construed accordingly.

2) The provisions of the Road Traffic legislation and its subsidiary legislation, applicable as
modified, may be enforced by a Police Officer, or an Authorized Person.

3) No person shall drive a Vehicle whilst drunk or under the influence of drink or drugs or
other intoxicating substance;

Article 59. Impounding and Removal of Vehicles

1) A vehicle or other object (as the case may be) shall be subject to impounding or removal
where it is;-

a) causing obstruction or remaining at rest in such condition or in such


circumstances as may be likely to cause danger to other persons using the
Airport, or to interfere with the use of the Airport; or
b) parked in contravention of the Road Traffic legislation or any of its subsidiary
legislation {as the same are modified} by this Airport User Regulation, may be
impounded or removed, or caused to be impounded or removed, by an
Authorized Person or a Police Officer at the risk of its owner and may be detained
or stored by the Airport Management.

2) Where the power of impounding or removing a vehicle under Article 59 subsection (1)
may be exercised by the persons herein mentioned, any such persons may fix an
approved immobilization device to the vehicle.

3) The Airport Management may recover as a civil debt from the owner of such vehicle or
thing such sum in respect of its impounding or removal and storage as may be fixed
from time to time by the Airport Management, with the approval of the Ministry of the
Interior (MOI).

4) A list of the sums fixed by the Airport Management under Article 59 subsection (3) shall
be published by the Airport Management in such manner as may be approved by the
Ministry of the Interior (MOI).

5) Any vehicle or thing removed under Article 59 subsection (1) may be detained by the
Airport Management until it is either;-

a) returned to the owner upon his full payment of the sums owing as provided under
Article 59 subsection (3); or
b) disposed of in accordance with Road Traffic legislation,

6) No person shall without the consent of an Authorized Person or a Police Officer remove,
damage or interfere in any way with any approved immobilization device fitted to a
vehicle under Article 59 subsection (2).

7) In this section, "approved immobilization device" has the same meaning as defined in
the Road Traffic legislation.

Article 60. Private Hire Vehicles

1) No person shall cause or permit a Private Hire Vehicle except a Private Hire Vehicle
authorized by the Airport Management to enter the Airport for the purpose of loading
passengers provided that it shall not be an offence for a pre-booked Private Hire Vehicle
to load passengers at a public car park or from the PTC or, with the consent of an
Authorized Person, at any distance from the PTC.

Article 61. Taxis

1) No person shall cause or permit a Taxi to ply for hire or load passengers on the Airport
User Regulation Area unless:-

a) he is authorized to do so by the Airport Management; and


b) he does so from an Authorized Stand provided that it shall not be an offence to
load passengers in a public car park or at any distance from such Authorized
Standings with the consent of an Authorized person..

2) Taxi drivers shall not obstruct any carriageway, footpath or buildings or cause
annoyance or disturbance to persons in the vicinity.

Article 62. Tunnels

1) In tunnels on the Airport no person shall use;-

a) the carriageway, other than with a motor vehicle;


b) the cycle track, other than while pushing or riding a pedal cycle; or
c) the footpath other than on foot.

2) No person shall enter any tunnel after having been directed by signage, an Authorized
Person or Police Officer not to enter any tunnel.

3) No person shall change a tyre or wheel of a vehicle, or carry out repairs to, or re-fuel a
vehicle in any tunnel except by or under the direction of an Authorized Person or Police
Officer and no person shall remove a vehicle which has broken down from the tunnel
except under the direction of an Authorized Person or Police Officer.

4) No person shall stop a vehicle in any tunnel or the entry/exit way to any tunnel unless
directed to do so by an Authorized Person or Police Officer

PART X
LOST PROPERTY

Article 63. Person Who Finds Property

1) Any person who finds in the Airport User Regulation Area any property which appears to
have been lost or left behind shall not remove such property from the place it is found
save for the purpose of reporting the same forthwith to the Airport Management.

2) A person who finds property in the circumstances referred to in Article 63 subsection (1)
shall, upon handing over the property to an Authorized Person, be deemed to have
complied with the requirements of that subsection. The Authorized Person shall deliver
the property to the Lost Property Office.

