OXFAM PURPOSE: To work with others to find lasting solutions to poverty and suffering

TEAM PURPOSE: To provide a proactive, efficient and effective financial management service to the Oxfam
Programme in Bangladesh, to ensure financial procedures are working efficiently and effectively and that they
are being adhered to, and to provide strong financial monitoring and oversight to Oxfam partners.

JOB PURPOSE:
To provide for the financial aspects of the Oxfam Novib country portfolio, the implementation and monitoring of
the financial aspects of the assigned programmes and projects, and the management of the financial risks and
opportunities. Also provide financial monitoring and oversight to Oxfam Novib’s partner organisations and for the
appraisal and analysis of the necessary financial aspects of reports for back-donors.

REPORTING LINES:
Post holder reports to: Finance Manager (Matrix reporting to Programme Manager)

BUDGET RESPONSIBILITY: N/A

DIMENSIONS:
• Handling (finance related) queries regarding Donors and related project.
• Interpretation of financial information, advice to program managers, Finance Manager, Program Officer
and coordinators.
• Analysing reports for program staff and providing guidance.
• Manages and contributes to project work.
• Influences Managers to adopt procedures.

• 80% focus on the Oxfam Novib Bangladesh country programme with 20% of time dedicated to the South
Asia Regional programme

KEY RESPONSIBILITIES:
• Communication with various partners in Bangladesh and the South Asia Region; ensure receipt of timely
financial and progress reports.
• Provide financial oversight and monitoring to partners in line with Oxfam, donor and NGOAB
requirements; provide capacity building support to partner organisations and finance staff.
• Review, appraise and support financial and audit reports of counterparts/partners; communicate findings
with the Program Office (PO) and counterparts and where necessary, make proposals for follow-up
actions according to Oxfam Novib requirements.
• Check consistency between narrative and financial reports in coordination with PO and Regional
Campaign Coordinator (RCO).
• Work closely with PO, Admin Officer (AO), RCO, Finance Manager (FM) and Country Programme
Manager (CPM) for partners’ appraisals, risk assessments & classification, fund disbursement,
receivable & payable determination with partners, financial and audit report timely receipt; review and

make notes for registering in the Oxfam Novib Systems.


• Prepare and review quarterly/six monthly/ year-end and MFS-II close-out plans and documents.
• Provide sound financial support and guidance to the close out of the Oxfam Novib MFS-II programme in
Bangladesh.
• Develop and maintain a partners and field monitoring visit plan; update the FM, RCO and CPM; be
willing to make frequent visits to partners’ project locations (7-10 days per month).
• Prepare and review input and feedback on ToRs for partner audits.
• Monitor budgets and financial performance of the country programme and revise the (financial) planning
where necessary; keep records of this in the management information systems.
• Coordinate on the investigation of any possible fraud cases in line with Oxfam Novib procedures.
• Cooperate and co-work with program officers, admin officers, and other Oxfam colleagues for various
issues.
• Liaise with head office, global and regional colleagues and partners on a regular basis.

SKILLS AND COMPETENCE:

• Educational qualification: CA CC/CA/ICMA (part qualified)/ MBA/ M.Com. (E)


• A minimum of 3-5 years experience in providing a whole range of financial services to an organisation,
ideally with at least 2 years in International NGO.(D)
• Working with NGO/ INGO especially in Audit/Finance/Grants/Sub-grants/Partner Support will seen as
beneficial. (D)
• Ability to understand and implement the government tax & VAT laws.(D)
• Proven knowledge of computerised systems and demonstrable experience of working with computerised
accounting packages and spreadsheets (E)
• Ability to respond to a variety of questions relating to the job.(D)
• Excellent oral and written communication skills in English.(E)
• Manages own time under guidance and direction from supervisor and meet the deadlines.(E)
