B. Profile of the program or course:


i. Title of the Program or course:
Health and Wellness Cum Safety Program of SDO Personnel
ii. Rationale
“Under the motto All for Health towards Health for All, universal health coverage is
the platform for health and development in the Philippines – driven by action within and
outside the health sector…” (Universal Health Care Act, R.A. 11223). While the Philippine
Constitution of 1987 declares in, Article II, Section 15 that:

“The State shall protect and promote the right to health of the people and instill health
consciousness among them”.

That is, where the health program of DepEd is all anchored for implementation.

DepEd Butuan City Division within this framework has Oplan Kalusugan sa
DepED (OKD sa |DepEd - DepEd Order No. 28, s. 2015) and now on its fifth year of
implementation, our schools with our teachers, and health personnel continue to
ensure the safety, health and well-being of learners including its workforce to ensure
better productivity and quality services.

iii. Program or Course Description:


Health and Wellness Cum Safety Policy, is aimed of providing activities that will
guarantee the physical, mental, emotional well-being among SDO personnel through physical
exercises, like Zumba or dancing to include sports, parlor games, karaoke/sing-along and
other means of health promotion and assessment, under OKD’s Medical – Nursing and Dental
services on a particular scheduled time as an integral program to the six flagships of Oplan
Kalusugan.
iv. Professional Development Priorities

As an opportunity for SDO personnel and program section coordinators across


governance levels to identify policy gaps, propose program recommendations, and explore
technical assistance necessary for effective and efficient activity implementation within the
health concept and safe working environment; these activities will also provide a venue for
reporting major program accomplishments and sharing of the good practices for schools, the
SDOs, and the ROs in the implementation of OK sa DepEd.

In compliance with the global reservation of social distancing and health standards
imposed by the Department of Health and Inter-Agency Task Force (IATF), the Health and

Nutrition Unit will conduct a new approach in delivering professional learning and
development activities through Health and Wellness program presented herein to promote
safer and healthier working environment with or without local or global health crisis.
v. Professional Standards Covered

Content knowledge and its application to school level.

vi. Target Participant Profile

This proposal will benefit the SDO personnel and the school populace of
DepEd, Butuan City Division if replicated/ implemented in the field.

vii. Facilitators
For diversity and proactive participation during the conduct of scheduled
activities the three (3) functional divisions (OSDS, CID, SGOD) will take turn in
leading the Friday Health and Wellness activities similar to the assignment schedule
during the flag ceremony.
To ensure sustainability, the Team of every functional Division
shall plan out the various Health and Wellness activities they are to conduct but not
limited to the activities mentioned herein.
An SDO Health and Wellness Matrix shall be prepared ahead for personnel
awareness and engagement every Friday.
viii. Modality

The Health and Wellness activities will run for 1.5 hours every Friday and
will not be limited to physical, sports exercises but will endeavor to promote wellness
and leisure towards recreational setting for mental health relaxation of an individual.
Zumba Instructors from the field may from time to time be invited to grace/lead the
physical/dancing exercises. Upon invitation, physical and sports, recreation/hobbyist
enthusiasts or health experts may be considered to hold sports clinics, workshops, or
health lectures for growth and development of SDO personnel.

ix. Indicative Date of Implementation

The proposed date of implementation starts upon official approval of this


proposal.

General Objective:
To provide health and wellness in a safety environment to SDO personnel for
better productivity and quality service in the workplace.
Specific Objectives:

The Health and Wellness Cum Safety Policy of SDO Personnel

I. General Policies

1. The SDO shall ensure the health, wellness and safety of its employees to attain their
full potential, improve productivity and well-being.
2. The SDO shall find means of providing the necessary sports equipment, game and
leisure or recreational facilities; and fund other related activities to promote physical
and mental development of every worker.
3. The SDO shall strongly observe the provision of proper nutrition and promote clean
and healthy living towards the attainment of individual spirituality.
4. The SDO shall find ways to assist its personnel to earn additional income, support
during financial crisis and save for their future.
5. The SDO shall maintain the Disaster and Risk Reduction Management template for
its accepted principles and standards on occupational safety.
6. The SDO shall strictly observe the non-smoking policy on its premises as provided
for by the national and local laws, that educational offices and schools must be free
from smoke for the protection of its employees from the ill-effects of the so-called
first and second-hand smoke.
7. The SDO shall strictly impose upon its employees to undergo Annual Health
Examination for safety and good health; and pursue medical treatment when
necessary.
II. Objectives

Health - is a state of complete physical, mental and social well-being and not merely
the absence of disease or infirmity (World Health Organization).

Wellness – the quality or state of being healthy in body and mind, especially as the
result of deliberate effort. An approach to healthcare that emphasizes preventing
illness and prolonging life, as opposed to emphasizing treating diseases.

Well-being –A condition obtained when a person achieves a level of health that

Mental Health – Mental health refers to a person's psychological, emotional, and
social well-being; it influences what they feel and how they think, and behave. The
state of cognitive and behavioral well-being is referred to as mental health.