Article 64. Power to Open Packages etc

1) Where any lost property found in the Airport User Regulation Area is a package, bag or
other container or receptacle, an Authorized Person or Police Officer may cause such
container to be opened and the contents examined, or require the person claiming it to
open it and submit it and its contents for examination, for the purpose of;-

a) identifying and tracing the owner of the lost property; or


b) ascertaining the nature of the contents;
c) satisfying the Airport Management that the contents do not include any item or
items which may put at risk the safety or security of the Airport any aircraft or any
air navigation installation.

2) If any item of a nature referred to in Article 64 subsection 1 c) is found, the Authorized


Person (other than a Police Officer) shall report the matter to the Police immediately.

Article 65. Records of Lost Property

1) Any lost property delivered to the Lost Property Office shall be stored by the Airport
Management until claimed by the owner thereof or disposed of in accordance with these
Airport User Regulations and the Airport Management shall keep a record showing
particulars of the lost property including the circumstances in which it was found and the
ultimate disposal of the lost property provided that;-

a) official documents, including licences, passports and aliens identity books shall
wherever practicable be returned forthwith to the appropriate Government
Department, local authority or other body or person responsible for issuing them
or for controlling or dealing with them;
b) where the name and address of the owner of any lost property other than the
documents referred to in Article 65 subsection 1), are readily ascertainable to the

Airport Management then it shall forthwith notify the owner that the lost property
may be claimed in accordance with these Airport User Regulations.
c) Cash found must be immediately deposited and receipted with the Airport
Managements cashiers office.

Article 66. Disposal of Lost Property

1) All lost property found in the Airport User Regulation Area which comes into the
possession of the Airport Management shall be dealt with as follows;-

a) perishable, noxious or otherwise offensive goods or articles may be disposed of


by the Airport Management, as soon as practicable after they have come into the
Airport Management's possession, by sale or otherwise as the Airport
Management sees fit;
b) identification and travel documents, certificates or any other document which the
Airport Management considers to be of an important or confidential nature may
be disposed of by the Airport Management after a period of 120 days from such
time as they have come into the Airport Management's possession and in such
manner as the Airport Management sees fit;
c) all other goods or articles shall be retained by the Airport Management for a
period of 120 days after they have come into its possession and, if at the end of
that period they remain unclaimed, they shall be deemed to become the property
of the Airport Management free of all other rights and encumbrances, and the
Airport Management may dispose of them by sale or otherwise as the Airport
Management sees fit.

2) If within a period of 120 days of any sale or disposal by the Airport Management under
Article 66 subsection 1) a) or c), the former owner or the person formerly entitled to the
beneficial ownership of the goods or articles can establish his ownership to the
satisfaction of the Airport Management, he shall be paid, subject to his providing the
Airport Management with an indemnity as the Airport Management may reasonably
require, the proceeds of sale, if any, less all expenses incurred by the Airport
Management for and incidental to the sale or disposal.

3) Save as provided in Article 66 subsection 2), the Airport Management shall incur no
liability whatsoever (other than liability for negligence or willful default) to any person in
respect of lost property as bailees or otherwise and no claim for damages or
compensation shall be brought against it by any person in respect of the same.

PART XI
IMPLEMENTATION AND PENALTIES

Article 67. Issue of Safety Directives

1) The Authority may, for the purpose of implementation of any safety programme, issue a
safety directive to any person to who Article 67 subsection (3) applies requiring him to
take such measures as are specified in the directive.

2) Where the Authority intends to issue a safety directive, they may seek the advice of the
Airport Safety Committee on the proposed directive before issuing it.

3) This subsection applies to;-


a) the Airport Management;
b) the manager of an aerodrome other than an aerodrome which is principally used
by aircraft in military service;
c) any operator of an aircraft registered or operating in Qatar;
d) any person who occupies any land forming part of an aerodrome;
e) any person who is permitted to have access to a restricted area in an aerodrome
for the purposes of the activities of a business carried on by him;
f) any person who manages navigational or other aviation related facilities that are
important to the continued operation of international civil aviation; and
g) any person who carries on a business;-
i. which involves handling of any article intended to be carried into an
aerodrome for any purpose;
ii. which involves provision of service by personnel who have access to a
restricted area; or
iii. which, in the opinion of the Authority, otherwise impinges on the safety of
an aerodrome.
4) The Authority may, by a safety directive;-

a) revoke wholly or partly another safety directive issued previously; and


b) modify another safety directive issued previously in such manner as he thinks fit.

