Project Background
Al Wakra and Al Wukair areas have experienced significant population growth in recent years. The proposed wastewater
infrastructure is a part of the Public Works Authority's (Ashghal) master plan for the region to accommodate the anticipated
population growth in area and the diversion plans from other sewage treatment works.

Sep 2022 Ashghal has officially signed the PPP contract with Al Attiyah Motors & Trading Company, Metito,

and Gulf Investment Corporation.

May 2022 The Water-Purchase-Agreement (WPA) is expected to be finalized between the preferred

developer and Ashghal in May 2022.

Apr 2022 Mott MacDonald has been selected to provide the Project Management Consultancy (PMC) for

the project. The value of the contract is $11.5 million.

Mar 2022 The official developer contract is yet to be signed between Ashghal and Metito-led consortium.

Jan 2022 Ashghal has issued a letter of award to the Metito-led consortium to develop the planned project.

Jan 2022 The bids evaluation for the developer contract is still ongoing.

Oct 2021 The bids evaluation is currently underway for the developer contract, the award date has not been

frontrunner of the tender.

Jan 2021 Developers have submitted the final offer for the contract to develop the project.

Dec 2020 The Professional Services contract tender for Al Wakrah and Al Wukair Sewage Treatment Plant

has been issued and the deadline set for February 21, 2021.

Nov 2020 The technical evaluation for the BOT contract is still ongoing and the commercial evaluation is yet

to start.

Oct 2020 The evaluation of the bids is still ongoing and set to be awarded in Q1 2021.

Sep 2020 The evaluation of the technical bids is underway.

Sep 2020 The following companies have confirmed they are bidding for the BOT contract:

-Acciona and China Harbor,

-Metito, Mitsubishi, UCC.

Jan 2020 Ashghal has invited firms to bid for the contract to design and build a portion of the foul sewage

conveyance and treated sewage effluent (TSE) systems. The deadline for bidding is set for

January 28, 2020.

Oct 2019 Ashghal has launched the request for proposals (RFP) to seven prequalified consortia for the

project.

Sep 2019 The tendering process is ongoing for the EPC contractor on BOT basis and the bid submission

deadline is 7th Jan 2020.

Sep 2019 Few companies have been pre-qualified to bid for the next tender for selection of an Engineering,

Procurement & Construction (EPC) contractor on BOT basis, however the list of bidder is

confidential as of now.

Apr 2019 Ashgal has floated a tender for pre-qualification of Public Private Partnership (PPP) for sewage

treatment at Al Wakra and Al Wukair Plant. The bid submission deadline is 28 May 2019.

Mar 2019 The Public Works Authority (Ashghal) plans to introduce Al Wakrah and Al Wukair Sewage

Treatment Plant (STP) project on Build Operate Transfer (BOT) basis.

Project Scope
The project scope includes:

Terminal Pump Station (TPS) - consists of an Odour Control Facility (OCF) for the TPS and Main Trunk Sewer (MTS)
Sewage Treatments Work (STW) - capacity of 150,000 cubic meter per day (m3/day) including primary, secondary and
tertiary treatment units, sludge units and management facilities and odour control units
Treated Sewage Effluent (TSE) management facilities
