MuseoCon 2022:
"EMBRACING UNCERTAINTY BY EMBRACING
SOLIDARITY, HOPE AND RECOVERY”
Museo ng Muntinlupa is conducting a research conference in

partnership with the Schools Divisions Office that aims to bring
students together to conduct research in their community and to
discover problems and come up with a policy recommendation
solution to our city council.
MuseoCon 2022:
The program is an adaptation of the “Project Citizen” of the

Schools Divisions Office and the “Center of Civic Education” in the
USA, which aims to increase democratic participation, political
efficacy, and civic engagement levels of participating students.
MuseoCon 2022:
Our goal is to have an increased knowledge, skills, disposition

on civic rights, duties, and responsibilities among the Filipino
youth. PC has already been implemented as early as 2007 under
the Philippine Center for Civic Education and Democracy
(PCCED).
MuseoCon 2022:
STEP 1: IDENTIFYING PROBLEMS
Identify problems from their own experience

or different sources from their barangay.
Learn something about the problems they
have identified.
Identify which government agencies might be
responsible for dealing with those types of
problems.

STEP 2: SELECTING A PROBLEM OF STUDY
Discuss within your group the problems

identified.
Conduct in-depth research on the
problems identified.
Choose a problem for the group to study.
Build consensus on the direction of the
research.

STEP 3: RESEARCH and DATA GATHERING
Conduct additional research on the

problem of the group chose to study.
Use a variety of resources, including
media resources, printed materials, the
internet, and the individuals withspecial
knowledge related to the problem.

STEP 4: ORGANIZING INFORMATION
Compile the information on the problem

identified.
Work together to organize in formation:
Discuss the causes and effect of the
problem;
Identify existing public policy solution;
Analyze the effectiveness of these existing
solutions; and
Identify responsible agencies.

STEP 5: CRAFTING A POLICY SOLUTION
Come up with a policy

recommendation
Outline the details of the policy
recommendation.
Consider the advantages and
disadvantages of the chosen solution,

STEP 6: DEVELOPING AN ACTION

PLAN
Do a stakeholder analysis.
Come up with an action plan to
generate support for the proposed
policy.

STEP 7: DEVELOPING A PORTFOLIO
Develop a portfolio that should contain two basic elements, a

visual display section and a document binder.
Divide your team into four groups, each group will be
responsible for creating one of the four parts of the portfolio.

STEP 8: PRESENTING THE PORTFOLIO
Prepare to present their work before an audience in a simulated

hearing, similarly structured to a public meeting.
Present before a panel of several members of stakeholders. The
panel members will evaluate the portfolio (visual display and
documentation binder) and presentation.

STEP 9: DEBRIEFING ON THEIR PARTICIPATION IN DEMOCRACY
Relate the experience to the ideals of democracy.

Understand the value of citizen participation.
Discuss the importance of participation, how people can
participate, and the possible consequences of low citizen
participation in a democracy.
