1 Introduction
1.1 Scope Description

This document details the Method of Procedure (MOP), including work tasks and checks required, to
successfully install 2G, 3G, LTE, and SRAN SBTS. This document will be used during Safaricom Telecommunications
Ethiopia PLC deployment on RAN Scope.

This document is generated by Nokia and to be shared with Safaricom for consultation purposes. This
document and information contained within shall not be shared or distributed outside of Nokia without prior written
consent.

If there are any concerns or changes required to this MOP, this should be raised to the identified MOP contacts
in this document within 2 working days of discovery.

IMPORTANT WARNING

Purpose of this Method of Procedure document is to summarize the scope of installation and to provide the
guidelines for auxiliaries and connectivity between the different network elements in subject project, this
document does not focus on the Hardware installation itself, that’s why the installation teams must use Nokia
Hardware installation manuals together with this MoP document to be able to complete the site installation as
per Nokia standards and customer requirements.

It’s mandatory that the installation team members are trained on the installation of Nokia hardware and other
network elements related to the scope of this project, the installation teams must hold all necessary
certificates required to complete the work onsite as per Nokia requirements, standard practice and country
regulations, certificates such as but not limited to; Nokia PTID, electrical works, work at hight, telecom cabling &
fibre works, …, etc.

2.3 Site Model

This document describes the Nokia RAN to meet SFC forecasted network deployment and expansion for the initial
664 sites.
This will give an overview of the SRAN solution proposed by Nokia. The proposed Single RAN Solution to Safaricom
Telecommunications Ethiopia PLC. comprises of Airscale Base Station that is a versatile software-defined, multi-
technology, high-capacity base station on the market. It will help SFC Ethiopia build a simplified Network using
Single RAN equipment which allows for significant OPEX savings.

2.3.1 Site Model
There are two Site Models. One is Green Field and other is Roof Top. Below is connectivity diagram for all radio
and baseband hardware.

2.3.2 Site Model A: Green Field Site:-


Below is site design for Green Field Sites:-

• 3 x 2m pole, host all 3 BTS antenna/6RRH and FPFH modules

• 1m pole per Mw, 114 mm to host ODU +Mw antenna (0.6m)

• 3m and 5 m RF jumpers will be used based on distance from RRHs to antennas

• Canopy Pole to host FCOB

All Radios and antenna per sector are installed together on one bracket pole

Note:
1. All cables to enter from bottom of Radio modules.
2. Jumpers to be routed with cable ties and chained properly.
3. Jumpers should be supported by tie connectivity on pole to avoid stress on connector due to wind.

2.3.3 Site Model B: Roof Top Solution:-

Below is site design for Roof top Site:-

• FCOB would be installd on JST Stack


• Antennas would be installed on Tower or 6m Pole
• RRH & FPFH would be installed on backside of Antennas.

2.3.4 Special Configuration- L2600 Addition:-

L2600 layer will be deployed on 120 sites out of 664 scope.

An additional FPFH would be installed alongwith L2600 radios, AHHB.

3x AHHB would be installed in addition to basic radio infrastructure on these sites.

However, Roof top & Green Field solution will remain valid for these sites.

2.3.5 Special Configuration- DC DB Solution:-

DC DB would be deployed on a portion of Co-Located sites with Ethiotel. These Site’s will be without without DC
power cabinet. On these sites, DC will be provided by sharing party.

The DC feed will be power the DC DB, and from the DC DB the site will be powered. Below will be assumptions for
these sites:-

• Feed will be supplied to us from a single LVD(set to 43.5V or above, Safaricom will take responsibility of the LVD)

• SPD type 1 and SPD type 2 will be included in the DC DB.

• No secondary LVD will be installed or required.

• The DB will supply power to the FCOB, Mw, BB , site switch, site light and FPFH(RRH’s) (Invertor may be added)

• DC Power meter will be installed with DC DB.

• Site Light will be DC LED (Not more than 400w) not AC as per RF

The below is connectivity diagram of DC sharing site.

2.3.6 Router Scenarios- POC3 Solution:-


Greenfield with IXR(2xFCOB):-

Canopy poles will be used to mount the DB and the FCOB. Site light will be mounted to the inside of the canopy.

Rooftop site:-

Canopy poles will be used to mount the DB. The FCOB will be mounted to the JST stack. Site light will be mounted
to the inside of the canopy.

