Sir,

The clarifications regarding the deployment of technical personnel at site is submitted.


KIIDC has executed an agreement with KASE to act as PMC for executing KIIFB funded
projects. KIIDC deployed sufficient number of technical staff to each project such as
Consultant Project Engineers and the Project coordinator (PCO) for smooth execution of the
Project. Consultant Project Engineer were present in each project site in all working days for
supervising the work and the Project coordinator inspects the site once in every three days of
work, to take measurements and check measurements. PE Electrical, PCO Electrical and
PCO Electronics were deployed as and when these items are executed. KIIFB has worked out
the attendance of site Engineers (PE & PCO) at site by verifying the Inspection Register
(Sample calculation by KIIFB is attached as Annexure-1 and 2 But Inspection Registers are
maintained for recording instructions of the Inspecting officers to Site Engineers. EE/SE/CE
in the case of Department and DGM/GM/CE in the case of KIIDC are the inspecting officers.
PE/PCO are not supposed to write in the Inspection Register (SOP 5/14 of CPWD Manual).
In the case of Site Order Book, this register is maintained to convey the instructions of
Inspecting officers conveyed through Inspection Register to the Contractor or conveying the
instructions of PE/PCO to the contractor and vice-versa.
This being the purpose how attendance can be taken by verifying the site registers. Hence the
assessment of attendance cannot be accepted. The proforma given in the Order
No.IA9/348/2019/KIIFB Dt.12/08/2020 (reproduced below) does not say anything about site
Engineers, it only mentions about the inspecting officers

If KIIFB is insisting on signing of PE/PCO in Inspection Register, here after, we are ready to
give instructions to PE/PCO to sign in the inspection register as a proof of their site visit.

The detailed report on Chengannur ITI is as follows.

observed that they have considered PE
designation of KIIDC as junior
engineer/site engineer.
In the centage chart dated on 16.08.22
by KIIFB, JE / Site Engineer was only
present for 31 days and required
presence shown as 281 days and also
centage deduction chart provided by the
PE CIVIL Sri Stephy 15/11/2021- KIIFB with the OM dated on 08.03.23
13/01/2022 shows that the JE/ Site Engineer was
present for 412 days and the required no
PE CIVIL Sri. Lekshmi Gopan of days as 81. From the above centage
13/01/2022- deduction charts the data’s regarding the
8/03/2023 JE/ Site Engineer is not matching with
each other. 60 % of work progress was
achieved till 08.03.23 while calculating
the required days of PE after hindrance
from the start of work (15 months) till
the inspection date the required presence
of PE will be less than 493 as calculated
by KIIFB. Hindrance register is attached
as Annexure 3. KIIFB may please be to
drop the centage deduction for the post
JE civil

PE MEP Sri. Anand Raj 6/07/2022 – From the remarks of KIIFB it’s
8/03/2023 observed that they have considered PE
designation of KIIDC as junior
engineer/site engineer. The Electrical
work at site was started on 6/07/22
(mentioned in the Centage deduction
sheet) In the centage calculation the
actual no of days required for JE MEP is
shown as 274. The date of inspection
was 8/3/23.while considering 30 days
for a month, there will be only 240 days.
After deducting the no of holidays and
hindrance the required Presence of JE
MEP will be less than the required
presence calculated by the KIIFB.
Considering 60 % of physical progress
for MEP. Required presence will be
(240 * 60)/100 = 144 days ( sample
calculation). KIIFB may please be to
drop the centage deduction for the post
JE MEP

PCO CIVIL Sri. Omanakuttan 22/01/2022- From the remarks of KIIFB it’s
8/03/2023 observed that they have considered PCO
designation of KIIDC as Asst
engineer/Project engineer. As per the
centage deduction sheet 1 dated on
16/08/22, there is no deduction in the
centage for the post of Assistant
Engineer Civil. In the second centage
deduction, inspected on 8/03/23, the
centage is deducted for the absence of
33 days out of 247 days. Considering 60
% of physical progress 225 days are
required. Hence KIIFB may please be
to drop the centage deduction for the
post AE civil

From the remarks of KIIFB it’s


observed that they have considered PCO
MEP designation of KIIDC as
Asst.Engineer MEP. The Electrical
work at site was started on 6/07/22
Project Sri. Unnikrishnan. 6/07/2022 – (mentioned in the Centage deduction
Coordinator P 8/03/2023 sheet) it is shown that the required
(MEP) PCO Electrical presence for the MEP Engineer up to the
inspection date 8/03/23 is 137 days.
While calculating the no of working
days required from 06/07/22 to 08/3/23,
considering 30 days for a month there
will be only 120 days. After deducting
the holidays for 8 months, a total of 80
working days is required but as per the
centage deduction chart of KIIFB,
actual presence for the project engineer
MEP is 89 days. Hence the centage
deduction proposal may be drop off.

From the inspection register it was clear


that the technical Personnel visited the
site for providing necessary instructions.
It is not necessary that the inspection
EE/Project Sri. Haran Babu K 27/12/2022 - engineers should make the entry in the
manager P 18/03/2022 inspection register unless there is any
particular instruction .So KIIFB may be
requested to drop the centage deduction
CE/ PD visited the site for providing
CE/Project Joseph Scaria GM 17/01/2022 - necessary instructions. The inspection
Director 8/08/2022 register is attached as Annexure 4

Based on the above Explanations we kindly request KIIFB to drop off the Centage Deduction
charges on (SPV) KASE
