INTRODUCTION

The exponential growth of artificial intelligence (AI) in recent years is given by the

innovation provided through the Internet. So, the citizens go hand in hand with this

technology in their daily activities. It has also driven governments to question the possible

socioeconomic and ethical impacts of AI, in an effort to understand its importance to

people.
ARTIFICIAL INTELLIGENCE AND MACHINE LEARNING: POLICY PAPER

The main objective of artificial intelligence is the creation like the human

intelligence that can learn, reason, plan, perceive or process the natural language. It focuses

on a specific field, developing new algorithms and models in a field of computer science

called automatic learning. In which, programmers develop algorithms to order computers

into new tasks and organize a huge amount of information data based on instructions and

rules, these are the basic components of the digital world we see today.

In this way, the basic process of machine learning fulfills a training function in

which the algorithms are combined to create new rules, making that, when using different

data, the same algorithm is combined and generates different models for its uses. For

example, the same algorithm with this type of learning could be used to translate languages

or to predict the stock market. Therefore, more data containing more functions can be

fulfilled.

There are three types of machine learning:

 Supervised learning: They work with tagged data and desired output.

 Unsupervised learning: In this the data is not tagged and the algorithm must

identify it.

 Reinforcement learning: It is conceived in a dynamic environment that

offers feedback
Nowadays AI is present in many usual processes, among them; e-mail filtering,

personalization (shopping sites like Amazon - cookies, platforms like Netflix - content),

fraud detection, voice recognition , etc. So people trust in their use, and the idea is that

there are more and more activities performed by AI. However, decision making with this

type of intelligence is biased and can mean mistakes that compromise people's lives.

On the other hand, the collection of "Big Data" and the expansion of the Internet of

Things (IoT) has made a perfect environment for new applications and artificial intelligence

services to grow. This synergy changes the way we experience the planet and has the

potential to be a new engine for economic growth. However, it also means a threat to the

privacy of users.

AI also has both negative and positive implications for the labor market and the

geographic division of labor. If it becomes a concentrated industry, greater inequalities will

be created between those who can access and work in it. Therefore, it is necessary for

governments to regulate and control AI-related issues not only in terms of avoiding

inequality but also in terms of security and privacy management.

The Internet Society has developed some principles and recommendations in the use of AI.

Among them:

 Ethical adaptation

 The easy interpretation regarding its handling

 Advice to users

 Promote compression on the role of algorithms

 Provide complete information

 Guarantee security and privacy of users

 Positioning users as performance centers

 Discuss the use of AI by different spheres of society

Conclusion

It must be recognized that the use of AI is an important advance for society in technological

terms, that in turn, has great socioeconomic impacts on humanity. For this reason, if this

type of intelligence is developed, the recommendations proposed by the Internet Society

must be followed, in addition to evaluating the effects of its use on societies, so that people

can make use of it without being under risk with respect to their security, privacy, or even

their lives, if the use of AI in health services, for example. Thus, a responsible application,

with surveillance and control, will be able to guarantee better conditions of use with a low

risk.