Note: 2xFCOB stacked on top of each other in the case of IXR. If the site required the SAS-K router, 1 x FCOB will
be used.

2.3.7 Antenna & RET Connections:-


Comba antenna would be used on all 664 sites. ODI2-065R16MJJ02-GQ V1_6XPol would be deployed on all sites.
This is Hexa band antenna band antennas and has 12 ports.

RET connections would be connected to AHEGC in star topology for each sector individually.

2.3.8 Alarms Connectivity:-

Alarm card used in this project will be FSEE. This alarm could be fixed with FMAA bracket as shown below.

Alarms would be done as agreed in Site Engineering Document.

3 Site installation Manuals


IMPORTANT WARNING

Purpose of this Method of Procedure document is to summarize the scope of installation and to provide the
guidelines for auxiliaries and connectivity between the different network elements in subject project, this
document does not focus on the Hardware installation itself, that’s why the installation teams must use Nokia
Hardware installation manuals together with this MoP document to be able to complete the site installation as
per Nokia standards and customer requirements.

It’s mandatory that the installation team members are trained on the installation of Nokia hardware and other
network elements related to the scope of this project, the installation teams must hold all necessary
certificates required to complete the work onsite as per Nokia requirements, standard practice and country
regulations, certificates such as but not limited to; Nokia PTID, electrical works, work at hight, telecom cabling &
fibre works, …, etc.

3.1 Planning and preparing the site

- Make sure that the BTS can be installed safely.


- The site is accessible, adequately lit and safe for working.
- Safety distance calculations are made and taken into account.
- The site is prepared according to drawings.
- The site survey is complete.
- The Site Survey Report is available.
- The site is clean.
- Product delivery is complete.
- All wiring is done in accordance with national electric code.
- Needed equipment is available as defined in the Site Survey Report.
- Sufficient service clearances are available.

3.2 Network Elements

Below is the Radio and System module hardware required for initial 664 sites with 2G+3G+4G

- 1 x AMIA, 2 x ASIB , 4 x ABIA

- 3 x AHEGC Dualband RRH
Services:
- Install 6 RRH Modules
- Install FCOB (AMIA, ASIB, ABIA)
- Install one FPFH

3.3 Power connectivity

The power input for AirScale is -48V DC with the permitted range of -40.5V to -57V. The positive input is always at
0V. I_lugs and Thimbles would be used during installation.

• 2 core 35 mm2 (two runs) toward FPFH from the bottom- rectifier(max 47m)

• System Module (AirScale): 16mm2 separate DC cables -- MCB 32A / per one Arscale SM

• 1 FPFH – to be used up to 6 RRH setup,

• DC 10 mm2 between FPFH and RFMs (configurable outputs from FPFH – 40A per each RRH and max length
of 10m)

• MW ODUs with dedicated DC Cable (coaxial not PoE) powered directly from bottom rectifier

• Battery backup 2 strings of 200Ah

• NOTE: Rectifier new one- to be connected to AC Breaker 63A 4P MCB with 40kA SPD

FPFH will be installed in EMHA as shown below:-

The Radio module must be fed with dc power:


- Using FPFH for sites with more than one Radio module.
- From FPFH, XCMK10mm2 would be used to make power connectivity to Radios.
- RRH can also be powered up individually from Dc breakers.

If the FPFH to Rectifier cabinet is <47m

- 10m of 10mm2 power cable can be used for the FPFH to RRH

If the FPFH to Rectifier cabinet is <20m

- 10m of 10mm2 power cable can be used for the FPFH to RRH
- 38m of 16mm2 power cable can be used for the FPFH to RRH

If the FPFH to Rectifier cabinet is <10m

- 10m of 10mm2 power cable can be used for the FPFH to RRH
- 50m of 16mm power cable can be used for the FPFH to RRH

If the Rect-FPFH lengths is <10m(Option1) and <20m(Option 2) the below will apply.

System Module Power Connections


- The AirScale System module shall be connected directly to the DC power source, 32A circuit breaker must
be used and XCMK16mm2 would be used upto 20m.
Note: At the site there must be a main switch for disconnecting the BTS mains power.

FPFH with 2 Feeds


- 2 DC Feeds parallel instead of one feed
- Same length and same size of dc power cable must be used which would be 2x35mm2 upto 47m
- 2x 125 A (DC) breakers would be used for DC feed towards radios.