5) Any person who without reasonable excuse fails to comply with the requirements of a
safety directive issued to him commits an offence and is liable.

6) Without prejudice to any right and responsibility conferred on the Airport Management
by the Airport User Regulations, and in pursuance of compliance with any Directive
issued by the Authority under Article 67, the Airport Management may issue an Airport
Directive for those reasons given in Article 67 subsection (1), to those persons and
entities indicated in Article 67 subsection (3); Directives issued by the Airport
Management will be subordinate to the Authority’s Directive.

Article 68. Health and Safety

1) Any person working or entering the Airport User Regulation area will comply and adhere
to all the applicable Health and Safety rules and regulations required by the Airport
Management.

2) Without prejudice to any requirement of the State of Qatar Labor Law, all employers are
to ensure adequate provision and resource for;-
a) Health and safety of employees,
b) Control of contractors and peripatetic workers,
c) Effective control of all works,
d) Suitable and sufficient investigation of accidents and dangerous occurrences.

Article 69. Power to Require Provision of Personal Particulars

1) Any person who is reasonably suspected of committing or attempting to commit any


breach of this Airport User Regulation shall provide information and proof of his name,
address and the purpose of his being in the Airport User Regulation Area to an
Authorized Person when required by such Authorized Person.

2) No person shall fail to give the requested information under Article 69 subsection (1)
without reasonable excuse or knowingly make a statement which is false or misleading
as to a material particular in furnishing any information or in giving his name and
address under Article 69 subsection (1).

Article 70. Power of Authorized Person

1) Without prejudice to any other provisions under this Airport User Regulation, an
Authorized Person upon displaying his airport identity badge may;-

a) for the purpose of preventing or detecting the commission of an offence under


Part VIII; or
b) if he reasonably suspects that the operator of a vehicle;
i. has committed an offence under Part VIII; or
ii. has been involved in an accident in the Airport User Regulation Area,
c) for the purpose of Safety carry out random alcohol breathalyzer testing.

exercise any of the powers specified in Article 70 subsection (2) as may be appropriate
in respect of any of the particular purposes or circumstances described in this
subsection.

2) For the purposes of Article 70 subsection (1), an Authorized Person may;-

a) order, direct or signal the operator of a vehicle


i. to stop the vehicle forthwith; or

ii. to proceed to any place so ordered, directed or signaled and to stop


thereat;
b) require any person to give his name and address and to produce any document
in his possession which is or contains evidence of his name and address;
c) require the operator of a vehicle to produce his driving license for examination
and to give the name and address of the registered owner of the vehicle;
d) detain a vehicle until the vehicle can be delivered into the custody of a police
officer; and
e) initiate a prosecution against any person who has contravened any of the
provisions of these Airport User Regulations.

3) For the purpose of regulating vehicular and pedestrian traffic in the Restricted Area, an
Authorized Person may order, direct or signal the operator of a vehicle;-

a) to stop the vehicle forthwith; or


b) to proceed to any place so ordered, directed or signaled and to stop thereat.

4) Any person who fails to comply with an order, direction or signal given under Article 70
subsection 2) a) or 3), or any requirement made under Article 70 subsection 2) b) or c),
commits an offence.

5) An Authorized Person, upon display of his airport identity badge may detain any person
who he reasonably believes has, or suspects of having, or has attempted, to contravene
any of the provisions of this Airport User Regulations, and to keep the detainee in
detention until he is delivered (as expeditiously as is reasonably practicable in the
particular circumstances) into the custody of a Police Officer.

Article 71. Power of Removal

1) Every Authorized Person shall have the power to remove (if necessary by the use of
reasonable force) from any part of the Airport User Regulation Area;-

a) any person whom he reasonably believes has, or suspects of having contravened


or has attempted to contravene a provision of any Airport User Regulation ; and
b) any animal, vehicle, vessel or article which is in an area in contravention of this
Airport User Regulation, without prejudice to any fine, penalty or charge which
may be imposed in accordance with this Airport User Regulation.

Article 72. Power to Remedy

1) The Airport Management may take any action to remedy any breach or contravention of
this Airport User Regulation or any Terms of Use including removing and banning a
person or persons from the Airport User Regulationa area and shall have the right to
recover as a civil debt from the person in breach all costs and expenses incurred in

carrying out such remedial action.