Occupational Health and Safety – deals with all aspects of health and safety in the
workplace and has a strong focus on primary prevention of hazards. Its goal is to
prevent accidents and harm to people from work-related activities. (https://www.ioe-

V. Health and Wellness Activities

1. Annual Health Examination

A. Medical
 - Complete Blood Count (CBC)
- Urinalysis
- Chest x-ray
Optional (For those without comorbidities but highly encouraged)
- FBS, Lipid Profile, Creatinine, Uric Acid Test, BUN, ECG, SGPT,SGOT,
Pap smear (for women 21 years and above every 3-5 years), DRE/PSA for
men 40 y.o. and above annually) and other Laboratories as required by
Medical Officer/Physician
- Drug Testing (Occasional)
B. Dental
- Oral Examination

2. Physical Fitness, Wellness and Sports

Under CSC MC No. 21, s 2009, the following activities may be included:

 Physical Fitness exercise


 Aerobics/Zumba
 Jogging/Running/Walking
 Ball games
 Mini Olympics (Fun Run/Fun Games) and other recreational events
promoting team interaction and bonding
 Wellness Services

3. Health and Nutrition

The SDO shall only promote healthy living, nutritious food serving to its employees
during seminars and meetings (CSC MC 04, s. 2003) and must overseer the safe food
handling, clean and hygienic food preparation to minimize or control hazard of food
poisoning from their office kitchens and canteens.
In addition, provision of vitamins, food supplement and other oral medications shall
be perpetually maintained.

4. Other Health Considerations

1. Rescue and Response

The SDO, through its Health and Nutrition Unit shall maintain functional clinic to
address emergency situation in case an employee get suddenly ill or injured in work.
Fast referral and standby vehicle must be provided immediately when the need arises.

2. Information and Updates on Health Concern

Likewise, close coordination with private and government health agencies and other
para-medical line agencies through the Health and Nutrition Unit shall provide timely
health information on the treatment and prevention of medical related issues, such as
HIV-Aids, Covid-19 vaccines/variants, smoking related diseases or any
epidemiological development that may have impact to the SDO personnel. Further
the SDO shall provide from time to time psycho-social and mental resilience topics,
during programs and opportune gathering of its personnel.

3. No Smoking Policy

Smoking is strictly prohibited by virtue of CSC Memorandum Circular No. 17, s.


2009,
in any educational institution within its premises, the SDO shall fully observe its 24/7
implementation.

4. Spiritual Growth and Practice of One’s Faith

The SDO shall at all time exercise equity among various beliefs, culture and faith of
its employee; freedom to practice one’s religion may not be a hindrance towards
employment, work and promotion.

5. Financial Management and Technical Assistance

The SDO shall find ways and conduct Technical Assistance through seminars and
financial counselling, coaching on how to manage one’s finances; both for currently
employed and about to retire individual to maximize their savings and retirement
pension.

6. Occupational Safety Protocols

The SDO shall fully observe the Disaster Risk and Reduction Management (DRRM)
in the aspect of response and preparedness especially during calamities, and
emergency situation to safeguard lives, and equipment and properties of the agency.
Programs and its advisory towards safety and danger among its personnel shall be
strictly followed. A regular monitoring and repair to prevent fire and electrical hazard
shall form part of the safety protocol in the workplace.

Oplan Galugad applying the DOH’s 4 O’clock Habit, a strategy that seeks to raise
awareness and encourage the community to do its share and take time to weed out
dengue breeding sites at 4PM every day may be considered. The 5’S principle in the
workplace is a practical way of eliminating mosquitoes and other vectors in the
offices, it also eliminates electrical hazards and fire.

VI. Recommendation on Program Implementation Continuity

This Health and Wellness and Safety Policy, shall be occasionally reviewed by a
Technical Working Committee for a successful implementation of the program. The SDO
leadership shall be at the helm to overseer the committee and employees’ commitment and
participation towards this end. Financial support and assistance shall be necessary for its
continuity and applicability in the workplace at all time.

To determine whether the objectives are met a yearly assessment plan shall
be conducted by the Technical Working Committee.

4 Program or Course Implementation Plan

Upon approval of this project proposal, every Friday @ 3:00 Pm this program shall
commence implementation.

iv. Monitoring and Evaluation
Monitoring and Evaluation of the activity shall be prepared by the Quality
Assurance Division per request by the Program Management Team. A link for the
end program evaluation shall be handled by the QATAME associate. Participants in
the activities are required to answer online.
v. Gender and Development Mainstreaming

The activity seeks to ensure equality among all employees, to have equitable
access to proposed activities and benefited from the program.

vi. Minimum Health Standards

a. Program Management Team

Program Management team members shall strictly observe the following:

1. Thermal Scanning to all participants.

2. Participants exhibiting symptoms such as colds, cough, fever and or difficulty of


breathing shall be politely declined and be given health assistance.
3. Strict enforcement of the face mask, if possible.
4. Strict observance of social distancing measures.
5. Observe proper personal hygiene such as, washing of hands, and use of disinfectants after
every activity.

b. Participants

Participants shall observe the following:


1. Practice respiratory etiquette such as use of tissue or the inner portion of the elbow to
cover nose and mouth when sneezing/coughing and practice proper disposal of tissue
after use. They may also wear mask if possible.
2. Observe proper personal hygiene such as, frequent washing of hands, and use of
disinfectant after every activity.
3. Drink lots of fluid during and after the activity.