Grounding:

Please add specification of grounding resistance to be checked before power-on of the equipment

Observe the following recommendations when planning the BTS grounding:


✓ Grounding cable cross-section must be more than any of AC or DC power feeding cable cross-section.
✓ The grounding cable is connected with screws to the BTS mains grounding point.
✓ The grounding cable must be connected to a main grounding busbar with a minimum of 6 mm2 (10 AWG)
grounding cable.
✓ Route the grounding cables as directly as possible from the equipment to the grounding point.
✓ Avoid unnecessary loops and sharp bending of the grounding cable.
✓ The grounding cables should not be run parallel with power cables
Steps:
1. Ground the plinth to the site main ground
2. Connect the grounding cable to the grounding point in the module front panel.
3. Route the grounding cable through the cable entry.
4. Connect the other end of the cable to the grounding point in the plinth.
5. Repeat steps 2-4 for each module.
6. Fix the excess cables to the cable support plates with cable ties.

3.6 Site Access Procedure:-

Sites would be accessed after getting approval from respective owner of site.

3.7 Cable Management

In floor, stack, wall, or pole installations the strain of on cables is reduced by using cable clamps. Cable
clamps manage the cables (dc, Fiber, among others) to provide a secure connection. A maximum distance of
one (1) meter must be taken into consideration in between spacing. For Roof Top Sites, Cable ties would be
preferred because of infrastructure difference.

4 Quality & Health and safety


4.1 Acceptance procedure

All required documentation uploaded into NDPd Site Forge.


Drive test completion and submission of reports.
Conditional Acceptance Certificate signed and verified by Field Team
Snag/Deficiency/Punchlist cleared
Final Acceptance Certificate signed by NOKIA and SFC Ethiopia Deployment Team

4.2 Project Quality process

4.2.1 Self-Assessment
Self-Assessment is work done check, which a member of the Subcon installation team will perform of their own
work as agreed in the contracted statement of Work.

When to do SA
The Self-Assessment checklist will be completed by the installation team when on-site after completion of the
installation work.

Submission
• The checklist is uploaded during TalonView collaboration and NDP-D Site Forge

Guidelines
• Mandatory for all service suppliers for all sites. To be done when the installation job is finalized, right
before the team leaves the site.

•Correction of faults and defects found during Self-Assessment which are caused by the supplier team
itself should be corrected immediately.
• Every SA should be supported by proof documents/pictures independently whether punch point is
reported.
• Site ID, project name, supplier name, vendor ID, team lead’s name & PTID (if available) should be
mentioned in SA report.
• Without SA report & proof documents/photos, no IA should be done & no invoice should be raised.
SA report (checklist and photos) are checked for completeness and correctness
4.2.2 Quality Assessment
Quality Assessment is conducted by using the predefined Telecom Implementation Checklist by either TI Manager
or Field Manager.

The Site Quality Assessments are conducted on random basis according to the Site Quality Assessment Plan.

4.3 Health and Safety Principles

Every Service Supplier (SeS) working on every site must have their company Health and
Safety file with them. They must possess an updated Nokia HSE Passport ID as proof of compliance.

The following items must be defined in the SeS Health & Safety File
• Project Scope of Work
• Health and Safety Specifications
• Risk Matrix Methodology & Baseline Risk Assessment
• Appointments in accordance with Occupational Health and Safety Act
• Procedures in accordance with Occupational Health and Safety Act
• Safe Work Instructions
• Registers and Checklist of Tools and Equipment
• Health and Safety Plans
• Incident and Reporting in accordance with Occupational Health and Safety Act

As a general Health & Safety rule, Nokia have come up with regulations on the proper rigging and hoisting of
equipment (RF antenna, transmission links, RF modules......etc.) being done during network rollout. Strict
Compliance on these regulations must be observed always. Failure to do so will have corresponding sanctions.
Nokia laid out clear non-negotiable standard for working at height. Please ensure the following:
• Riggers who work at height need to be trained and carry copy of certification
• Be medically fit to climb.
• Use proper fall protection devices (full body harnesses, shock absorbing double lanyard, positioning belt,
fall arrestor to use while ascending or descending, rigger helmet, safety shoes, gloves and a pouch to carry
tools) and anchor at strong anchor points.
• Need supervision on ground.
