Enhanced Penalties for WSH
Offences
Stiffer Penalties with effect from 14 Jun 2022
Companies that had fatal or major injuries must engage external auditors to
conduct a thorough review of their system of WSH controls and implement
measures to prevent recurrence.
Companies issued with Stop Work Order (SWO) must engage external
auditors to conduct a thorough review of their WSH management systems

Extension of Heightened Safety Period (HSP)

Current Measures (1 Sep 2022 to 28 Feb 2023)
Debar companies from employing new foreign employees for up to 3 months, and required Chief
Executive to personally account to MOM and take responsibility for rectification if serious WSH lapses
are found following after serious or fatal accidents
STO to review safety procedures applies to all companies in construction, manufacturing, transportation
& storage, the marine & process industries and sectors using heavy or industrial vehicles.
New harmonized disqualification criteria across public sector construction tenders. Contractors with
poor WSH performance will be temporarily disqualified from these tenders
Lower threshold for issuing demerit points, resulting in companies with consistently poor WSH
performance being debarred from employing new foreign employees for up to two years.

Extension of The
Heightened Safety Period
New Additional Measures (1 Mar to 31 May 2023)
Maximum fine for breaches of WSH rules under WSH Regulation that could result in death or serious
injury will be raised from S$20,000 to S$50,000.
For companies found to have WSH lapses following a serious or fatal workplace accident, the CEO or
board director must attend a half-day training course in person.
Empowering workers and supervisors to raise WSH issues and stop work if they feel that working
conditions are unsafe. If WSH issues persists, after it was highlighted to supervisors or management,
workers and supervisors should bring it to MOM attention.
Bite-sized WSH resources will be made available from May 2023 by The WSH Council, to support SMEs
in instilling a stronger safe operations culture
