Vide DCE’s L. Dis No. 1687/C5-2/81, dated: 22.04.1981, the Principals of

Government Degree Colleges have been authorized to prevent the Non–Teaching staff

of their colleges in the prescribed scale and proportionate earned leave may be reserved

thereof on behalf of the incumbents so prevented. However, the Principal is not

competent to prevent himself from availing summer vacation or neither can he prevent

the Teaching staff members from availing summer vacation, if there is an absolute need

to discharge any work during the summer vacation with prior permission to the CCE

should be obtained to prevent Teaching Staff or Principal himself from availing summer

vacation.

Further, the CCE, TS, Hyderabad being the competent authority, vide reference

3rd read above has informed all the Principals informed that, since last two years, due to

Covid-19 pandemic situation the academic year has been delayed in all the Universities

across the State and keeping in view of the interest of the students it was, decided to

continue the Academic Year in all the GDC’s even though the affiliating Universities have

declared summer vacation during May/June 2022. Accordingly, vide reference 4th read

above permission was accorded to all the Principals of Government Degree Colleges in

the State to preserve the Earned Leaves for 24 days to those Principals/

Lecturers/Physical Directors/Librarians who were prevented from availing Summer

Vacation for teaching work and conducting the examination during the academic year

2021-22 duly following the bio-metric attendance.

In view of the above, since the post pandemic have result in poor implementation

of education procedures, decided to continue the academic year for the beneficiary of

students and considered for special preservation of EL / prevention of summer vacation

for the year 2021-2022, on the same analogy vide DCE’s L. Dis No. 1687/C5-2/81,

dated: 22.04.1981 i.e., staff pattern for prevention of summer vacation duly following bio-

metric attendance. Therefore the request of the TGCGTA, Hyderabad to issue necessary

instructions to all the Principals for the preservation of Earned Leave to the Teaching &

Non – Teaching staff who have been sanctioned eligible leave i.e., Casual Leave/

HPL/Commuted leave/Earned Leave /Child Care/Maternity Leave etc., during the

prevention of Summer Vacation for the Academic Year 2021-2022 treating it as duty

period is rejected (preservation is allowed to the Teaching staff who have attended

during summer with prior permission of the competent authority strictly as per biometric

attendance).
