Editorial
In a moment of immense pleasure while issuing this Report, I am
grateful for the guidance of all my senior colleagues and the respected
contributors whose altruistic help made it possible. Without perpetual support
and supervision of the prestigious figures of his Excellency the Speaker, Deputy
Speaker and especially, the Secretary Assembly, the completion of this task was
almost impossible.

We are collectively struggling to make this Report more alluring, and


will try to entertain invaluable suggestions, comments and inputs of the readers
to make this work more comprehensive; replete with knowledge and au-courant
source of information.

Message of the Honorable Speaker

Trichotomous system prevails in Pakistan, in which legislature is


the epicenter of all democratic activities. A successful democratic system is
mainly based upon a well-functioning legislature which plays pivotal and
dominant role while keeping checks and balances on all the government
functionaries. The incumbent legislatures of Balochistan Provincial Assembly
are highly qualified with meritorious educational background. Undoubtedly, they
are committed to play role to safeguard the interests of the province and offer
inexorable efforts for the amelioration of living standard of the general public of
this province.

The public, at large, is keenly interested to know about


parliamentary proceedings and other relevant activities. Indeed, this “Report”
shall definitely help to provide for up-to-date knowledge of efforts resulting to
bring uplift in the life of masses through parliamentary forum. I, as the
Custodian of this august House, appreciate this venture and appreciate the staff
of Balochistan Provincial Assembly Secretariat for this successful endeavor.

Message of the Secretary

To present the Parliamentary Report of the 11 th Provincial Assembly


(August, 2018 – August, 2023) is no less than a pride for me. The aim of this
report is to recall House Business of the previous five years in a very succinct
and comprehensive way. I am compelled to acknowledge the efforts of honorable
Members and Staff who performed their jobs with diligence following all the
required SOPs of the House. It would be unjust to add on a serious note that I
am highly compelled to appreciate the editorial team for their enthusiasm and
hard-work in making this report informative and full of knowledge.

There is always a room for improvement, hence door for your


suggestions shall all time remain open.

KEY ACHIEVEMENTS
Summary of the key achievements in five years
Under vigilance and supervision of the sitting Secretary, following
remarkable targets have been achieved: -

1. Formation of parliamentary task force to work on the


Sustainable Development Goals (SDGs).
2. MPA’s Hostel fully revamped and furnishing initiated.
3. Public Accounts Committee (PAC) of Balochistan Assembly is
the first PAC in the region that has been digitalized through
Public Accounts Committee Information System (PACIS).
4. First time in the history of Balochistan, the PAC of the 11 th
Provincial Assembly presented two reports in the House.
5. New Committee Block; comprising Committee Rooms,
Auditorium, Committees’ Chair offices, staff office and parking
lot in basement is approximately in completion phase.
6. After 20 years gape, Admin Block has been fully revamped and
interconnected through latest Internet Network System.
7. General repair and maintenance of staff colony after being
ignored for 38 years.
8. Security & Surveillance system of the Assembly Secretariat and
MPA’s Hostel has been improved through installation of
additional CCTV Camera, security monitoring screens and
construction of security room at the entrance.
9. Establishment of Day Care Center for children of female
parliamentarians.

During pandemic, the parliamentarians could not fulfil their


functions of making laws, representing people, oversighting the executive arm of
government and providing a forum for debate of matter of importance.
The public galleries in the Assembly Hall were closed and the
Standard Operations Procedures SOPs introduced by the government including
social distancing, covering face with mask, avoidance of shaking hands and
using hand sanitizers were strictly implemented during legislative sessions and
Committees’ meetings. With passage of time, the life and parliamentary business
became normal and finally in May, 2023 World Health Organization (WHO)
declared that COVID-19 was an established and ongoing health issue which no
longer constituted a Public Health Emergency of International Concern (PHEIC).
In addition to this, the torrential Monsoon rain in August, 2022
caused havoc to both life and property. The communication system and other
infrastructures of the province were razed to the ground. As a result, the
Honorable Members not only faced difficulties in terms of communication and
approach but also adversely affected House Business.

The first Session of 11th Assembly was held on 13th August, 2018.
On 16th August, 2018 Mir Abdul Quddus Bizenjo and Sardar Babar Khan
Musakhail were elected as Speaker and Deputy Speaker respectively and Jam
Kamal khan Alyani as Leader of the House. Malik Sikandar Khan Advocate
became the Opposition Leader on 15th December, 2018. But on 24th October
2021, Jam Kamal Khan Alyani resigned; in consequent thereof, Mir Abdul
Quddus Bezinjo became the new Chief Minister/Leader of the House on 29 th
October, 2021, while Mir Jan Mohammad Khan Jamali was elected as Speaker
on 30th October, 2021.

On the other hand, Justice (R) Amanullah Khan Yaseenzai took oath
as 24th Governor of Balochistan on 4th October, 2018 and on 7th July, 2021 he
resigned and in consequence thereof Syed Zahoor Ahmed Agha sworn in as 25 th
Governor of Balochistan on 9th July, 2021, who could not keep the position for
long and consequent upon his resignation on 13 th April, 2022 the Speaker
Balochistan Assembly Mir Jan Muhammad Khan Jamali, assumed the charge of
acting Governor Balochistan, as required under Article 104 of the Constitution
of Islamic Republic of Pakistan, 1973 Mir Jan Mohammad Khan Jamali
relinquished the position as acting governor when Malak Abdul Wali Kakar took
oath on 3rd March, 2023 as 26th Governor of the province.

474 Sessional Days

The Provincial Assembly of Balochistan is sovereign legislative body


of the province. It embodies the will of the people to let themselves be governed
under democratic, multi-party system. Through its parliamentary activities, the
Assembly keeps as check over the executive and ensures that the government
entities are functioning within the parameters set out in the Constitution of the
Islamic Republic of Pakistan. Since first session, held on 13 th August, 2018 till
date; the Honorable Members of the House have significantly contributed in
passing large number of Bills, moving Privilege and Adjournment Motions,
Resolutions, raising multiple Questions and Call Attention Notices which have
been comprehensively mentioned in the forthcoming segments of this report.

The 11th Provincial Assembly approved five provincial budgets in five


years’ tenure. All of the budgets approved and authenticated by the Government
were deficit budgets. However, as depicted above, the share of receipts from
federal divisible pool has considerably been increased over five years.
