New battery management stack
The battery management stack has been updated in this release

Modern Standby support for Windows 10 Desktop

Modern standby is now supported. This mainly solves overheating issues reported in the past.

Notable features
[Talkman] Enhancements to Processor Power Engine Plugin support for MSM8992
The following has been enabled in the previous release:

- Processor Core Management for Cortex-A53 Cores

- Micro PEP functionality
- Qualcomm P States

Processor Core Management is disabled by default in this release. To enable it, proceed to the following:

- Set Windows Boot Configuration Data to have numproc=4 for the current OS entry
- Set the following flag in the registry:
o HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\QCPEP\Parameters
o EnableProcessorManagement
o DWORD (32-bit)
