When Ly>Lx, parts of length Lx at each end are to be veiwed as halves of a panel with a side ratio of 2.
The central part is to be viewed as a one-way slab as indicated in the figure below where part I is calculated
and reinforced as the left half of panel I' and part III as the right hand half of panel III'.
part II is reinforced as one way slab.
