Service Provider Section – Trakhees CED – Modification Section (in coordination with EHS & Fire
Division)

Service Details
 Service Name: Request for Modification Permit - New
 Service Description:
After issuance of the building completion certificate, any modification and fit-out works of the
completed facility requires approval on the proposed modification plans, designs/drawings of
the facility, by Trakhees.

Approved Modification Permit issued by Trakhees enables the contractor to start the
construction / fit-out works at site.
 Service Requestor: Service can be requested either by a Contractor/Consultant/Client
 Contractor Eligibility: Scope of proposed modification works shall be covered within the
activities of the Trade License of the appointed contractor. For activity reference refer to DED

 Approval Exemptions:
Scope of works listed under Minor modification works as per Circular # 67319 and its
amendment Circular # 88646 doesn’t require TKS approvals.

Circular # 75318 can be referred for Racking system exemptions

Service Fee
 Payment Mode : Cash/Cheque/Pre-paid account
 Fee Details:

Initial submission Fee – AED 1000/- (for joint CED and EHS submissions)
Any discrepancies in the appraisal Fees are settled with Final Fee Advice.

Refundable Deposit – AED 2,500/-

Guidelines to avoid Non-Compliance


 Only Minor Modification works can be initiated on site without approvals as stated in Circulars #
67319 & # 88646
 No proposed works to be initiated on site without obtaining the Trakhees Modification Permit
 Structural inspections to be arranged prior to starting structural related works
 The contractor is allowed to work as per the approved drawings and in compliance with
Trakhees regulations. Any changes in the proposed works need to be submitted as a revised
submission prior to the application of the Modification Completion Certificate
 Upon completion of the proposed works, the facility shall not be used/occupied until the
Modification Completion Certificate has been issued

 Pre-Paid or Post Paid: Hybrid(Partial Initial payment + Final Payment with Refundable Deposit)

 Re-submission Charges: 2nd Re-submission onwards AED 1000/- (CED-500, EHS-500) is


charged.

Delivery Mode:
CD containing Permit and Approved Drawings are collected from CED Helpdesk.
Output Validity
- Modification Permit is valid for 3 months, from the date of issuance.
- Modification Permit will become invalid if the work has not commenced at site within 3 months
from date of Permit issuance or if the work is suspended at site for more than 6 months or
works not completed after one year from the date of issuance .

Service Details
 Service Name: Request for Modification Permit –Revision
 Service Description:
After issuance of the Modification Permit and before applying/issuance of Modification
completion certificate, any change in modification fit-out plans, designs/drawings of the facility,
needs review and approval by Trakhees.

Approved revised Modification Permit issued by Trakhees enables the contractor to continue
construction / fit-out works as per the approved modified scope.
 Service Requestor: Service can be requested either by a Contractor/Consultant/Client
 Contractor Eligibility:Proposed modificationactivities under scope of work shall be listed in
Trade License of the proposed contractor. For activity references refer: DED Website e-service
link.
 Approval Exemptions:
The Contractor, Consultant should be same as per the original Modification Permit.