Article 73. Operations in Cargo Handling Area

1) In respect to any vehicle carrying highly inflammable or dangerous substance;-

a) No person shall use, or cause or permit to be used, in the cargo handling area a
vehicle in which any highly inflammable or otherwise dangerous substance is
carried unless;-
i. that substance is carried in containers so designed and constructed; or
ii. that substance is so packed that notwithstanding any accident to the
vehicle, it is unlikely that the substance will cause any damage to the
vehicle or injury to any passenger conveyed by the vehicle.
b) No person shall load or unload any fuel tank in the cargo handling area.

2) No person or vehicle shall enter or leave the cargo handling area except through an
entrance or exit designated by Airport Management.

3) No parking or stopping in loading or unloading bay except with the prior permission of
the Airport Management.

4) Duty to notify and report accidents

a) In the event of an accident whereby damage or injury is caused to any person,


vehicle, structure or animal, the driver of the first mentioned vehicle shall
i. notify an authorized person who is for the time being engaged in the
regulation of traffic in the cargo handling area of the accident; and
ii. report the accident at a police station or to a police officer, as soon as
is reasonably practicable and, in every case, not later than 24 hours
after the occurrence thereof.

5) No person shall leave any cargo or cargo handling and transporting equipment on a
roadway, driveway, vehicular ramp or parking place in the cargo handing area unless
with prior permission.

6) No person shall leave any refuse or litter in the cargo handling area.

7) No person shall drive a vehicle of any description in the cargo handling area unless he is
the holder of a valid driving license for the appropriate class of vehicles issued under the
Road Traffic Act.

Article 74. Authorized Persons

1) The Authority may from time to time appoint a person or a class of person, whether or
not an employee of the Airport Management, to exercise all or any of the powers

exercisable by an Authorized Person under this Airport User Regulation.

2) The signature of the Chairman (whether in hand writing or in printed form) certifying the
authorization as provided in Article 74 subsection (1) and/or (2) shall be sufficient
evidence in writing of such authorization for all purposes.

3) The Authority shall issue to each Authorized Person an identity card or badge as
evidence of his authorization under Article 74 subsection (1) and/or (2) and such identity
card shall contain such particulars as the Chairman may from time to time determine.

4) An Authorized Person shall, if so required by any person when exercising or attempting


to exercise any power conferred on him or discharging or attempting to discharge any
duty imposed on him under this Airport User Regulation, produce the identity card
issued to him under Article 74 subsection (3).

5) A Police Officer, for the purposes of this Airport User Regulation, is considered to be an
Authorized Person, and does not require to be issued with an identity card in
accordance with Article 74 subsection (3).

6) The Authorized person shall not use his authority for the benefit of himself, family or
friends, for whatever reason or situation.

7) The Authorized person shall be entitled to apply penalties to any person who
contravenes any provision of this Airport User Regulation subject to such penalties
being in compliance with Laws of Qatar or Civil Aviation Law.

Article 75. Terms of Use

1) Notice of Terms of Use shall be deemed duly given by the Airport Management;-

a) where the relevant Terms of Use are applicable to persons using the Airport or
the service or facility concerned, by display publicly at the Airport; or
b) where the relevant Terms of Use are only applicable to a person providing or
operating a service in the Airport or an air carrier operating therein, by notice in
writing served on such person or air carrier.

Article 76. Saving of Airport Management’s Rights

1) Nothing in this Airport User Regulation and no prosecution or step or action shall bar
any further or other claim for damages or other remedy or relief available to the Airport
Management against any person.

2) Any sum levied by or payable to the Airport Management under this Airport User
Regulation whether by way of damages, costs, loss, expense or otherwise shall be
receivable by the Airport Management or its lawful agents as a debt due on demand and

shall be enforceable as a civil debt.

Article 77. Penalties

1) A person who contravenes any provision of this Airport User Regulation commits an
offence and is liable to the penalty set out in the Laws of Qatar or Civil Aviation Law.

2) The Airport Management shall be entitled to apply penalties to any person who
contravenes any provision of this Airport User Regulation subject to such penalties
being in compliance with Laws of Qatar or Civil Aviation Law.
