Introduction:
Planning is a technical and political process that is focused on the development and design of land
use and the built environment, including air, water, and the infrastructure passing into and out of
urban areas, such as transportation, communications, and distribution networks and their
accessibility.
Integrated development
It is the deliberate approach to connect the design, delivery and evaluation of programs across
disciplines and sectors to produce an amplified, lasting impact on people's lives. Integrated
development provides deadlock-breaking mechanisms to ensure that projects and programmes are
efficiently implemented. It helps to develop realistic project proposals based on the availability of
resources.
Introduction to Site
Rourkela is a planned city located in the northern district Sundargarh of Odisha, India. The city is also
popularly known as “Ispat Nagar” and “Steel City of Odisha” as well. One of the largest integrated
steel plant set up with German collaboration Known as Rourkela Steel Plant, of Steel Authority of
India Limited (SAIL). The city has been selected as smart city in the third phase of the National Smart
Cities Mission on 20 September 2016, which is to drive economic growth and improve the quality of
life of people by enabling local area development.
How can Integrated Development help in the holistic development of Industrial towns?
Hypothesis:
Ho: Integrated Development cannot take place in Rourkela Town.
H1: Integrated Development of Rourkela Town can take place with the help of urban development
parameters of Integrated Development.
H2: Integrated Development can take place in Rourkela Town because of the impacts of urban
development on ecological processes.
Aim of the Study: To evolve planning strategies for “Integrated Development” of Rourkela Town
Scope: The study aims to identify issues, find solutions and evolve policy guidelines for
Rourkela Municipal Area. The solutions and policies will evolve growth and development in the
Municipal Town.
Limitations:
1. The solutions can be both strategic (long-term) as well as short term depending on the
problem.
Methodology:
Identification of the problem and the problem areas: This involves selection of a suitable site
for the Integrated Development process to take place.
Understanding the Need: Why the study is needed and what changes will it bring.
Identifying the main Aim and Objectives to be achieved at the end of the study.
Literature Review: Through various case studies in areas similar to the chosen topic and site.
Comprehend their issues and how they have dealt with them.
Secondary Sources such as Literature reviews and case studies of similar Industrial towns.
Analysis of each sector: Based on the data collected through Primary and Secondary data
sources. It is also done through the use of various GIS based maps.
Proposals for the issues which can be resolved which can be shown in the form of policies,
pictures and maps.
