Regulation on Multi-Elemental Creative Content
Development and Funding Program
Passed at the 13th Meeting of the First Term of the Board

1. Objective

Taiwan Creative Content Agency (hereinafter the “Agency”) has formulated the
Regulation in accordance with the provisions of Article 5 of the Organizational
Act of the Taiwan Creative Content Agency, for facilitating the interfacing of
Taiwanese cultural content with market mechanisms, along with supporting the
development of the content industry.

2. Sources of Funding

The available sources of funding under the Regulation shall include the annual
budget planned by the Agency, the dedicated account for Multi-Elemental
Creative Content Development and Funding Program, or the surplus in the
Agency.

3. Qualification for Support

The creative content development and production projects applicable under the
Regulation shall include the cultural content industry of films and TV shows,
popular music, publishing, games, comics, animations, fashion designs, future-
oriented and experiential content, performing arts, and visual arts. The projects
shall be marketable and recoverable, or they shall be able to interface with the
international market and activate the industry.

4. Implementation

The implementation in respect of different industries, contents, industry


characteristics and business models may be approved by the Agency as a special
case or in accordance with the relevant rules formulated by the Agency. Prior to the
promulgation of relevant rules derived from the Regulation, the proposed rules shall
be submitted to and ratified by the Chairperson or the Chairperson’s authorized
representative and may be amended due to actual situation.

5. Auditing

The Agency may engage financial institutions, accountants, attorneys, or other


professionals to control the amount and allocation of the funding under the
Regulation, conduct account auditing and ensure other legal compliance.

6. Promulgation and Enforcement

The Regulation shall be promulgated and enter into force following the approval by
the Board of Directors, and the amendment to the Regulation shall also apply to the
same procedures herein.
